About this file
This document is an Amendment 0001 Questions and Answers file for Solicitation 36C25925Q0267, a VA medical laboratory testing services contract for Rocky Mountain Regional VA Medical Center. The solicitation seeks a contractor to provide comprehensive reference laboratory services, including immunohistochemical stains, special stains, diagnostic and prognostic molecular testing for various cancer types, genetic testing, and specialized analyses such as liquid biopsy testing, FISH testing, and cancer profiles. Key amendments include extending the submission due date to 04/10/2025 at 4:30pm MT, clarifying turnaround time requirements for test result reporting and specimen return (2-3 days for some tests, up to 2-5 days for others), and confirming that offerors may include additional columns in their pricing documentation. The contract allows the VA to order any test provided by the contractor, with pricing based on a cost-per-test model, and covers a wide range of diagnostic testing services for multiple medical specialties.

1. Section 2 General Requirements, B. Turnaround Time (p. 6)
0. Item c – If test requested has a TAT that exceeds 2-3 days, is the return of a faxed report acceptable upon resulting? Yes.
0. Does RMRVAMC want partial results or final results only? RMRVAMC wants partial results too.
0. Item d – Can RMRVAMC please clarify if patient stains and specimens are to be returned within 2-5 days from test completion as opposed to 2-5 days from time of receipt? If the case is sent just for IHC staining (no interpretation) it should be returned within 2-3 days from time of receipt vs if it is sent for interpretation, then it can take longer from time of receipt. For the latter, the specimen block/slides can be returned within 2-5 days from test completion. As far as faxing the test result after completion is concerned, it should happen as soon as the test is completed.

0. Can RMRVAMC please provide additional information regarding Cancer Profiles (i.e. test components). Yes, if we request.
0. How do the Liquid Biopsy Testing and Cancer Profiles differ from the Molecular Genetic Testing? Liquid biopsy testing, including analysis of circulating tumor DNA (ctDNA) and circulating tumor cells (CTCs), differs from molecular genetic testing, which focuses on analyzing genetic material from a tissue biopsy, by offering a minimally invasive approach to assess tumor characteristics and monitor disease progression.
0. Can CPT codes, specific test description, and vendor test codes with reporting analytes please be provided for all tests in this section? See Attachment A.
1. Solid Tumor (p. 14)
1. Is RMRVAMC looking for molecular, FISH, or second opinions? Please provide additional details for each test as to what is needed. Yes (we go by tests listed in their requisition forms).
