About this file

This is Amendment 002 to a combined solicitation (RFQ #36C25926Q0261) for trash removal and recycling services at the Grand Junction VA Medical Center in Colorado. The amendment provides clarification on line item quantities and pricing structure based on contractor questions submitted during the solicitation process. The contracting office is the Department of Veterans Affairs Network Contracting Office (NCO 19) located in Greenwood Village, Colorado, with Stephanie Cahill serving as the primary contract specialist.

The solicitation encompasses eight base line items across five contract years (base year plus four option years) covering waste removal from an 8-yard compactor (168 jobs annually at 3 hauls per week plus 12 flexibility jobs), monthly compactor rental, trash removal from two 8-yard bins (104 jobs), 30-yard roll-off dumpster service (30 jobs), disposal fees per ton (120 tons estimated at approximately 4 tons per haul), recycling cart removal (52 jobs from twelve 96-gallon carts), monthly baler rental with cardboard pick-ups (12 months), and wooden pallet recycling (24 jobs). The amendment clarifies that the 168-job quantity for compactor removal includes 156 scheduled jobs plus 12 additional flexible jobs to accommodate fluctuating monthly needs, with unused jobs subject to year-end de-obligation. Line item 0005 (disposal fees) was added to separately account for per-ton costs beyond standard haul charges, enabling flexibility based on weight variations. The original quote deadline was March 24, 2026, at 12:00 p.m. MST, with quotes submitted via email only to stephanie.cahill@va.gov. The government reserves the right to award based solely on initial quotes received and anticipates awarding a firm-fixed-price contract. This is a commercial items procurement under FAR Part 12 with no Recovery Act funds involved.

**The table above only includes the base year line items for simplified purposes. All clarification provided to the above line items also apply to the subsequent, corresponding line items in option years #1-4.

1. Please clarify the quantity of 168 for line item 0001 (and 1001, 2001, 3001, 4001).

The quantity of 168 jobs is correct. 3 jobs/hauls per week for 52 weeks = 156; with 12 additional jobs that may or may not be used at some point during the year = 168.

The intention of adding 12 more jobs is to provide flexibility throughout each year since some months may need more hauls than others. If some (or none) of the additional 12 jobs are used during the year, a decrease modification to de-obligate those funds will be discussed at the end of the year.

2. Please clarify the quantity of 120 for line item 0005 (and 1005, 2005, 3005, 4005).

The quantity of 120 tons is correct. We found that the line item 0003 was for the costs associated with sending personnel and transport to and from the site as well as other fees associated. However, past performance with other vendors indicated that we also needed to take into consideration that there were added costs for the heavier hauls. Therefore, the costs directly associated per ton should be factored in as line item 0005. This structure enables the station and vendor to be flexible throughout the year based on increased and decreased need.

3. Does line item 0004 mean another 30-yard dumpster is needed?

No, line items 0004 and 0005 correspond to each other. There is only one (1) 30-yard dumpster needed but one line item (0005) is for the tons per haul and the other line item (0004) is for all other associated costs with each haul/job.
