Reverse Hazardous Waste Disposal Questions & Answers
1. Q: The estimated annual volume of pharmaceutical waste (e.g., number of drums, pounds, or other unit of measure) expected per pickup and per year.
A: Estimate every 6 months = 55 gal drum, but the first pickup may be two 55 gal drums.
1. Q: A breakdown of waste categories, if applicable (e.g., RCRA hazardous, non-RCRA pharmaceutical, controlled substances, universal waste, etc.).
A: 95-100% non-RCRA pharmaceuticals, potentially 5% RCRA hazardous pharmaceuticals
1. Q: Historical usage data from the current or previous contract (annual totals and pickup frequency).
A: N/A – this is a new requirement
1. Q: Confirmation whether pricing is intended to be a firm-fixed annual lump sum covering two pickups per year, or if unit pricing (per drum/per pound) is preferred.
A: Firm-fixed covering frequency identified in the price schedule is preferred.
1. Q: Does the government intend to provide SDS’s and pictures for all of the waste streams needing disposal?
A: No
1. Q: Could you please provide us with an inventory of the waste streams currently collected?
A: Yes
1. Q: Who is the incumbent A: No incumbent, this is a new requirement.
1. Q: What is the current obligation A: No current obligation; this is a new requirement.
1. Q: How has the facility historically managed the waste?
A: This is a new program. VA facility pharmacies historically handled waste through destruction contracts.
1. Q: The PWS references that this is a “Reverse Distribution” contract. However, all the references to the type of waste to be managed are RCRA and pharmaceuticals. If they are Reverse Distribution, then they are not subject to RCRA.
A: This is NOT a reverse distribution contract. This is a destruction contract (so maybe we should remove all references to reverse distribution, even though that’s the name of our program). The Scope in the PWS states: The Contractor shall provide disposal of Environmental Protection Agency’s (EPA), Resource Conservation and Recovery Act (RCRA) defined hazardous pharmaceutical waste.
1. Q: The solicitation references Disposal, Reverse Distribution is not disposal. Please clarify A: See #10
1. Q: Reverse Distribution is normally associated with DEA Controlled substances on a DEA-41, this is refereeing subpart P waste and other pharmaceuticals, which are not normally returned for credit. The challenges of working with every single pharmaceutical manufacturer to return items would not be economically feasible; that is why nobody does it. Why does the VA want this?
A: See #10
1. Q: PWS 1.3 Bullet 3, 4, 5 would not apply here since this is not subject to Solid Waste regulation. Please clarify if this is for waste disposal?
A: This contract is for waste disposal/destruction
1. Q: PWS section 2.1.2 is requesting TSDF information. This would not apply if this is for reverse distribution. This is a disposal item.
A: This contract is for waste disposal/ destruction
1. Q: PWS 2.1.5, 2.1.6, 2.1.7, 2.1.9, 2.1.10 Does not apply this is Waste disposal not Reverse Distribution A: This contract is for waste disposal/ destruction
1. Q: PWS 2.4 Does not apply to reverse distribution; this is RCRA disposal A: This contract is for waste disposal/ destruction
1. Q: PWS 2.4 paragraph J. why is this there? This is disposal. This does not have anything to do with Reverse Distribution.
A: This contract is for waste disposal/ destruction
1. Q: PWS 1.3 Bullet Points. What are these there for they have no bearing for Reverse Distribution A: This contract is for waste disposal/ destruction
1. Q: The CLIN pricing sheet has CLIN 0001 at a Quantity of 3 each, but the description states every 6 months. Whereas CLIN 1001-4001 for 2 each pick up.
A: This program needs 3 pick-ups the first year, with one being immediately upon contract award.
1. Q: What is the historical data on the weight shipped annually?
A: N/A - this is a new requirement.
1. Q: Is this reverse distribution or disposal? Those are two completely different things.
A: This is a Disposal/Destruction contract
1. Q: Are on-site visits accepted prior to submitting the proposal?
A: Yes
1. Q: On average, how many out-of-cycle pick ups occur within a year?
A: Anticipate no more than 2 out-of-cycle pick-ups per year.
1. Q: Can the last year’s manifest be available for viewing?
A: N/A - this is a new requirement.
1. Q: What size of containers are used for disposal currently? (8 gallon, 18 gallon, 55gallon, etc.)
A: Currently the product is stored in boxes and plastic bins. Per the PWS: The Contractor shall have the capability to supply waste collection containers of various sizes
1. Q: Is this bid for pharmaceutical waste only?
A: Yes – pharmaceutical waste only
1. Q: Besides pharmaceutical waste, what other waste streams does the RDC need to dispose of pertaining to this bid? (Flammable solvents, corrosive liquids, universal waste, etc.)
A: None
1. Q: How many & what size of containers of the following are disposed of on average:
27. Hazardous Pharmaceutical – 5 gal container/year
27. Non-Hazardous Pharmaceuticals – 50 gal container/year
27. Chemo Waste – 1 gal container/year

27. Universal Waste (if applicable) - none
1. Q: What is the average weight of each pickup?
A: 150 pounds
1. Q: What is the average number of containers being disposed of per pickup?
A: Depends on the size of waste collection container provided by the vendor.
1. Q: Which company currently services the RDC-Cheyenne for the hazardous waste streams pertaining to this bid?
A: N/A - this is a new requirement.
