1. Question Regarding Solicitation – Signage Installation and Electrical Work (Seattle VA) - Under the general standards outlined in the solicitation, the contractor is required to comply with all applicable federal, state, and local regulations. Based on this, it appears that any contractor performing electrical work on-site will be required to hold a valid Washington State Commercial Electrical Contractor License. Can the Government please confirm whether prospective bidders should include proof of this license in their proposals, and whether holding this license will be a requirement for award or for performing work under this contract?

In accordance with FAR 13.106-2 and solicitation 36C26025Q0561, quotes will undergo a comparative evaluation to determine which quote is the best overall offer to the government in terms of technical capabilities, past performance, and price. Eligible offerors and quotes conforming to the submission requirements will be evaluated based on an adjectival rating and by a direct comparison of all quoted offers to determine the best value to the government. In the event only one offer is received, the government will evaluate past performance in accordance with FAR 13 procedures.

As stated in RFQ 36C26025Q0561 offeror submission requirements, Part I: Technical Capabilities, offerors shall submit three elements detailing their trade certifications, resumes, capabilities statement, and documentation of general liability insurance coverage in Washington state or proof of coverage and reciprocal coverage in Washington state.

The government cannot make a responsibility determination at this juncture regarding whether an offeror will be determined as non-responsible or non-compliant based on a trade license submission. Nor can the government make a definitive statement regarding future noncompliance of licensing over 5-years given city, county, state, and federal requirements can change.

1. Question Regarding Solicitation – Hourly Pricing Under SCA and Davis-Bacon Wage Determinations - In reviewing the price schedule and scope of work, it appears that some tasks may fall under the Service Contract Act (SCA) guidelines, while others may require compliance with the Davis-Bacon Act due to the nature of construction-related work. Would it be more appropriate for the solicitation to include separate line items or hourly labor categories—one reflecting the SCA wage rates and another reflecting the Davis-Bacon wage rates—to ensure accurate and compliant pricing for both types of work?

The determination and the applicability of Davis-Bacon wage rates or Service Contract Act (SCA) labor rates will be determined at the task order level by the Contracting Officer. This RFQ is to establish an IDIQ where the principal purpose of the contract and future task orders are for commercial services where SCA labor rates apply. Any future task orders that may require DBA wages will be reviewed by the contracting officer for applicability and determination. In the event a SATOC is established, the contractor may submit quotes detailing wage rates for the contracting officer review and ultimate determination of applicability and compliance with the terms of the IDIQ before task order issuance. Given the principal purpose of this IDIQ and future task orders are for commercial services where SCA applies, separate CLIN line items for DBA wage rates will not be incorporated for evaluation of offerors at this time. As stated in the statement of work, if fair and reasonable pricing is not agreed upon at the task order level and after reviewing the contractor’s quote, the government’s request may be withdrawn, and another vehicle may be used to meet the needs of the government.

1. Question Regarding Solicitation – Travel Time for Pricing Purposes - For pricing purposes, is the contractor allowed to charge travel time from their home office location to the job site? This could potentially create an unfair advantage for out-of-state contractors, who may inflate travel time as part of their pricing strategy. Would the VA consider providing guidance or establishing a standard travel time allowance (e.g., one hour of travel time per technician, per task order) to ensure consistency and fairness in pricing among all bid This is no allowable travel time pricing outlined in the Attachment B – Price Cost Schedule or for this solicitation. The government will not consider establishing a standard travel time allowance at this time or for the evaluation of offerors regarding solicitation 36C26025Q056.

1. Question Regarding Solicitation – Updates to Wage Determinations and Impact on Pricing - As it relates to wage determinations, how frequently does the Government anticipate updating the applicable DOL wage determinations during the life of the contract? Given that wage rates in this area are subject to regular changes, will contractors be allowed to reprice their hourly labor rates accordingly when a new wage determination is issued? Alternatively, will contractors be required to continue performing at the original rates and then request an equitable adjustment at the end of the year to account for any increases? Clarification on this matter will help ensure accurate and fair pricing throughout the contract period.

The government cannot make a determination if hourly wage increases will be required due to future market conditions or at what frequency wage increases will be allowable during the life of the contract. The government cannot make a determination at this time regarding equitable adjustments and a contractors continued performance at established wage rates in Price Cost Schedule over a period of five years. This solicitation does include FAR Clause 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards—Price Adjustment (Multiple Year and Option Contracts).

