About this file
This amendment to a solicitation and the related federal contract opportunity outline requirements for repair services to a steam humidification system. The Department of Veterans Affairs seeks offers for replacement of steam boilers, piping, valves and associated components at the Alaska VA Healthcare System. Offerors must provide drawings stamped by a licensed engineer and comply with installation standards, codes and infection control procedures. The firm fixed price contract would have a period of performance from date of award through 3 September 2021. Interested SDVOSB firms should ensure registration in SAM and inclusion of NAICS code 238220 to submit responses by 29 April 2021.

The purpose of Amendment 001 is to answer questions. See Continuation
All other provisions remain unchanged.
CONTINUATION
QUESTION: Please provide a copy of the facility as built/record drawings or construction drawings showing the existing steam boilers and piping.
ANSWER: See attached QUESTION: Please provide a copy of the prebid site visit attendance sheet.
ANSWER: See attached QUESTION: It is noted the existing steam dispersion tubes in the air handlers have been installed incorrectly in some cases. The manufacturer’s installation instructions require the steam dispersion grids to be positioned so they face into the airflow. Some of the dispersion tubes were noted to be installed with the tubes facing to blow with the airstream. Some of the existing steam dispersion tubes have been installed too close to downstream coils to maintain the manufacturer’s published non-wetting throw distance. These installation errors are likely a contributing factor to the residue buildup withing the air handers. Where this issue occurs, is the intent of the project to correct any installation issues with the existing grids possibly requiring repositioning of the new grids, modification of the AHU casework and or provision of a different humidification grid product or should the steam tubes be replaced “like for like” in the same position as currently installed in conflict with the manufacturer’s instructions?
ANSWER: The new steam dispersion tubes must be installed per the drawings that are required to be provided and stamped by the contractor’s licensed mechanical engineer. The drawings must comply with the manufacturer’s installation instructions, industry standards, and any applicable building codes.
QUESTION: RFP statement of work Bullet # 4 “Install a complete bypass and removal of existing water softening system for each boiler”. Are the existing water softeners (total of 5 systems) to be demolished as part of this project, or left in place with bypass piping installed around the water softeners?
ANSWER: The existing softeners are to be demolished per Bullet #18 “Provide removal and haul off the existing boilers and water softeners.” Install bypass piping around the water softeners.
QUESTION: RFP statement of work Bullet # 14 “Provide and install steam and condensate piping, valves, traps, and strainers w/blowdowns.”. Confirm this requirement includes complete replacement of steam and condensate piping including all valves and required appurtenances between the new steam boiler to the steam dispersion tubes at each air handler.
ANSWER: Confirmed. This requirement includes complete replacement of steam and condensate piping including all valves and required appurtenances between the new steam boiler to the steam dispersion tubes at each air handler.
QUESTION: Bullet # 14 “Provide and install steam and condensate piping, valves, traps, and strainers w/blowdowns.”. Confirm this requirement does not include piping associated with electric steam generators for duct mounted steam humidifiers (HC-101 and HC-102) located above ceiling in the occupied spaces.
ANSWER: Confirmed. This requirement does not include piping associated with electric steam generators for duct mounted steam humidifiers (HC-101 and HC-102) located above ceiling in the occupied spaces.
QUESTION: 2 ea. 40kW and 3 ea. 80kW boilers are to be demolished. RFP stipulates provision of new 40kW and 80kW steam boilers. Are the existing boilers to be replace in kind, as direct replacement? This is to say the project intent for new 40kW boilers to be installed where existing 40kW boilers are demolished, and new 80kW boilers installed where existing 80kW boilers are demolished?
ANSWER: The new 40kw Precision Steam Boilers are to be installed where the existing 40kw Reimer Steam boilers are demolished. The new 80kw Precision Steam Boilers are to be installed where the existing 80kw Reimer Steam boilers are demolished. Provide drawings stamped by the contractor’s mechanical engineer that verify the existing equipment pads can accommodate the new boilers. If enlargement of the concrete pad is required, the contractor must provide drawings stamped by a structural engineer verifying the capacity of the structure to handle the additional weight.
QUESTION: RFP statement of work Special Considerations bullets #2 and #3 states no onsite disposal is available and there is no staging area or storage area available. Typical minimum requirements would be allowance of space for on site for placement of a secure dumpster and for allowance of locked labor’s carts to be stored in the penthouse areas in the area of work after hours. Use of log sheets to account for stored materials and tools in the laborer’s carts would be a consideration. Will the location of a contractor provided dumpster on site be allowed? Will the storage of locked laborer’s carts be allowed in the penthouse areas? Will location of a contractors 20’ locked conex be allowed to be stored on the site?
ANSWER: There is no onsite disposal available. Storage of the laborer’s cart in the penthouse areas is accepted. There is no onsite space for a dumpster. There is no onsite space for a contractor 20’ Conex. The contractor may park a box truck at the loading dock, but it must be removed daily at the end of the workday.
QUESTION: Is factory startup required for the existing RO filters after replacement of the RO media?
ANSWER: Factory startup is not required. Provide a competent technician.
QUESTION: The current pandemic has lasting effects on the availability and cost of materials. Will the contracting agency make allowances in the contract for documented increases in materials costs from the time of bid to the time of materials submittal approval?
ANSWER: This is a Firm-Fixed-Price solicitation issued under FAR Part 12, implemented under FAR Subpart 13.5. Please see solicitation section E.7.
QUESTION: Will an Environmental Protection Plan (EPP) be required?
ANSWER: Prior to beginning construction, submit an Environmental Protection Plan for review. The contractor must comply with the VA’s Infection Control Procedures. At a minimum these Infection Control Procedures will include the following:
| • | Any work within the Air Handling Units will require isolation of the system to prevent infection control issues. All work inside the Air Handling Units must be performed after hours or on the weekends. Provide a two-week notice for any Air Handling Unit shutdowns. |
| • | Tightly contain all construction waste in sealed containers for transport throughout the facility. Any damage to carpet or other finishes must be repaired to finished conditions at the contractor’s expense. |
| • | Contractors must wear face masks. |
| • | Contractors must check in for medical screening at the beginning of each shift. |
