About this file

This is a Vendor Questions and Answers document for RFQ 36C25926Q0834, providing clarifications on requirements for Uninterrupted Power Supply (UPS) maintenance support services at two Department of Veterans Affairs locations in Kansas. The document addresses four key inquiries from potential offerors regarding equipment specifications, facility access conditions, contractor experience qualifications, and applicable wage determinations.

The responses clarify critical operational details: battery specifications have been revised to identify EnerSys 12HX540-FR units (12V, 106 lbs each) across all four UPS cabinets at both locations; the Fort Riley facility lacks a receiving dock and elevator access to the UPS area, requiring contractors to transport equipment via stairs and provide appropriate material handling equipment and personnel; the Government permits prime contractors to meet the three-year verifiable company experience requirement through documented subcontractor experience, provided the prime contractor maintains overall contract administration, scheduling, coordination, quality control, and performance responsibility; and Service Contract Labor Standards apply with separate wage determinations for each location—Shawnee County (WD #2015-5339) for the Topeka VHA-MS facility and Riley County (WD #2015-5337) for the Fort Riley VHA-MSCC facility, both accessible through SAM.gov. The solicitation closing date is September 24, 2026 at 12:00 PM MT, with responses to be submitted to John.Cheng2@va.gov.

2. Since Fort Riley location does not have elevator or dock access, how many flights of stairs are there to get to the UPS units?

Answer: Please review the Revised - Statement of Work for Amendment 0001, the changes are highlighted in yellow. The building does not have a dedicated receiving dock; however, it is equipped with elevators to all floors and UPS cabinets.

The Contractor is responsible for providing material handling equipment and personnel appropriate to each site's access conditions, including stair-capable equipment/methods for Fort Riley, consistent with the battery cabinet weights identified in Section 5.2. The Contractor shall account for these site-specific access constraints in its proposed staffing and equipment approach.

3. The RFQ requires evidence of a minimum of three years of verifiable company experience performing maintenance and repair services on commercial UPS systems of 100 kVA or greater. The solicitation also permits subcontracting and requires offerors to identify subcontractors and delineate the work to be performed by the prime and each subcontractor.

Would the Government permit an offeror to satisfy the three-year company experience requirement through the documented experience of its proposed subcontractor(s) who will actually perform the UPS maintenance and repair services, with the prime contractor responsible for overall contract administration, scheduling, coordination, quality control, and performance?

Answer: Yes, the offeror may provide their proposed subcontractor(s)’ technical documents for RFQ evaluation review.

4. The RFQ incorporates the Service Contract Labor Standards requirements. Can you confirm the applicable wage determination for this solicitation, or let us know where it is posted if it is included separately?
