About this file

This file is an Additional Questions and Answers document that provides clarifications and responses to vendor inquiries regarding RFQ 36C25926Q0348 for Triennial Electrical Testing services. The document does not address specific products or services required, pricing terms, or award criteria; rather, it serves as a supplementary reference to help vendors understand requirements and specifications outlined in the primary solicitation documents and revised line items.

The Q&A document supports the overall RFQ process for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 (VISN 19), which is procuring switchgear and battery testing certification services for the Eastern Colorado Healthcare System (ECHCS). Vendors should reference this document in conjunction with the Revised Line Items (05-20-2026) and Revised Statement of Work (05-20-2026) when preparing proposals. All quotes were required to be submitted to Noaa.Lanotte@va.gov by 10:00 AM MT on May 29, 2026. The solicitation incorporated FAR clause 52.222-90 addressing DEI discrimination compliance, and vendors were required to confirm receipt of all amendments in their proposal submissions.

1. The equipment quantities listed for Items 7 and 8 in the Price/Cost Schedule do not appear to match the quantities clarified in Questions 23 and 33 of the Q&A. Will an updated Price/Cost Schedule be issued, or should the contractor base pricing on the quantities currently shown in the existing schedule.

Answer: Line Items have been updated to be consistent with Q&A answers. Please see attachment “Revised Line Items - 05-20-2026”. All quoters must use the revised line items when submitting a quote.

1. Several items within the listed testing procedures appear to exceed the typical scope of ANSI/NETA MTS and VHA Directive 1028 maintenance testing. Please confirm whether the Government expects the contractor to perform the full scope as written, including any associated operational, controls, SCADA, or commissioning-related activities.

For reference, the items listed below appear to either exceed or partially exceed the typical scope of ANSI/NETA MTS and/or VHA Directive 1028 recommended maintenance testing.

Generator Paralleling Switchgear and Control; PSG & ATO

· Place engine-generator units in automatic and verify start/operation under load.

· Verify Master OIP is operational and settings/values correct.

· Verify proper sequencing of electrically operated breakers.

· Verify proper operations and sequencing of generator breakers.

· Verify proper operation of synchronizing controls.

· Verify proper operations and sequencing of Tie Breakers (PSG & ATO).

· Verify proper operation of load sharing controls.

· Verify operation of load optimization if utilized and active.

· Provide 16 hours ABB Service Tech to review SCADA and modify system to meet NFPA 110.

Automatic & Manual Transfer Switches (ATS/MTS)

· Verify engine-generators and associated switchgear are in AUTOMATIC POSITION and may be started/loaded.

· Perform MX Controller calibration for S1 and S2 source voltages.

· Verify load add and shed control circuits are properly terminated.

· Review communications connections to external SCADA and BAS-Metasys by Johnson Controls.

· Perform NO-LOAD TEST or LOAD TEST through MX Controller.

· Adjust time delays if necessary and review sequence with on-site personnel.

· Record MX Controller transfer log details.

Low Voltage Circuit Breakers (480 VAC)

· Test GE solid-state overcurrent trip devices with respective factory test sets.

GE Multilin 750

· Programming of new settings shall be performed as an option.

· Connected feeder must be de-energized for testing.

Answer: These sections have been revised in the Statement of Work. Please see attachment “Revised Statement of Work – Electrical Testing – 05-20-2025”.

1. Can you identify where the 480V cutoff is in the drawings?

Answer: Yes, please see attachment “480V Cutoff”. Yellow areas are not included in testing.

1. Can you confirm that the test of the distribution panels are not in score since they were not in the provided counts? Are we just testing the normal and emergency substation switchboards and their breakers?

Answer: Only breakers that are in substations or before an ATS.

1. You provided the specs for an arc flash study, Is that what you are meaning by the protective relay calibration study? If so, do they have a previous SKM model available or a PDF of the actual report?

Answer: A relay calibration is not needed. The VA is requiring a review of calibration study’s relay settings and current relay settings and to have them change if different with approval.
