Bat Guano and Pigeon Feces Clean UP Questions and Answers

1. Q: Will there be a hygienist doing air quality tests?

A: No

2. Q: Section 4.4 Cleaning & Sanitizing states: "Wipe and disinfect ductwork within attic areas."

Does this mean every pipe and piece of ductwork needs to be whipped down? Some are triple stacked and go up 8ft-12ft or more. Do they need to be whipped down if only bat droppings are seen? Or spot cleaned? Or, everything gets whipped down, period.

A: Everything gets wiped down

3. Q: Can clearly infested materials be thrown away? Such as misc. pieces of insulation damaged or torn down by Squirrels. Or another way to word it, is what if the only way to remove the bat/pigeon guano on areas that are seen, is to remove the materials.

A: Yes

4. Q: Do all the walls, beams, and trusses also need to be scrubbed of visible bat guano and pigeon feces staining?

A: As much as possible

5. Q: Do we need to supply our own electricity for generators to run equipment outside as well as inside? For instance, the HEPA filters are running 24/7 outside.

A: Most areas have electricity

6. Q: Does equipment need to be moved on and off site everyday?

Three examples being...

-Tools and equipment inside the attic.

-Trailers and equipment outside -Containments for going in and out of attic spaces.

A: Tools can remain in the attic – Attics have limited staff that can access the area, so the VA prefers contractors secure their tools in locked boxes when not on the job site. Trailers and equipment can be stored onsite, locked in contractor parking area. – see attached map, Containments will vary by location. Coordinate with the COR.

7. Q: Is there site access for water?

A: Not in the attic, but there is plenty of water access on the floors below. Coordinate with the COR.

8. Q: Reference: Attachment 1 (SOW), Section 1 states Remediation, but does not mention if Wildlife (Bats/Birds/etc.) have current access into the spaces.

Question: It is presumed that it has been 3-5+ years since any Inspections, evictions, or confirmation of the previous Exclusion (Sealing up of the structure) is still holding up well, with no new fecal or Zoonotic pathogen/viral spore contamination. It is very common for Eviction (Removal via 1-way Doors) or Exclusion (Sealing up of the 12 buildings) projects to not be long-term, depending on the experience, tenure, training, and attention to detail of the performing contractor. In the event of the structures having continued or active access, what will the process be for the awarded contractor to cease/halt any remediation efforts until the structures are property excluding Wildlife?

A: Note all visible access points and give to COR

9. Q: Reference: Attachment 1 (SOW), Section 2 States access to review contamination levels.

Question: The site contact, Thomas Hatch, on Friday, 2/27 Stated he was not prepared for today's Site Visit to allow physical access into the Attic Spaces. Do any parties have photographs to provide for bidding parties, or is there another way between the bid being due (March 9, 2026) for this to take place?

A: Per amendment 0001, a formal site visit was held on March 2nd at 1 pm MST.

10. Q: Reference: Attachment 1 (SOW), Section 4; 4.2 States ‘ Contractor to Maintain continuous negative pressure during removal.”

Question: Does the Project have specific metrics, equipment, or units of measurement to ensure or validate ‘continuous negative pressure monitoring?

A: No, just the requirement of negative pressure machine

11. Q: Are there any project priorities, sequencing, or required completion timelines? We don’t see any specific schedule or duration requirements called out in the report.

A: No priorities

12. Q: We also don’t see any mention of clearance testing (post-remediation air sampling or third-party verification)?

A: COR will visibly inspect areas for cleanliness

13. Q: Is insulation removal/replacement being recommended? The report provided does not appear to call this out, so we need clarification before finalizing the scope and pricing.

A: Yes

14. Q: Can I request % down on the job for logistics and materials cost to start?

A: Invoices shall be submitted after performance is completed and accepted. Advanced payment is not permitted.

15. Q: Will I get paid building by building as work is completed?

A: Progress payments can be made after performance/acceptance and proper invoice submission, review, and approval.

16. Q: Have all the exclusion work (active bat and pigeons) been completed on the structures for the pigeons and bats?

A: 2022

17. Q: Regarding the sqft amounts, should I assume the total attic space is affected, or only concentrated areas?

A: Concentrated area with guano or feces. However, we would like the whole area cleaned and disinfected.

