A.3 VISN 20 PHYSICAL EQUIPMENT INVENTORY Q&A’s FOR RFQ 36C26025Q0039

1. Question: Is this a brand-new contract or is there an incumbent performing these services?

Answer: Blanket Purchase Agreement (BPA) 36C26018A0037 was awarded on 07-18-2018 to

Strategic Solutions, Inc. with an individual order limit of $1,000,000.00 and total ceiling value of

$7,300,000.00 (total value was dependent on task orders received).

2. Question: Given the remote nature of site visits required for Fairbanks and Juneau, we respectfully request the addition of a provision to cover travel expenses for these specific locations. This provision would ensure comprehensive and effective completion of site visits in compliance with the solicitation requirements in Section B.3 of the Statement of Work.

Answer: Contractors are responsible for furnishing all necessary labor, supervision, and travel to perform a comprehensive physical equipment inventory utilizing Radio Frequency Identification

(RFID) technology/bar code to scan all equipment located within Veterans Integrated Service

Network (VISN) 20 for this requirement. The Government will not reimburse contractors for travel expenses.

3. Question: Do you anticipate making multiple awards, or will this be a single award contract?

https://www.sam.gov/

Answer: The Government intends to establish a Single Award Blanket Purchase Agreement.

4. Question: How will task orders be released?

Answer: Purchases under the Blanket Purchase Agreement will be made in accordance with FAR

13.303-5.

5. Question: Can you provide an example of how the task orders will be released? Will task orders be released in a way that will allow for the team created to inventory a Main Campus Location as a single task order, be then utilized under the release of subsequent task orders in order to deploy the same team of individuals to each Main Campus's supporting CBOCs for the duration of a single year of the contract?

Answer: Task Orders will be issued by a CO based on need of each station. The line item structure for each station/main camps location includes their respective CBOC's. Separate TO for CBOC will not be issued.

6. Question: You are stating $2.5 million ANNUAL CEILING and not over the base plus the options as a total? Correct ?

Answer: No. The authorized Ceiling Limit of the Agreement is set at $2.5 million over the five-year period of the Blanket Purchase Agreement.

7. Question: Would the selected vendor be required to perform a wall-to-wall inventory (every facility and every location) of the 134,000 in-scope assets once per year?

Answer: Yes, selected vendor will be required to perform an annual wall-to-wall inventory at each location at every facility.

8. Question: Could the government provide a description of the data printed on and encoded into the RFID labels for both the SSI and EE tags mentioned in the solicitation and appendix spreadsheets?

Answer:

9. Question: Can the government confirm which sites use SSI tags and which use EE Tags?

Answer: All sites utilize EE/RFID tags affixed to equipment.

10. Question: Reference B.3.5, Inventory Process - Is the government asking the vendor to verify the information in the barcodes section for each asset? If so, would the government please describe how the government expects the vendor to verify the information.

• Barcodes:

i. Items found with a barcode and in the system should have all the pertinent and verifiable information below.

a. Pertinent equipment information includes the following:

1. EE (Equipment Entry) Number

2. Manufacturer

3. Manufacturer Equipment Name

4. Model Number

5. Serial Number

6. Equipment Category

7. Total Asset Value

8. CMR/Equipment Inventory Listing (EIL)

9. Use Status

10. Service

11. Physical Inventory Date

12. Location

Answer: All of the above information is not captured on the barcodes. It is captured in the

AEMS/MERS system, in which the vendor and site will get the equipment data file prior to the start of the inventory. When the daily and final data report is sent to site, it is the sites responsibility to ensure correct information (above) is captured for each piece of equipment.

11. Question: Reference B.1, Price/Cost Schedule - In Schedule B, is the Unit (EA) a price per asset?

If not, can the government please describe what the “Unit” includes?

Answer: Section B.1, Price/Cost Schedule has been removed and replaced with Attachment F:

Price/Cost Schedule. Please see Attachment F: Price/Cost Schedule.

12. Question: Reference B.10, Authorized Limits - Can the government clarify if the contract limit of

$2,500,000.00 is for the sum of all task orders issued over the five-year contract period?

Answer: Yes. The authorized Ceiling Limit of the Agreement is set at $2.5 million over the five-year period of the Blanket Purchase Agreement.

13. Question: Would we as the contractor need to provide our own RFID or replacement RFIDs?

Answer: Contractor will not need to provide their own RFID tags but their own generic bar code label in which the VAMC’s equipment team can recognize in a timely manner that the piece of equipment needs a RFID label in which they will place on equipment.