1. Question Regarding Solicitation – Washington State General Contractor License Requirement - Based on the scope of work and the requirements outlined in Section 10, it appears that the prime contractor will need to hold a valid Washington State General Contractor License in order to perform the work in compliance with state regulations. Can the Government please confirm whether prospective bidders are required to possess this license at the time of proposal submission, and whether proof of the license should be included in their proposals?

As stated in the solicitation and offerors submission requirements, offerors are to submit resumes detailing employees’ or staff years of experience, trade certifications, and licensing, as well as other requirements outlined in Section E.1 52.212-1 INSTRUCTIONS TO OFFERORS. Please see section E.1 52.212-1 INSTRUCTIONS TO OFFERORS for submission requirements.

1. Question – Licensing Requirements - Will the government require submission of all applicable Washington State licenses (general contractor, electrical, low voltage/data, specialty trades) with the proposal to confirm compliance?

As stated in the solicitation and offerors submission requirements, offerors are to submit resumes detailing employees’ years of experience, trade certifications, and licensing. Section E.10. Basis of award states eligible offerors and quotes conforming to the submission requirements will be evaluated based on an adjectival rating and by a direct comparison of all quoted offers to determine the best value to the government. Therefore, the government will evaluate offerors based on the adjectival rating scale to determine the best value to the government. The government cannot confirm at this juncture if offers will be determined as non-responsible or non-compliant if specific licensing requirements are not submitted.

1. Question – Material Markup Limitations - Please confirm the 20% markup cap on non-pre-priced items and general materials includes all associated costs (procurement labor, handling, storage, delivery, admin) with no separate line items allowed.

The 20% markup on non-pre-priced items and general materials as outlined in the Statement of Work (SOW) and at the task order level will be revied by the contracting officer to ensure compliance with the terms and conditions of the IDIQ and price reasonableness. Separate line items may be appropriate at the task order level and dependent upon the scope of the requirement, to be determined at the task order level by the contracting officer. It is not known at this time if all future requirements and task orders placed under this IDIQ will require multiple line-items with a 20% markup as they are expected to vary in scope and size. Any future task orders quoted against IDIQ will be reviewed by the contracting officer, and the contracting officer may request further information from any quotes submitted by a SATOC contractor. As stated in the statement of work, if fair and reasonable price is not agreed upon after reviewing the contractor’s quote, the government’s request may be withdrawn, and another vehicle may be used to meet the needs of the government.

1. Question – Wage Determination Pricing - Will the government provide a pricing structure that includes both Davis-Bacon and SCA wages so pricing can be submitted for both scenarios?

The government will not provide a pricing structure for Davis-Bacon wages for this solicitation. The determination and the applicability of Davis-Bacon wage rates or Service Contract Act (SCA) labor rates may be quoted at the task order level and will be ultimately determined as applicable or not at the task order level by the Contracting Officer and in accordance with FAR 22.401 and FAR 22.402(b). This RFQ is to establish an IDIQ where the principal purpose of the contract and task orders are for commercial services where SCA labor rates apply. As stated in the statement of work, if fair and reasonable price is not agreed upon after reviewing the contractor’s quote, the government’s request may be withdrawn, and another vehicle may be used to meet the needs of the government.

1. Question – Infection Control (ICRA) - Will the government require proof of ICRA training/certification or past performance demonstrating proficiency in providing infection control prior to award?

As stated in the solicitation and offerors submission requirements, offerors are to submit resumes detailing employees’ years of experience, trade certifications, and licensing. Section E.10. Basis of award states eligible offerors and quotes conforming to the submission requirements will be evaluated based on an adjectival rating and by a direct comparison of all quoted offers to determine the best value to the government. Therefore, offerors may submit proof ICRA training/certification or any other certification and documentation and will be evaluated in accordance with the solicitation terms and conditions to determine the best value to the government.

1. 10. Respectfully request that the Government consider extending the proposal closing date to 3 September?

Given September 1st, 2025 is a federal recognized holiday, the close date of solicitation 36C26025Q0561 for the receipt of offerors has been extended to 09/03/2025 at 11:00 a.m. PST. See RFQ amendment 36C26025Q0561_0001