18. Q: During the site walk, several buildings appeared to contain insulation contaminated with droppings. Will the selected contractor be responsible for removing and replacing this insulation?

A: Yes

19. Q: Do all attic spaces have accessible water hookups that contractors will be permitted to use?

A: No

20. Q: During the site walk, certain attic areas were identified as inaccessible but appeared to contain bat guano or other droppings (e.g., behind drywall or internal structures). Should the contractor plan to remove these structures to clean areas that are otherwise inaccessible?

A: No, only what is visible

21. Q: Is the contractor required to conduct any testing to verify that surfaces have been fully sanitized, beyond a standard visual inspection?

A: If possible

22. Q: Multiple buildings appeared to have unsealed entry points that could allow pests to re-enter during or after abatement. Will closeout site walks be scheduled as each building is completed to ensure the final walkthrough accurately reflects the work performed?

A: Yes, upon completion

23. Q: Does the client have any requirements for what chemicals are utilized to perform the cleaning and sanitization?

A: No

24. Q: Scope references wiping ducts located in attic spaces. Please confirm this is an EXTERIOR wipe-down of exposed duct surfaces only and does not include interior duct cleaning or internal HVAC component cleaning.

A: Yes, exterior of duct/insulation only

25. Q: The project has ductwork that does not have covering over insulation. Does the government have a process requirement to address this type of issue for cleaning of unprotected ductwork?

A: Replace this insulation, as disinfecting porous material is not usually successful

26. Q: Please confirm that no interior HVAC/ductwork cleaning is required unless the Government issues a written scope modification.

A: See 24

27. During negative air/abatement activities, is HVAC required to be shut down for each affected building while attic work is performed?

A: No, we will not be shutting down. Your negative air activities will have to be around the hac vents and equipment.

28. The scope requires spraying with a “product to kill parasites.” Does the government have a specified/approved product, or may the contractor select an appropriate product and provide SDS + application method + dwell time?

A: Contractor to submit product for approval

29. Q: If a product is specified, please provide required dwell time, application method, and any occupied-building restrictions (ventilation/clearance/odor sensitivity) A: None specified

30. Q: Building 9 was added during the walkthrough. Please confirm Building 9 is officially included in the scope and advise how it will be handled for pricing (added line item/CLIN vs. included under an existing line item).

A: Yes, it needs to be added since the attic at 71 is open to the attic of 9. Line item 0012 has been added to include building 9.

31. Q: Buildings 3, 11, and 64 are part of the scope; however, we were unable to inspect them during the walkthrough due to workhour/access restrictions. Will a follow-up access window be provided prior to bid closing?

A: No access will not be given again. Assume conditions are the same as building B1’s attic, which was covered in the walkthrough.

32. Q: If follow-up access cannot be provided prior to bid closing, please confirm bidders should price using reasonable assumptions and advise whether post-award reconciliation will be handled by contract modification if actual conditions differ materially.

A: See Question 30

33. Q: Please confirm Building 71 and Building 71N are separate job sites and should be treated as separate priced items.

A: Yes, separate

34. Q: Are as-built drawings/record drawings (or equivalent plans showing attic extents) available for the buildings in scope to support accurate square-footage verification and work planning?

A: A PDF of the general layout and sqft is attached.

35. Q: If as-builts/record drawings cannot be provided, please confirm the Government will allow a contract modification (change order) if actual verified quantities (square footage/extent of attic areas) differ materially from the solicitation’s approximate figures.

A: see question 33

36. Q: At Building 9, we observed visible lead-based paint, potential ACM, and indications of possible microbial growth. Please confirm whether these hazards are included within this contract’s scope (testing and abatement/remediation), or whether they will be handled separately by the Government/another contract.

A: Not in the scope of this project. Use basic OSHA safety measures for your staff, and coordinate with the COR.

37. Q:If lead-based paint and/or ACM are present within work areas, please confirm the Government’s expectations for contractor response (e.g., stop work/notify), and whether survey results/clearance documentation will be provided prior to start.

