About this file
This document is an Amendment to a Request for Quote (RFQ) for a Pneumatic Tube System Software Upgrade and Support Services project for the Department of Veterans Affairs Veterans Health Administration. The amendment addresses industry questions related to the solicitation (RFQ Number 36C26025Q0654), providing clarifications on specific project requirements. Key details include confirmation that contractors are not required to replace existing security doors at stations 214 and 226, specification of the current nurse call system manufacturer (Responder Raulands versions 4 and 5), and clarification that the 12-hour training requirement is total training time, not per department.
The solicitation is an unrestricted RFQ under FAR Part 13, targeting Software Publishers (NAICS Code 513210), with a site visit scheduled for 08/22/2025 from 08:00 to 1:00 p.m. Potential contractors must be registered in the System for Award Management (SAM). The project involves upgrading and supporting a pneumatic tube system, with specific technical requirements including interface capabilities with nurse call systems and training for VA employees. The procurement is being managed by the Network Contracting Office located in Vancouver, Washington.

1.) Two stations (214 & 226) currently have security doors that may not be functional. Should we include the cost to replace the existing doors?
RFQ 36C26025Q0654 and this requirement does not require a contractor to replace those existing doors. The government does not intend to keep or replace the existing doors.
2. B.3 SALIENT CHARACTERISTICS, The pneumatic tube system must be able to interface with modern nurse call systems indicating when a High priority carrier has arrived. What manufacture, and version of nurse call is currently on campus?
The current manufacturer for nurse call is Responder Raulands, mainly 4, and some clinics have Responder 5.
3. B.4 STATEMENT OF WORK (SOW), 4. Base-Year Tasks, K. The contractor will provide a minimum of 12 hours of onsite and in-person training to VA employees on the newly installed equipment to each department’s system users and maintainers. Is this requirement 12 hours total time or 12 hours at each department? If 12 hours each department, how many departments require training?
The requirement for the base year is 12 hours total time of training by the contractor in total. The requirement of 12 hours of training is not per department.
4. B.4 STATEMENT OF WORK (SOW), 6. Other Pertinent Information or Special Considerations, A-D. Q: Is the VA providing the infection control units as required in this scope?
No, the VA and government are not providing infection control units.
