Question & Answers 6-16

Q6. Attached is a map of the area, I outlined in red what I assumed the boundary would be for the work area, please let me know if that is correct. Also, if you happen to already know the length/width of the roads and sidewalks that the work is to be performed on please email that over.

A6. Reference Appendix A and B for site maps. Reference section 5.0 for approximate square footage. There are various roads which have differing width. All sidewalks are standard width of 5 feet.

Q7. What is the assumption of when the work will be performed? Is it every time it snows or is cold enough for ice, once a week, as needed, or at request by the customer? Also, is the salting expected to be beforehand as a preventative measure when temperatures are anticipated to be below freezing?

A7. It is assumed the contractor will be called out by the COR. It shall be assumed to be prepared to be activated if snow is predicting more than 1” of snow. If snow begins to accumulate more than 1” of snow, the COR will call out for snow removal.

Q8. Is the work area on public open property or is it on gated federal property that would require the workers to be badged for access?

A8. It is required for all employees and subcontractors be badged. Badges are received either from the COR or the Police. If COR is unavailable receive badge from Police Office, building 78.

Q9. Could you please provide me with what company won the bid for this last year and at what price?

A9. Previous contract information: 36C26024P0123, Accord Federal Services, Total Contract Value: $63,753.50.

Q10. Please confirm that all services performed under this contract will be upon request by the government only. No preventive services can be performed by the contractor without a specific request from the government, correct?

A10. While the government requires to make the decision to call out for services, it is in the best interest of building relations between government and contractor to have discussions and for the contractor to provide advice and consultation to the government on preventative services.

Q11. Please clarify line item 0001. Is the government indicating that during year 1, the maximum expected labor hours for 1 snowplow truck and 1 operator is 48? If so, please clarify how the maximum of 48 was calculated. (Price/Cost Schedule)

A11. The number of hours for all line items is based on the site’s estimate. Reference PWS section 8.10. for details when an increase contract modification is needed.

Q12. Please clarify line item 0003. Is the government indicating that during year 1, the maximum expected labor hours for 1 Truck for transporting snow and 1 operator is 2? If so, please clarify how the maximum of 2 was calculated. (Price/Cost Schedule)

A12. The number of hours for all line items is based on the site’s estimate. Reference PWS section 8.10. for details when an increase contract modification is needed.

Normally transporting snow is not an issue as there are multiple places on site to move snow to areas which do not disrupt operations. This is part of the discussions had after award with the COR, per the SOW.

Q13. The SOW states the “Government may or may not furnish assistance with clearing snow or applying ice melt” and that “Bodies available will be up to 3 personnel. Equipment available is

2 snowplows, two utility vehicles with snowplows, and 2 ice melt spreaders”

For the purpose of estimating ceilings, should offerors factor in government assistance and equipment or not? (P.11)

A13. As this is a fixed price contract with time and material, no the contractor should not account for the assistance with their offer.

Q14. As it pertains to callouts in “anticipation of snow”, if the contractor is called out by the COR and reports to the site but the anticipated snow does not materialize, will contractor be able to bill for reporting to the site? (P.13)

A14. As this contract states, the callout states that callout is expected to occur when there is 1” of snow. The contractor is expected to provide good communication and clarification with the COR. If a preemptive callout occurs and there is not snow actively falling during the original callout time, then the COR should be contacted for an amended plan.

Q15. Regarding sign in/out procedures, the SOW states that “If they fail to sign out, they will not be charged to the VA that day.” If the contractor discovers a sign-out oversight within a reasonable amount of time, will they be able to rectify with the government in order to receive payment for services rendered? (P.13 section 5.2)

A15. Amended to “if individuals or equipment fail to sign out by turning in badges and informing what equipment is being removed from site then the Contractor shall not invoice for those individuals and/or equipment that day. However, the VA will allow the Contractor (2) two opportunities to correct this deficiency before the Government enacts this section. It is the responsibility of the Contractor to train all employees and/or Subcontractors on sign in/out procedures to ensure labor hours on invoices are substantiated.” See updated PWS section 5.2.

Q16. Please confirm: If offeror’s Reps and Certs are complete and up to date in SAM, are there any Reps and Certs required to be submitted with the quote? (P. 75-76 Reps and Certs)

A16. Guidance is available in section E.8 FAR 52.212-3, paragraph 1. Submit with quote only as indicated.