A: See question 35, you need to do basic OSHA-required safety measures for the safety of your staff doing the work. This will not extend to LBP or ACM abatement beyond what is attached to bat guano.

38. Q: Multiple openings/holes were observed that connect into adjacent attic sections/voids. Please confirm whether all connected attic areas are included in the scope for cleaning/sanitization.

A: Yes, all areas need to be cleaned, and actions coordinated with the COR

39. Q: If connected areas are not included, please clarify whether openings/holes must be sealed/closed under this contract, or whether the contractor should clean to the opening and document it for the Government.

A: Holes less than 1ft by 1ft will be sealed to help prevent the migration of bats to other areas. We will not be marking up dwgs.

40. Q: If building power in/near attic spaces is insufficient to operate NAMs and related equipment, will the Government provide adequate temporary power, or should the contractor include temporary power (generator/distribution) in pricing?

A: Contractors shall include all needed equipment to complete work- reminder gas and propane generators are not to be set up inside buildings, but power supply to work area can run through buildings.

41. Q: Will an on-site staging/storage area be provided for equipment/materials? If yes, please describe location, access rules/hours, and security requirements.

A: Down at the contractors, see attached map and rules on the side.

42. Q: Is the contractor permitted to bring storage trailers and a mobile office for the duration of the project? If yes, please confirm placement restrictions, escort requirements, and removal expectations.

A: See attached map and rules for contractors’ area

43. Q: Will any office space be provided on-site by the Government, or should the contractor plan on a mobile office/off-site administration?

A: None provided from the government, see attached map

44. Q: Operating times are listed as 0800–1500, Monday–Friday. Is the contractor permitted site access up to one hour before and one hour after that window for administrative/logistical preparation only (staging/organizing equipment, loading/unloading, securing materials, paperwork), with no work performed inside the building and no abatement/remediation activities outside stated hours?

A: Yes, the extra hour at each end is allowed for work described above

45. Q: Scope requires waste to be double-bagged and disposed of off station. Are there any specific disposal facility requirements and/or required documentation (waste profile, manifests, disposal tickets) that must be submitted at close out or with invoicing?

A: All cradle to grave documentation must be provided throughout the whole process, which waste facility used is the means and method of the contractor, not decided by the VA. All documentation must meet all regulations by the entities mentioned in the SOW. If crossing state boundaries, all the same regulations for hazardous materials crossing state lines must be followed. Bidders are to be fully qualified for this job, so further details of compliance with this question will not be provided.

46. Q: Please confirm the Government’s acceptance criteria: is acceptance based on visual cleanliness (“clean and free of guano/feces”), or are additional verification items required (specific photo sets, checklists submitted, third-party sampling/testing, etc.)?

A: Area will be clean and free of dust and guano, and will be inspected by the COR.

47. Q: Please confirm whether the Government will set minimum respiratory protection requirements per building/work area, or if respiratory/PPE selection is contractor-determined based on conditions encountered.

A: You are the certified abatement professional in the removal; we expect you to submit your plan before work begins. The government will not dictate your means and methods.

48. Q: Scope references securing tools/equipment daily and removing them daily. If a secured staging area/trailer is approved on site, does that satisfy the daily removal requirement, or must all equipment be physically removed off-site each day?

A: Yes, and certain locked toolboxes in the attic will work.

49. Q: Will the Government provide escorts/keys and ensure attic access points are available during the work window, or should the contractor include access equipment and potential escort delays in pricing?

A: Yes, keys and escorts will be provided.

50. Q: Solicitation process lists sweeping. We will not be sweeping all loose debris collected as to not spread spores. Is using a HEPA vacuum approved for use with collection and spore reduction?

A: The HEPA vacuum sounds closer to a certified removal process than sweeping. Please be clear in your submittals on how you will do this step.

51. Does Sanitize accessible attic spaces mean and include all walls, ceilings and all other items in attic?

A: Yes

52. Q: Will Government provide a form 1449?

A: The solicitation with form 1149 is posted on the GPE at SAM.gov

53. Q: How should acknowledgement of amendment be addressed?

A: All amendments should be signed and submitted.
