About this file
This is Amendment 001 to a Request for Quote for patient monitoring and telemetry systems at the George E. Wahlen VA Medical Center in Salt Lake City, Utah. The amendment consolidates information from a live Q&A session held on July 14, 2026, and provides formal responses to vendor questions submitted by the July 17, 2026 deadline. Quotes are due to the contracting office by July 31, 2026 at 12:00 PM Mountain Time, with complete packages required and partial submissions rejected. The procurement is set-aside for EDWOSB, with PSC 6515 and NAICS code 334510, and the Government intends to award one prime contract with acceptable subcontracting. The Department of Veterans Affairs, Network Contracting Office 19 (Denver, Colorado) is the contracting office, with Stephanie Cahill as the primary point of contact.
Key technical clarifications include: dual NIBP is preferred but not mandatory; dual invasive arterial line (IBP) capability is the higher priority; equivalent/alternative technologies will be evaluated on functional basis with adequate documentation; all physiological parameters require both hardware and software, not software alone; and BIS only is acceptable instead of both BIS and EEG. The facility currently operates 11 GE Aisys anesthesia machines with serial numbers provided, and requires 14 total anesthesia/OR-capable monitors. Mid-acuity monitors should be primarily wired with wireless reserved for select areas; existing cable infrastructure is aging Cat 5; and new wall channels must be quoted and installed. Clinical and superuser training should cover weekend and all-shift coverage, with go-live support approximately 7:00 AM–7:00 PM Monday–Friday. Seven monitors total require roll-stands: two mid-acuity and two low-acuity for radiology, and three low-acuity for gastroenterology. All equipment must be factory new, with trade-in credits applicable only to equipment being permanently retired and replaced as part of this procurement.

Amendment 001 to Solicitation #36C25926Q0356 (Patient Monitoring System - SLC)
This amendment’s purpose is to:
1. Provide an AI-generated overview of the information discussed on a live questions and answer session held on 7/14/2026
2. List and answer the questions submitted by the questions deadline (7/17/2026) as specified in the solicitation.
1. Meeting Summary (7/14/2026)
Purpose: This was a live, recorded industry Q&A session held for the Physiological Monitoring/Patient Monitoring and Telemetry system at the George E. Wahlen VA Medical Center (Salt Lake City VA Health Care System). The session supplemented an earlier facility site visit, giving vendors an additional opportunity to ask clarifying questions before finalizing their quotes.
Attendees:
· Government: Stephanie Cahill (Contract Specialist, primary POC), John Cheng (Contracting Officer), Emily Jepsen (Biomedical Engineer/SOW author), Mark Hanson & Rusk Smith (Biomed IT), Megan Williams (Nursing) Key Administrative Points:
· Written questions are due to the Contract Specialist no later than Friday, July 17, 12:00 PM MST
· Complete quote packages are due Friday, July 31, 12:00 PM MST — partial/incomplete submissions will not be accepted
· All Q&A (written and verbal) will be consolidated and issued as a formal SAM.gov amendment to ensure equal access to information across all offerors
· No further one-on-one vendor meetings will occur; all communication must flow through the Contract Specialist to preserve a level playing field
Key Technical Clarifications:
· Dual NIBP is preferred but not a mandatory clinical requirement; dual invasive arterial line (IBP) capability is the higher clinical priority
· Dental and other clinics using existing Welch Allyn monitors are out of scope
· Government will provide firm counts/models of anesthesia machines and Draeger Innovian mounting specs in a follow-up amendment
· All listed physiological parameters require both hardware and software, not software alone
· Government intends one prime contract award; subcontracting is anticipated and acceptable, but the prime's quote must reflect the complete solution
· Mid-acuity monitors should be treated as primarily wired, with wireless reserved for select areas to be determined post-award
· Existing cable infrastructure is aging Cat 5 (not Cat 5e); conduit is expected to already exist in target install areas, and no core drilling is anticipated
· Clinical/Superuser training should assume weekend and all-shift coverage; Go-Live support should assume roughly 7:00 AM–7:00 PM, Monday–Friday coverage
· Equivalent/alternative technologies (e.g., Masimo Sedline as a BIS equivalent) will be evaluated on a functional/salient-characteristic basis, not by brand name, provided adequate supporting documentation is submitted
· A minor quantity discrepancy in the Low-Acuity Monitor line item (36 vs. 39 in different SOW sections) was identified and will need correction/clarification via amendment
Contracting Officer's Closing Remarks: Mr. Cheng emphasized the complexity of the requirement and cautioned offerors to ensure quotes include all ancillary components, accessories, and integration elements necessary for full system functionality. He noted that the Government intends to hold contractors strictly accountable — including through administrative contract remedies — if an awardee is later found to have omitted required items to present an artificially low price.
2. Questions and Answers:
· How should vendors respond to specifications within the SOW that feature proprietary requirements or references unique to a single manufacturer?
While we did our best to remove all proprietary requirements and references, it’s inevitable some remained by accident. Please provide tech specs or brochures that show how your product is equivalent and it will be evaluated the same way.
