About this file
This document contains pre-proposal Request for Information (RFI) questions and responses for Solicitation #36C26024R0075 Project 648-19-127 Update Specialty Clinic Exam Rooms. The solicitation is for a renovation project of approximately 6,800 SF at a Department of Veterans Affairs (VA) facility. The contractor's scope includes demolition, carpentry, electrical, data, HVAC, plumbing, painting, ceiling tile, door access controls, and floor cleaning/finishing services. The RFI responses clarify details related to privacy curtains, corner guards, flooring, and access control system requirements. The solicitation does not include FAR 52.225-11 Buy American-Construction Materials under Trade Agreements, only FAR 52.225-9 Buy American-Construction Materials. The agency has confirmed that FAR 52.225-9 is the appropriate clause based on the contract value. The contractor requested approval to use certain hospital grade outlets made in Mexico, which the agency denied due to the Buy American requirements.

5. I wanted to let you know that there are quite a few sections missing from Attachment 1 for this project. They are listed below:
230593, 230800, 232300, 233400, 262413, 262921, 270511, 270526, 270533, 270800, 271000, 271500, 273100, 275116, 275123, 280500, 281353, 282300, 283100
The titles for plan sheets A7.0 & A7.1 also appear to be swapped.
Response:
The Drawing Index has been updated on A1.0 Coversheet and is attached.
6. Buy America Clause We have noticed FAR 52.225-9 BUY AMERICAN—CONSTRUCTION MATERIALS (OCT 2022) is in the solicitation but not FAR 52.225-11 Buy American-Construction Materials under Trade Agreements. The old MATOC had both FAR 52.225-9 and FAR 52.225-11 included, but we have noticed recent solicitations only having FAR 52.225-9, which makes it difficult at times to hunt down all the miscellaneous material to complete a construction project. The goal is to always use made in America products but find it very challenging and at times unjustifiable expensive to stick to only FAR 52.225-9. Would it be acceptable to include both FAR 52.225-9 and FAR 52.225-11 to this project?
If not due to the job being under the price range ($6,708,000), can the VA please approve Hospital Grade Outlets made by Levington and Pass & Seymour. These products are both made in Mexico and have been used throughout this facility for years. We are unaware of an electrical outlet made in USA.
Response:
Due to dollar value of the solicitation / award 52.225-9 is the appropriate clause and FAR 52.225-11 Buy American-Construction Materials under Trade Agreements does not apply.