14. Question: Would we as the contractor be required to maintain our own database aside from the

Government data based used?

Answer: Contractor will be required to maintain their own data aside from the Government’s data based used. Contractor cannot have access to VA databases due to security reasons.

15. Question: What is the intended amount of personnel to support this?

Answer: Contractors shall furnish all necessary labor, supervision, and travel to perform a comprehensive physical equipment inventory utilizing Radio Frequency Identification (RFID) technology/bar code and associated services in accordance with the Statement of Work and supporting documentation. Prospective contractors should submit proposals outlining the best offer for the work required.

16. Question: What would be the frequency of the wall to wall at each location?

Answer: The Wall to Wall should be conducted every year for each location.

17. Question: Does any of the locations take a higher priority than any of the other locations listed?

Answer: No, there is no prioritization of facilities. The VISN 20 COR will work with sites to determine the best dates for each site dependent upon facility schedules. VISN 20 COR will work with vendor to try and get sites scheduled for requested dates and/or possible alternatives.

18. Question: Would each location have a different point of contact?

Answer: The Blanket Purchase Agreement will have one point of contact within the Veterans

Integrated Service Network (VISN) 20. The VISN 20 POC may provide a point of contacts onsite for each facility where the work will be performed should a task order be issued.

19. Question: Would contractors required to have PIV card?

Answer: Contractors are not required to have a PIV card but a Contractor Identification Badge.

All contractor employees are subject to the same level of investigation as VA employees who have access to VA sensitive information or access to VA facilities. The Contractor is required to fulfill all security requirements.

20. Question: Price table - Please define the unit and quantity that you would like us to submit for pricing. For example, is CLIN 1 per site, per equipment item, an hourly rate, etc?

Answer: Section B.1, Price/Cost Schedule has been removed and replaced with the Attachment

F: Price/Cost Schedule attachment. Please see Attachment F: Price/Cost Schedule.

21. Question: Will inventory items always have both an RFID tag and a barcode, or will they sometimes have one or the other?

• Answer: A barcode is on the RFID tag. Equipment will always have both. All VISN 20 sites utilize RFID technology which is an automatic identification technology whereby digital data is encoded in an RFID tag or "smart label" and is captured by a reader using radio waves.

22. Question: When items do have both a barcode and RFID tag, will this always be an RFID enabled barcode? Can VA provide pictures of the possible types of barcodes and inventory tags?

Answer: Barcode is on the RFID tag and will always be an RFID enabled barcode. All VISN 20 sites utilize RFID technology which is an automatic identification technology whereby digital data is encoded in an RFID tag or "smart label" and is captured by a reader using radio waves.

23. Question: When both an RFID tag and inventory tag is present, is it acceptable to scan only the barcode?

Answer: Barcode is on RFID tag. All VISN 20 sites utilize RFID technology which is an automatic identification technology whereby digital data is encoded in an RFID tag or "smart label" and is captured by a reader using radio waves.

24. Question: Will there ever be an instance where there is only an RFID tag and no barcode? We are trying to understand whether our readers need to be able to read the RFID tag?

Answer: No, barcodes are on RFID tag.

25. Question: Is there an expectation that a complete inventory of all sites listed in the attachment to this inventory will be completed each year under this contract even if spread out over multiple task orders?

Answer: A complete inventory of all VISN 20 sites will be completed annually under this contract.

26. Question: Can we get a sample of the initial inventory file that the VA POC provides to the vendor prior to each inventory as mentioned in B.3.5 iii? We are interested in seeing the file format (XLS, CSV, or other) and the files contents.

Answer: The excel document is attached. Please see “Number 26 Data File to Vendor”.

27. Question: Can we get a sample of a completed vendor audit returned to the VA?

Answer: The vendor final data file is attached. Please see “Number 27 W2W Vendor Audit File”.

28. Question: There are a couple references to the need to revisit space where equipment was not found or space was not accessible. Can we anticipate that this will be a single rework loop for the vendor and then VA staff will take over final reconciliation? This is an important consideration for resource planning.

Answer: If equipment was not found or scanned in a certain area, VA Medical Center (VAMC) personnel and vendor should work out a plan and make every effort to try and scan those items.

Too much time should not be spent on trying to find/scan the equipment as the inventory must still go on. After the inventory, it is up to VAMC personnel to take care of the equipment that was not scanned.

