1. Inspections vs. Safety Tests: The SOW references annual inspections by a Qualified Elevator Inspector (QEI) in accordance with ASME A17.1, A17.2, and A17.3. Could you please confirm whether this requirement is limited to annual inspections only, or if annual safety tests are also expected under this contract? Only this is a Witness inspection only test with a contractor that has a current Qualified Elevator Inspector’s (QEI) certification.
2. Maintenance Requirements: The SOW references supervision, labor, parts, and supplies, but does not specify any preventive maintenance, servicing, or callback responsibilities. Can you please confirm whether this contract is inspection-only, with no maintenance, repair, or callback obligations? None Witness only. The maintenance contractor will be performing the physical test while they witness the testing to certify that the elevators are meeting current code standards.
3. Service Frequency: Aside from the annual inspection requirement, are there any additional periodic service or reporting obligations (quarterly, monthly, etc.)?
No. Only the required annual inspection certification required by ASME A17.1, ASME A17.2, and
ASME A17.3.
4. Vendor - would like to know if the VA will be providing a mechanic and weights to perform the test while our Inspector "witnesses" the test
The current elevator maintenance contractor is obligated to provide mechanics, as well as any tools or material necessary to perfume the tests. We need a third-party witness who can certify that the test passed.
5. Are CAT5s and rupture valve tests required? If so, in what year are they due? See section A.3
a. The contractor is required to follow current code requirements. The next Cat 5 and rupture valve test is in 2027.
6. Is this intended to be a witness-only test? Will the VA’s elevator maintenance contractor be providing a mechanic for the testing? Witness only. The maintenance contractor will be performing the physical test while they witness the testing to certify that the elevators are meeting current code standards.
