1.) It says: This work shall consist of furnishing and applying paint and reflective glass beads on pavement surfaces, in the form of traffic lanes, parking bays, areas restricted to handicapped persons, crosswalks, stop sign blocks, directional arrows, no parking areas (hash-mark blocks), Fire Zones, building access points and other detail pavement markings currently in place and in accordance with the details as shown or as prescribed by the VHA Contracting Officer’s Representative (COR). But it also says in 4.3 Products it says: Glass beads to be applied to streets only.
Is the government’s intention to have reflective bead in all markings? Normally this in only applied on roads.?

2.) Statement of Work: Where applicable, apply the black paint in as many coats as necessary to completely obliterate the existing markings.
Is the government saying all areas can be blacked out to cover lines and not required to hydroblast?
Contractor is required to hydro blast.
Is it ok to paint over all existing thermoplastic ? We were told this on the site walk?.
No, it is not ok to paint over existing thermoplastic.
3.) On the American Lake lots the striping was done before wheel stops where installed. Is the government ok with allowing us to stripe up to what our machines can reach or are you wanting us to hand paint in all the lines the machines cannot reach?
All lines are required to be painted. The Government requires a contractor that has the necessary industry experience to complete all work and all contractor work must adhere to all industry and general standards outlined in the RFQ and Statement of Work (SOW).
4.) Is there any incumbent on this opportunity? If yes, what is the contract number?
There is no incumbent providing annual restriping services for both the Seattle and American Lake Campus.
5.) Agency has stated "At least two (2) projects shall be provided for the Prime (the entity signing the SF1449). If the offeror is a Joint Venture (JV), recent and relevant project experience shall be submitted for projects completed by the JV entity. If the JV does not have experience, such projects shall be submitted for each JV partner." Our company does not have past performance in this area but has the capability to perform the services. Our Subcontractor has the relevant past performances. Will providing 5 past performance references from our subcontractor be counted or evaluated?
Please see Section “E.8 Basis Of Selection” of RFQ 36C26025Q0046 for how past performance will be evaluated.
6.) Question 1: Phasing Plan: Could you provide a phasing plan. We need to know how many shifts that you want these jobs done in.
The SOW requires the contractor to submit a project schedule prior to commencement of any work for the VHA COR review and approval. It is the contractor’s responsibility to understand the scope of work and requirement and provide a project schedule for VHA COR review and approval.
7.) Question 2: Time of work: If this is going to be night work that is time and a half, and if it is weekends it will be double time. This will greatly affect the bid, and the price.
This requirement is firm-fixed priced acquisition, and it is the offeror’s responsibility to understand the scope of the project and all requirements.
Question 3: Curb Painting: There are alot of curbs that need to be painted. At Lakewood, there is probably about a mile of painted curb. They are all very dirty and very mossy. How would they like these curb cleaned? Do they just want to have the broomed off. If they want them pressure washed, do they need water collection to be done? What if curbs are damaged during cleaning?
The contractor is responsible for implementing and adhering to all industry standards, and general standards as outlined in RFQ 36C26025Q0046 and the statement of work. Work includes a contractor to provide all site preparation required to perform annual restriping services.
8.) Attachment A – Campus Estimates does not have any information on it.

As stated on the RFQ, Attachment – A are estimates only and the contractor shall provide annual restriping services for all painted parking lots, roads, crosswalks, parking garages, speed bumps, hash marks, bus stops, and other painted road markings for the entire Seattle and American Lake campuses at the Firm-Fixed Price in the Price/Cost Schedule regardless of inaccuracies of the estimates in Attachment A.
9.) Also, on page 59 of the solicitation it says:
For non-Federal Government projects, commercial projects, and Federal Government projects without a CPARS Evaluation: provide a PPQ (see solicitation Attachment 6). The Offeror should complete Blocks 1-4 of the PPQ and send it to the non-Federal project client or commercial project client. The client should complete Blocks 5-8 along with the two-page questionnaire.

10.) Requesting pavement marking /striping plan on building 104.
RFQ 36C26025Q0046 states the contractor shall provide annual restriping services for the entire Seattle Campus to include the Seattle Parking Garage. The contractor is responsible for verifying all measurements of each campus and all locations.
11.) I noticed pg 2 of the Solicitation says the bid is due by 15:00 PM (which I assumed to be 1500 hours), but the SF1449 Box 8 says 12:00 PM. Can you confirm which is the time this is due, please?
Offers are due on or before 04/04/2025 at 15:00 PST.
Specific Instructions: Submit signed and dated offers to Contract Specialist Derek Crockett via email only to derek.crockett@va.gov on or before the close date of this solicitation on 04/04/2025 at 15:00 PST. Offers shall be complete, self-sufficient, and respond directly to the requirements of this solicitation.”
