14. Buy America Clause -

· We have noticed FAR 52.225-9 BUY AMERICAN—CONSTRUCTION MATERIALS (OCT 2022) is in the solicitation but not FAR 52.225-11 Buy American-Construction Materials under Trade Agreements. The old MATOC had both FAR 52.225-9 and FAR 52.225-11 included, but we have noticed recent solicitations only having FAR 52.225-9, which makes it difficult at times to hunt down all the miscellaneous material to complete a construction project. The goal is to always use made in America products but find it very challenging and at times unjustifiable expensive to stick to only FAR 52.225-9. Would it be acceptable to include both FAR 52.225-9 and FAR 52.225-11 to this project?

· If not due to the job being under the price range ($6,708,000), can the VA please approve Hospital Grade Outlets made by Levington and Pass & Seymour. These products are both made in Mexico and have been used throughout this facility for years. We are unaware of an electrical outlet made in USA.

Response: Due to dollar value of the solicitation / award 52.225-9 is the appropriate clause and FAR 52.225-11 Buy American-Construction Materials under Trade Agreements does not apply. The Government conducted market research and found hospital grade outlets which fall within the parameters of 52.225-9.

· Is page MH1.0 just showing new GRD’s that are needed?

· Is any duct work involved?

16. Design Build Portion Fire Alarm:

· What is the fire alarm design build portion? The drawings mention design build, but the proprietary fire alarm contractor (Convergint) was not even aware of the scope.

Response: There is no Fire alarm scope included in the project scope of work. Fire alarm devices are intended to be removed, if and as required, to perform new work. Following new work all removed devices are to be reinstalled. No new fire alarm devices are included or shown as part of the project scope of work. Any damaged items will be replaced at contractor expense.

07-24-24
No

17. Design Build Portion Fire Sprinklers:

· What is the design build portion for fire sprinklers? We are not relocating any walls, etc.… so we are unaware of what is needed for fire sprinklers?

-Is the sprinkler scope just cutting in ceiling tiles for new acoustical ceiling tiles?

-Would the VA like new escutcheon’s provided throughout project?

-Would the VA like whips provided throughout the project?

Response: There is no fire sprinkler scope included in the project scope of work. Fire sprinkler devices are intended to be removed, if and as required, to perform new work. Following new work all removed devices are to be reinstalled. No new fire sprinkler devices are included or shown as part of the project scope of work. The scope of work does include installation of new ceiling tile. Any damaged items will be replaced at contractor expense.

18. Electrical Question:

· Refer to electrical drawing E1.1. What is the symbol CS with a box around it, stand for? We can’t seem to find it in the symbols, and don’t know if it is new or existing. There are roughly 90 places that show CS symbol throughout drawing. If it is new, we need more information, so we can provide pricing appropriately.

Response:

The symbol “CS” means ‘ceiling strobe’ fire alarm light fixture. The fixtures are existing.
