B.2 STATEMENT OF WORK
Steam Humidification System Repair The Alaska Veterans Affairs Healthcare System (AVAHS) seeks a contractor to provide all labor, materials, equipment, supervision, and all other resources necessary to optimize performance of the steam humidification system, and mitigate risk to VA operations at the AVAHS located at 1201 N Muldoon Rd., Anchorage, AK.
The existing humidification system has 5 Reimer Steam Boilers. The steam boilers are supplied with water that goes through softening and reverse osmosis treatment. The system is experiencing severe issues with calcification of system components that has resulted in the failure of low water alarm instrumentation, the failure of boiler heating elements, and failure of other boilers components.
Currently, Boiler #3 has been shut down for failure issues related to the quality of the supply water. This boiler services the AVAHS D Wing. The shutdown of Boiler #3 has resulted in humidification readings in D Wing of less than 10%, while the goal for humidification is above 20%. Boiler #4, servicing AVAHS B Wing, is displaying significant calcification and is being watched for signs of failure. Boilers #1, 2 and 5 also have significant degradation and visible contaminant. The impact of decreased, or discontinued, humidification operations is a substantially increased infection risk in affected areas.
Period of Performance: From date of award to 9-3-2021 The contractor shall repair the existing steam humidification system to complete operational status by providing the following:
· Provide and Install (5) Precision Steam Boilers and manufacturer’s start up services. Acceptable model numbers are Model ST12S-040D-480-100 and Model ST16S-080D-480-100. Substitutions will not be accepted.
· Install new dispersion tubes, traps, and separators for AHUs 1-9.
· Provide shop drawings a stamped by a Mechanical Engineer registered in the State of Alaska. The mechanical engineer must have specialized experience in cold climate engineering. The mechanical engineer must also provide complete commissioning services for the system. Submit the proposed mechanical engineer’s resume for review.
· Install a complete bypass and removal of existing water softening system for each boiler.
· Provide water testing before and after to show the improvement of the water quality, and that the resistivity goals have been met.
· Install and repair mechanical insulation as needed.
· Provide equipment anchoring and seismic calculations for the new boilers.
· Provide and install all required line and low voltage wiring and controls.
· Provide and install mechanical insulation as needed.
· For all 5 reverse osmosis units, provide and install a set of Culligan Carbon Filtration Media and RO Membranes for startup and first year of service.
· For all 5 reverse osmosis units, provide a spare set of Culligan Filtration Media and RO Membranes for first year replacement.
· Provide and install a set of new piping from all Carbon Filters and RO skids to new steam boilers.
· Provide and install steam and condensate piping, valves, traps, and strainers w/blowdowns.
· Provide cleaning of the AHU’s at the humidification coils where build up has occurred. Clean all facility air handling units to remove calcification.
· Provide photos and documentation of the cleaning process will be provided.
· Provide post water treatment samples.
· Provide craning and hoisting of equipment, piping, and material to and from the roof.
· Provide removal and haul off the existing boilers and water softeners.
· Provide O&M documentation and future maintenance plan.
· Provide all pipe, fittings, valves to meet BAA Approved Countries.
· Submit product data for all proposed mechanical equipment, filters, piping, fittings, and electrical components.
Special Considerations:
