C. Questions and Answers

1. Specification Section 01 00 00, Part 1.2-D states that the Testing Laboratory will be retained by the VA. Will the VA clarify if the contractor or the VA will be retaining the Testing Laboratory?

Government response: In accordance with specification section 01 00 00 para 1.2.D, the Contractor is required to notify the VA prior to placement and installation of certain work to allow the VA to perform quality assurance confirmation by a VA retained testing laboratory. Contractor is responsible for retaining a testing laboratory to perform all quality control tests as outlined in the specifications and drawings.

2. RFP, SF 1442, Part 2.1 Price Schedule does not depict any Deductive Alternates.

Specification Section 01 00 00, Part 1.3 lists (3) Deductive Alternates. Will the VA clarify if Deductive Alternates are to be submitted with this bid package? If so, does the VA request the Deductive Alternates be expressed in negative numbers, to be deducted as selected from the Base Bid CLIN?

Government response: See attached Price Schedule.

3. Drawing Sheet G.002, Alternates lists (6) different Deductive Alternates while the Specifications list (3) Deductive Alternates. Will the VA clarify if it is required to submit for any Deductive Alternates, for (3) Deductive Alternates as depicted in 01 00 00, Part 1.3, or for (6) Deductive Alternates as depicted on G.002? If any Deductive Alternates are to be submitted by the Offeror, will the VA provide a Price Schedule for alternates? Amendment will be issued to include deductive alternates.

Government response: There are only three (3) alternates as indicated in specification section 01 00 00 para 1.3.B. Refer to attached revised drawing sheet G.002.

4. Will the VA clarify if the Contractor’s Site Superintendent, if duly qualified, may also serve in the roles of SSHO and CQC, or will a separate individual be required for either of those two roles?

Government response: Requirements of specification section 01 35 26 para 1.9.A for SSHO and specification section 01 45 00 para 3.4.B for CQC System Manager are applicable to this project.

5. Will the VA provide a drawing with a location for the Contractors lay down yard in order for the Contractor to include costs to establish temporary electricity to the designated location? Will the VA also clarify if there will be sufficient parking spaces provided for work vehicles or will the Contractor need to arrange the means to shuttle people, materials, and equipment to the work site(s)?

Government response: Refer to the attached sketch indicating the approximate construction site & Contractor storage area. Requirements of specification section 01 00 00 para 1.6 for Contractor storage area and specification section 01 00 00 paras 1.5.D.3 & 1.5.F for Contractor parking are applicable to this project.

6. Will the VA clarify if the HEPA filtered exhaust from the negative pressure ICRA containment areas may be exhausted through existing facility exhaust ducts?

Government response: HEPA filtered exhaust from the negative pressure ICRA containment areas may utilize existing Bldg. 7 exhaust ducts; any exhaust ducts that will be incorporated into the new system must be cleaned prior to completion.

7. Specification Section 01 35 26, Part 1.16 requires TB resting requirements for all personnel assigned to work on this project. This project will take place in an unoccupied building separate from other patient areas. Will the VA confirm TB testing will be required for all GC and subcontractor personnel?

Government response: Requirements of specification section 01 35 26 para 1.16 are applicable to this project.

8. Will the VA provide the Site Visit sign-in roster via amendment?

Government response: Refer to attached 668-21-101 Site Visit Attendance Sheet.

9. Specification Section 01 35 26, Part 1.15 states HEPA filtration will be required for intake vents or building openings where dust may be introduced. If wet method dust mitigation is employed, will intake vents require HEPA filtration? If so, will the VA provide a site plan designating intake vents that will require filtration?

Government response: In accordance with specification section 01 35 26 para 1.15.

the Contractor shall verify that dust will not enter the medical facility. If appropriate controls (i.e., wet suppression, vacuum systems, etc.) are implemented and dust does not leave the construction site, then HEPA filtration on nearby intake vents or building openings is not required. However, if dust does leave the construction site, then HEPA filtration will be required on nearby intake vents and building openings dependent on environmental conditions (i.e., wind direction & strength, etc.).