· Can the VA SLC confirm that all patient monitoring equipment proposed under this procurement shall be factory new, and that trade-in credits may only apply to equipment being permanently retired and replaced as part of this procurement, not equipment currently deployed?
Yes, all patient monitoring equipment proposed under this procurement should be factory new and trade-in credits may only apply to equipment being retired and replaced.
· The Statement of Work provided (Section 3.1 under Physical Monitor Salient Characteristics) the monitor should be fan-less PC using latest Window OS. Are you willing to accept a fan-less PC that runs on a proprietary OS system? Will you please change this requirement to include proprietary software.
We are open to a system that runs on a proprietary OS as long as that equipment is approved for use within the VA and is running on its latest approved version.
· Is the preference of VA Salt Lake City to have the transport monitor mounted below the monitor or behind the monitor?
It depends on the unit so some changes may be made after award, but generally we would prefer to mount the transport monitor below the main monitor.
· Are cable management hooks required for the monitor arm?
Yes.
· The Statement of Work provided (Section 3.4 Telemetry Patient Monitor) mentions a telemetry patient monitor, to clarify should this device be worn or a small wireless monitor that can be carried?
A monitor that can be worn is preferred.
· Please confirm whether the existing wall channels will remain in use or whether vendors are expected to quote and install new wall channels.
Vendors should quote for new wall channels and their installation. This number may be decreased after award depending on the wear and tear on the current wall channels.
· Are there specific alarm management and secondary notification guidelines mandated by the facility's clinical leadership?
Please see the attached “Management of Clinical Alarms” document.
· Are there any logistical constraints you foresee that the awardee should consider when developing the project plan?
The only logistical constraint I foresee is that GI will be expanding from its current setup to the 9 monitor setup listed in the SOW sometime during the rollout of this project, so we may need to be flexible about where they fit in the schedule.
· Are the Anesthesia Machines running communication protocol Medibus.x or are you using the Innovian Information Management System?
We use the Innovian Information Management System.
· We are confirming the government’s intention to provide the quantity, brand/models, and serial numbers for the Anesthesia machines.
Yes. SLC VA currently uses GE Aisys anesthesia machines (SN provided below). The patient monitoring equipment is serially connected to the GE Aisys equipment, which is also serially connected to the ventilators. Information from the patient monitoring and ventilators is then sent through the GE Aisys equipment to the Draeger Innovian anesthesia workstations, which then sends the information into the patient record.
11 anesthesia machines are listed below, but we would like 14 total anesthesia/OR capable patient monitors as listed in the SOW.

· In the Statement of Work provided (3.1. 3.2 and 3.3 under Parameters Monitored) the request for OxyCRG is present. This is typically a Neonatal measurement, do you require this measurement?
No, we do not require this measurement.
· In the Statement of Work provided (3.1. 3.2 and 3.3 under Parameters Monitored) the request for TCPCO2 is present. This is typically a Neonatal measurement, do you require this measurement?
No, we do not require this measurement.
· In the Statement of Work provided (3.1. 3.2 and 3.3 under Parameters Monitored) the request for Spirometry is present. Is it acceptable to interface with the ventilator or BiPap at the bedside with the patient monitor to obtain this information? If yes, please provide make and model of ventilator and BiPap machines at your facility.
It is acceptable to interface with the ventilators. We use Hamilton T1 and Hamilton C6 ventilators. We would like the ventilator data to be slung from the ventilator into the patient monitor where possible for ease of charting and tracking.
· In the Statement of Work provided (3.3 under Parameters Monitored) you request BIS and EEG, do you require one module for each individual monitor or a number of modules available to be shared amongst all of the monitors in a given department?
A number of modules available to be shared amongst all the monitors in a given department is fine. I would recommend a number of modules based on a quarter of the number of monitors in the given department.
· In the Statement of Work provided (3.1. 3.2 and 3.3 under Parameters Monitored) the request for BIS and EEG is present. Because BIS is providing a continuous processed EEG parameter is it acceptable to quote only BIS or do you want both BIS and EEG?
BIS only is acceptable.
· In the Statement of Work provided (3.1 under Parameters Monitored) the request for Cardiac Output and Spirometry is present but then you mention later in the same section you want ventilator and Cardiac Output integration. Do you want the spirometry from the ventilator and Cardiac Ouput from a 3rd party device integrated to the monitor or do you need the monitor to measure these items? If integration is requested what make and model of the ventilator and the cardiac output machines are currently being used?
We need Cardiac Output measured through the monitor. It is acceptable to interface with the ventilators. We use Hamilton T1 and Hamilton C6 ventilators. We would like the ventilator data to be slung from the ventilator into the patient monitor where possible for ease of charting and tracking.
· Confirming number of monitors requiring roll-stands.
Two of the mid-acuity monitors for Radiology will require roll-stands. Two of the low-acuity monitors for Radiology will require roll-stands. Three of the low-acuity monitors for GI will require roll-stands. This results in a total of seven (7) monitors requiring roll-stands.