29. Question: There are a couple references to the vendor placing tags on items that are missing or have damaged tags. Are these tags provided by the VA or Vendor?

Answer: These tags are not provided by VA but will be vendors own generic bar code label in which the VAMC’s equipment team can recognize in a timely manner that the piece of equipment needs a RFID label in which they will place on equipment.

30. Question: You are looking for RFID related expertise . Today is the last day for questions. When do you anticipate the Bid Due date will be. If we provide an expert who is experienced in providing RFID in a large retail operation, would you consider that an acceptable level of expertise?

Answer: Proposals are due no later than the posted due date/time listed on this amendment. All personnel should be familiar and able to utilize RFID technology.

31. Question: In Block 19 of the SF 1449, the government says the periods of performance are as follows: Base: 11/21/2024 - 11/20/2025; Option Period 1: 11/21/2025 - 11/20/2026; Option

Period 2: 11/21/2026 - 11/20/2027; Option Period 2: 11/21/2027 - 11/20/2028; and Option

Period 2: 11/21/2028 - 11/20/2029. It appears the government has labeled Option Period 3 as

Option Period 2 and Option 4 as Option Period 2. If this is indeed correct, can the government please revise Block 19 of SF 1449?

Answer: This amendment changes the period of performance. Please see Section A.1, Period of

Performance above.

32. Question: The CLIN Structure provided in Section B Continuation of SF 1449 does not include

CLINs for Option Period 3 (11/21/2027 - 11/20/2028) or Option Period 4 (11/21/2028 -

11/20/2029). Can the government please revise this section to include these periods of performance?

Answer: Section B.1, Price/Cost schedule has been removed and replaced with Attachment F:

Price/Cost Schedule. Please see Attachment F: Price/Cost Schedule.

33. Question: Section B 3.3 states the government will provide equipment scanners. How many scanners will the government provide?

Answer: Vendor is required to have their own scanners, VAMC can provide scanners in certain situations (vendor scanner becomes non-operational) so the mission can be completed.

34. Question: Is it the government’s intent to only have one order placed against the BPA for all locations identified in Attachment A per period of performance?

Answer: Task Orders will be issued by a CO based on need of each station.

35. Question: The government incorporated wage determinations in paragraph D.5. There appears to be several missing wage determinations. For example, the government only provided WD

#2015- 5681 (Rev. 21) for Alaska, which is Anchorage Borough. However, there is work being performed in Fairbanks Borough, Alaska, which is covered by a different wage determination.

Can the government please incorporate wage determinations that cover all the locations provided in Attachment A?

Answer: See A.2 Wage Determinations listed above.

36. Question: The government has included FAR 52.222-42, Statement of Equivalent Rates for

Federal Hires (MAY 2014) (29 U.S.C. 206 and 41 U.S.C. chapter 67). Can the government please provide the Government equivalencies for the labor categories performing services on this contract?

Answer: This requirement is subject to the Service Contract Labor Standards statute. This requirement requires Offerors to furnish all necessary labor, supervision, and travel to perform a comprehensive physical equipment inventory utilizing Radio Frequency Identification (RFID) technology/bar code to scan all equipment located within Veterans Integrated Service Network

(VISN) 20. Personnel taking and validating inventory would be classified as 21410 – Warehouse

Specialist. Additional Government equivalencies for the labor categories will be dependent on the type of personnel each Offeror finds is necessary to meet the requirements of the solicitation.

37. Question: In 5.1.4.1, the government requests for "descriptive literature such as illustrations, drawings, or other descriptive information the Contracting Officer to evaluate services against the requirements as defined in the Statement of Work". Can the government clarify whether they are seeking literature regarding products or processes to meet the requirements of this solicitation?

Answer: This is a Low-Price solicitation where a single Offeror will be selected who is deemed responsive and responsible in accordance with the Federal Acquisition Regulation (FAR) 9.104-1, whose offer conforms to the RFQ requirements and who has a satisfactory or unknown/neutral risk on past performance. Offerors are required to provide information verifying that they have the capability of meeting the requirements of the solicitation. Offerors are encouraged to include descriptive literature such as illustrations, drawings, or other descriptive information to enable the Contracting Officer to evaluate services against the requirements as defined in the

Statement of Work. Evaluations shall be based on information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting

Officer is not responsible for locating or obtaining any information not identified in the offer.

38. Question: Can the government clarify how they will evaluate section 5.1.4. "Part III—

Responsibility" and the vendor's capability of meeting the requirements of the solicitation?