10. Specification Section 01 00 00, Part 1.22-A, B, & C requires the Contractor, under certain circumstances, to install electric meters for construction electricity usage and pay the prevailing rates charged to the Govt. Will the VA clarify if the Contractor will be required to install meters and pay for any electricity for this project, and if so, will the VA provide the rate being paid by the Govt.?

Government response: Requirements of specification section 01 00 00 para 1.22.B, 1.22.C, and 1.22.E for meters are applicable to this project. Prevailing rate for chargeable electrical service is $0.08239 per kWh.

11. At the end of Specification Section 01 35 26, there is an ICRA permit with Level IV checked for implementation. Will the VA consider Level III for this project to reduce the project costs since this is a stand-alone unoccupied building?

Government response: Requirements of specification section 01 35 26, ICRA Permit, Level of Precautions – Level IV are applicable to this project.

12. Specification Section 01 45 00, Part 3.4-A & D requires the Contractor to retain additional specialized individuals who must be present at all times during work in these individual’s specific area of responsibility. For this project, this requirement would mean the Contractor must retain an Architect (or Const. Professional with 5 years’ experience), a Civil Engineer, a Structural Engineer, a Mechanical Engineer, an Electrical Engineer, and an Environmental Engineer, all to be present onsite during activities in their respective areas of responsibility. Since this will add significantly high costs to this project, will the VA clarify whether this will be a requirement for this project?

Government response: Requirements of specification section 01 45 00 para 3.4 for QC Organization are applicable to this project. The VA recommends Contractor carefully review the requirements as outlined.

13. Specification Section 01 45 35, Part 1.1-A requires a registered design professional who must perform structural observations during construction. It goes on to say that the registered design professional performing these observations will be a representative of the Designer of Record (DOR) for the building being constructed.

Will the VA confirm that this A/E (DOR) observer will not be at an additional cost for the Contractor to include in their offer?

Government response: Requirements of specification section 01 45 35 para 1.1A &

1.4 for a Designer of Record (DOR) are applicable to this project and are contracted by the VA.

14. Specification Section 01 91 00 – General Commissioning Requirements, Part 1.8-C states that the VA will engage the Commissioning Agent (CxA) under a separate contract. Will the VA confirm that this project will receive formal commission and if so, will the VA clarify if the CxA will be engaged by the VA or by the Contractor?

Government response: Requirements of specification section 01 91 00 are applicable to this project. The Commissioning Agent (CxA) is contracted by the VA.

15. Specification Section 02 21 13 – Site Surveys, Part 3.3 appears to be unedited by the Spec Writer. Does the VA actually require the Contactor’s Surveyor to perform an ALTA survey, a boundary survey, a Topographic survey, and a Utility survey for this project? It seems the Designer of Record has already performed/obtained these surveys and included them in the drawings. Will the VA clarify if any of the abovementioned surveys must be conducted, or will the Contractor’s Surveyor only be responsible for construction staking based upon the provided benchmarks?

Government response: Requirements of specification section 02 21 13 are not applicable to this project. Only construction staking based on existing benchmarks is required. Specification section has been deleted, refer to attached revised specification section 00 01 10 Table of Contents.

16. Will the VA confirm that in areas where the ceilings are scheduled for removal, sprinkler heads must be turned upward in order to maintain fire suppression requirements?

Government response: Areas where ceilings are being removed, sprinkler heads must be turned upward during construction to maintain fire suppression requirements. Refer to attached revised drawing sheet AD.101.

17. On the Door Schedule, Sheet A.331, there is call out for LG-1 glazing but the doors are A1 flush. Will the VA clarify if vision kits are required for these doors or are these doors required to be flush doors?

Government response: Vision kits are required as indicated on drawing sheet A.331 Door Schedule. Flush style door type A1 is only designating that the doors are flush swing doors. Thus, these doors can have vision panels per the vision panel type 2 shown in the schedule and diagrams. Glazing type LG-1 references back to the specification, which is noted already on the sheet.

18. Will the VA confirm that there will be adequate future accessibility via the crawl space, to service/replace VAV boxes and heating valves once installed on the east side of the building?

Government response: Adequate future accessibility has been incorporated into the design of ductwork to allow for a path to access VAVs and heating valves for maintenance and replacement.

