About this file
This document is an Amendment to a Previous Combined Solicitation for a Veterans Affairs contract for lodging services across 15 locations in Montana. The solicitation (36C25925Q0629) seeks hotels within 20 miles of specified medical centers and Community Based Outpatient Clinics (CBOCs), with quotes required to cover all locations, though partial bids may be considered with potential evaluation disadvantages. The contract involves providing lodging for veterans, with the contractor responsible for booking rooms through the Contracting Officer's Representative (COR) and being prepared to find alternative accommodations if the original hotel is fully booked.
Key details include a response deadline of August 20, 2025, at 14:00 Mountain Time, with the procurement conducted by the Department of Veterans Affairs Network Contracting Office in Greenwood Village, Colorado. The solicitation uses Product Service Code V231 and NAICS Code 721110 (Hotels and Motels), with no indication of specific set-asides. The contract emphasizes an all-inclusive pricing model that does not follow standard U.S. per diem rates, and requires contractors to provide flexible lodging solutions for veteran travel and medical appointments across multiple Montana locations.

Questions and Answers
Follow up to Question 2: Does the hotel need to be located within 10 miles of all the addresses listed, the MTVAHCS medical center locations or the Community Based Outpatient Clinic (CBOC) where the appointment is located at? Or how does this work from a location point of view? Original Government Response: The hotel is to be within 10 miles of each of the 15 locations being requested. The quote should include a hotel per location.
Updated Government Response: Due to the remote locations of some of the CBOCs the hotel can be within 20 miles of each of the 15 locations being requested. The quote should include a hotel per location.
Follow up to Question 5: Can you please tell me if we are able to submit a bid for partial locations or do we have to submit a bid for all 15 locations. Original Government Response: Quotes are to have include a hotel for all 15 locations.
Updated Government Response: It is preferred for quotes to include a hotel for all 15 locations. If a quote is submitted with less than all 15 locations it would be considered a disadvantage during the comparative analysis.
Note: U.S. per diem rates to not apply to this requirement as the unit price is all inclusive price for all of the requirements in the statement of work. The Contractor will be responsible for locating an alternative hotel that meets all requirements of the statement of work for the same rate of the order if the original hotel is fully booked. The Contractor works with the COR to schedule rooms for authorized individuals at the hotel.
Section XIV of the combined synopsis solicitation is hereby updated to “Offers are due August 20, 2025, by 14:00, local Mountain Time.”
