About this file

This is an Evaluation Factors attachment that establishes the criteria and procedures for evaluating offers submitted in response to a simplified acquisition solicitation for window shade fabrication and installation services at Sheridan VA Health Care Center in Wyoming.

The Government will award the contract to the responsible offeror whose offer is most advantageous considering price and other factors under simplified acquisition procedures using a two-factor evaluation methodology. Offers will be evaluated based on three criteria: (1) Non-Price Factor—Capability, requiring offerors to document their clear capability to provide all products and services detailed in the Performance Work Statement/Statement of Work to meet government needs; (2) Price, with firm fixed unit pricing that includes all labor, travel, shipment, overhead, profit, materials, and associated costs, with prices held firm for 90 calendar days from the offer receipt date and legibility required; and (3) Past Performance, requiring offerors to submit three relevant past performance references with their quote. The Government reserves the right to obtain past performance information from sources other than those identified by the offeror and may contact customers not listed by the offeror. All offers must meet solicitation requirements to be considered for evaluation; missing requested information or items listed in the Instructions to Offerors will render offers non-compliant and subject to removal from the evaluation process. The Government also reserves discretion to select quotations exceeding minimum requirements or providing additional benefits beyond what is required.