19. Looking through the bid documents I see you have included specifications for the asbestos and lead paint removal. There doesn’t appear to be a hazardous materials survey included in the documents. Will this be provided prior to bidding or treated as a differing site condition and handled as a change order after the project is awarded?

Government response: Requirements of specification section 02 82 13.19 for asbestos abatement and specification section 02 83 33.13 lead-based paint abatement are applicable to this project. Refer to attached hazardous material surveys.

20. Did you find out if an asbestos survey has been completed for the project?

Government response: See response to bidder inquiry 19.

21. Is there any way we could schedule an additional walkthrough at a later date?

Government response: There will be no additional walkthrough for this solicitation.

22. Sheet A.201, Floor Plan Keynote #4 and Sheet A.331 Window Schedule both require the installation of “anti-shatter film” to remaining windows. Will the VA provide a specification, including mil thickness and blast requirements for this window film treatment?

Government response: Forthcoming from A-E.

23. What is the height to the structure above?

Government response: Structure slopes and varies, height from Finish floor to bottom of structure at perimeter wall at existing north addition and existing east addition is approximately 8’-2”. Height from existing crawl space finish floor to bottom of structure is approximately 3’-8.5”. Refer to wall section A.601/3 and S-100/3 for heights of structure at the proposed mechanical addition.

24. What is the finish level for GWB?

Government response: Refer to specification section 09 29 00 para 3.5.

25. Is the gypsum board at the perimeter walls to be demoed and replaced with new gypsum?

Government response: Refer to drawing sheet AD.101, only walls indicated by Keyed Demolition Note 5 are to have gypsum board removed. Cut, patch, and repair for new power and data outlets.

26. Will the wood doors come pre-finished or will they be required to receive clear coats on site?

Government response: Refer to specification section 08 14 00 paras 2.3 & 2.4.

27. Is there an idea on when this project will commence? This will help us accurately estimate.

Government response: The VA anticipates award by 03/31/2024; however, refer to Standard Form 1442 Section 13 of the solicitation for offer requirements.

28. Are there as-built drawings available for the existing roofing?

Government response: Yes, refer to attached drawing sheets.

29. Was the roofing included in the building asbestos survey? If not, will this be done, and the information made available before the bid is due?

Government response: No, refer to Bidder Inquiry 19 response.

30. Has there been a core sample taken if the existing roofing? If so, what is the composition and depth of the existing roof insulation?

Government response: No, refer to Bidder Inquiry 19 response.

31. Is there another roof under the current TPO roof?

Government response: According to facility records, original building has built-up roofing; East addition has built-up roofing; and North addition is original TPO roofing.

32. 28 31 00 1.1 E The main fire alarm control panel unit is existing to remain.

28 31 00 2.3 A Each building expansion shall be provided with a fire alarm control unit.

The existing control panel is located in building 2.

Is a new fire alarm control unit needed to be installed into building 7?

Government response: Refer to drawing sheets EY.201 & EY.300.

33. Due to the EST-3 Panel being discontinued, if a new fire alarm control unit is required is it possible to install a EST-4 panel and link it into the EST-3 Network via the Fireworks Computer located in building 44?

Government response: New fire alarm control panel shall be compatible with existing systems and be able to communicate signals and alarms appropriately with monitoring station in accordance with NFPA 72.

34. If so is there a IP network link between building 7 and building 44 that could be used? That meets Listing for this purpose.

Government response: Yes.

35. Drawings show Speaker/Strobes in the layout.

The current devices in the building are Horn/Strobes. Without installing a new fire alarm control unit, this would require running the existing audio network from building 1 through buildings 31 & 4 to building 2 and speaker circuits run from building 2 to install speaker/Strobes.

Is building 7 required to be updated to add Speaker/Strobe?

Government response: Yes, pull fiber from building 1 through manholes to 7.

36. 28 31 00 2.3 H 1 Remote Alarm Transmission By-Pass Switch.

The VAMC EST-3 fire alarm system is a networked fire system that runs class A network through all panels at a pier to pier level.

Meaning there is no MAIN FIRE ALARM CONTROL UNIT to by-pass, The rest of these function switches currently are located in building 44 due to the fact that building 44 oversees the campus fire alarm system.

Is this by-pass switch required?

Government response: If the main unit to by-pass does not exist, then a by-pass switch is not applicable.
