1. Can you provide information on how many users need access to the medical journals? This may affect the cost of the subscriptions.

The VA Portland Health Care System has approximately 4,300 employees who might access the journals.

2. Can you please provide additional information about the RFQ requirement that states the library utilizes a third party to set up those subscriptions? Does this mean that the vendor is responsible for obtaining costs and managing the relationship with the publishers?

Can you please confirm that the VA would be responsible for the payment to the publishers?

The vendor is responsible for obtaining costs, managing the relationship with the publishers, and payment to the publishers. The VA is responsible for paying the vendor.

3) Does the VA have a dedicated set of IP ranges for the delivery of online subscription journals?

4) Are both the Portland VA Clinic and Portland VA Medical Center in need of journal access?

Journal access is needed for all employees of the VA Portland Health Care System, which includes the Portland VA Medical Center, the Vancouver Campus, and all Community Based Outpatient Clinics.

6) In facilitating subscriptions for the Department of Veterans Affairs (VA), Portland, Oregon:

o What is the VA’s authentication and verification process to ensure that only

Authorized Users can access journals?

• IP validation, or validation through the LibLynx IP address (LibLynx is the remote access methodology for all VA library electronic services, such as databases and journals, and it is included in the IP addresses above.)

o Is training needed for end users to access online journals?

• No o If a subscription is based on membership, should membership be exclusive with VA or bidding company?

• This would exclusive to VA employees only o Is access limited to on-site use at VA?

• No. Remote access is provided to Remote VA employees through LibLynx.

o How many end users and Full time employees (FTEs) will access the journals (i.e site licenses)

• Up to 4,300 employees/end users will have access to the journals, which is why a license for the entire VA Portland HCS, rather than per user, is requested.

7) Journal specific questions, in reference to ‘Attachment C RFQ 36C26023Q0380.xls’

• International Journal of Obesity o ‘Attachment C RFQ 36C26023Q0380.xls’ list the media type as print, however Springer Nature America, Inc. offers ‘print and online’ -or ‘online only’. Is ‘print and online’ acceptable?

• RadioGraphics Legacy o ‘Attachment C RFQ 36C26023Q0380.xls’ list the title as ‘RadioGraphics

Legacy’ is the title synonymous with ‘RadioGraphics Legacy Collection’ as posted by Radiological Society of North America website?

▪ Yes, the title is synonymous with ‘RadioGraphics Legacy Collection’

• Pharmacological Reviews o ‘Attachment C RFQ 36C26023Q0380.xls’ has ‘ISSN 0031-6997’ and Media

Type ‘online’. The Pharmacological Reviews moved to online-only publication in 2012. The new ISSN for online is 1521-0081, is this acceptable?
