Requests for Information Project 666-22-109 Door Upgrades for Security and Fire Q1: The Statement of Work requires installation of patch panels in designated OIT closets. There appear to be no designated OIT closets in the drawing package. Can a list of designated OIT closets be provided?
A1: A list and floor plan of OIT locations will be provided.
Q2: Typical PACS installations include a Reader, Door Contacts, and Locking mechanism. Will these components be required at each PACS door?
A2: No. only composite cabling, serviced looped above the door and routed to the nearest OIT closet patch panel.
Q3: PACS installations may be completed in two methods: Method 1 Centralized headend location, Method 2 Distributed locations. In method one all door control cables are routed back to a central location. Method 2 a single door controller is mounted in the vicinity of the PACS door, and a network or communication and power cable are routed to the installed door controller. Which method is intended for this project?
A3: Cabling will be routed to the nearest PACS controller.
Q4: If a centralized cabling method is to be used, has the headend location been identified in the designated OIT space or other location?
A4: Centralized cabling will not be used.
Q5: Several door details indicate a deficiency as “TRAMWAY (REQUIRES PUSH BAR OPTION FOR TRAMWAY LOCKDOWN CAPABILITIES). Please provide clarification as to the function of these doors. What is the actual desired function?
A5: Tramway doors will follow PSRDM guidance. Cabling to doors will be routed to nearest PACS controller.
Q6: During the site visit it was noticed that the facility is apparently utilizing the Gallagher Access Control system. Will these readers require specialized cabling?
A6: No readers installed at this time. Gallagher will be the system ultimately used. Cabling will need to be acceptable for use in this system.
Q7: Can the Prime Contractor use the past performance from their sub-contractors as part of the proposal?
A7: Yes, please see Part I – Instructions, Conditions and Notices to Offerors, page 31 of RFP for additional information regarding evaluations of subcontractor past performance.
Q8: If we have multiple work sites during this project, will each work site need a competent person with an OSHA 30? If so can that Competent person be a sub-contractor or does the GC need to provide the competent person? Can the Competent person do physical work or is the Competent person only allowed to supervise, and make sure the work being done is done in a safe manner?
A8: Safety competent person shall be OSHA 30 certified, dedicated supervisor for the project and be in close proximity to work so as to be able to inspect work being done and ensure safety and ICRA standards are followed. They should not be workers performing tasks for the project, only in a supervisory role. A sub who is OSHA 30 certified can fill that role if they are not working on the project work activities and have been on a list given to the COR or Safety Manager prior to assuming that role.
Q9: Have any of the interior wall finishes (plaster, wood, glazed block, gypsum wallboard) been tested for the presence of lead-based paint?
A9: There is lead paint at this facility.
Q10: Have any of the doors, door frames, or door thresholds been tested for lead-based paint in case they require replacement?
A10: There is lead paint at this facility. Lead analysis will not be provided but only in a suspected haz mat review. Replacement doors and frames should only be required as designated in the SOW.
Q11: Have any exterior painted materials such as stucco wall finishes been tested for lead-based paint.
A11: There is lead paint at this facility.
Q12: Are we responsible for testing suspicious areas? If hazardous material is found, will it be considered an unforeseen site condition?
A12: Any suspected lead areas should be brought to the attention of the COR or Safety manager for contractor testing. Any other hazmat materials shall be tested by third party providers.
Q13: At the time of the 2010 asbestos inspection and 2015 asbestos update inspection materials such as brick and mortar, concrete masonry unit (glazed or otherwise) and mortar, concrete floors, and ceramic tiles might not have been on anyone’s radar as suspect for the presence of asbestos. Is the State of Wyoming Asbestos Program requiring these materials to be considered suspect for asbestos and therefore sampled for lab analysis?
A13: Sheridan 2019 management plan shall be provided. All other regulatory requirements will be on the contractor to investigate and comply with.
Q14: Are we responsible for testing suspicious areas? If hazardous material is found, will it be considered an unforeseen site condition?
A14: Testing, YES. Request for Change Order for mitigation shall pre presented to contracting for processing.
Q15: Have any of the exterior materials being impacted been included in the previous asbestos inspections (for example door frame caulking, stucco, brick, and mortar if applicable)?
A15: Sheridan 2019 management plan shall be provided.
Q16: Will we need containment if we are switching out hardware only?
A16: If the hardware replacement does not produce a considerable dust concern, above the use of HEPA vacuum or other methods of control, then no full containment is required in Non-patient care areas only. Patient care areas will require containment for construction activities.
Q17: Will you be providing Specifications for this project?
A17: No. all information is provided in the SOW.
Q18: Can you provide the most current Asbestos – Lead paint report for the Exterior Door Openings, especially the outer bldgs... not attached to the main hospital? If there are no current reports are we to assume the paint, caulking, mortar is hot?
A18: Asbestos report will be provided. There is no exterior lead report for the facility. All buildings constructed before 1980 shall be suspect to having lead.
Q19: Some of the exterior storefront type doors requiring PACS have no practical wall surface to mount a card reader. Is a mullion mounted reader acceptable in these locations?
A19: No PACS installation for this project.
Q20: Is surface mounted raceway and or conduit acceptable in locations where the fishing of walls isn't practical?
A20: Yes, however all efforts to phish in walls should be attempted first.
Q21: Since this is access control, does the multi conductor cable need to be in a continuous conduit from nearest IT closet to each door?
A21: Conduit.
Q22: Building number 55. Has no IT closet. There is a ¾” conduit that stubs up near the front entrance door. Where/what building is feeding building 55. Is there another pathway to this closet?
A22: B55 fed by B36 across the street.
Q23: Building 1, door number B1-106 already has PACS. Will this be deleted?
A23: N/A, There is no PACS installed for this project.
Q24: Building 8, door number B8-235 already has PACS. Will this be deleted?
A24: N/A, There is no PACS installed for this project.
Q25: Buildings 2, 31, 41, 42, and 79: Where is the IT closet?
A25: Full set of plans will be provided for location of OIT closets.
Q26: Installing Pacs on automatic sliding doors – does the VA simply want open activation for the existing doors?
a. Or do they want the doors to electro-mechanically lock the sliding operation? Most of the automatic sliding doors are old enough that factory locking solenoid devices are not available, or not supported with the analog control boards. Should we plan on replacing all of the old automatic sliding doors?
b. Does the VA want to lock the breakout function of the sliding doors, with push pad availability to egress out of the doors from the unsecured side. If so, this will require new doors in all sliding applications. Please confirm replacement or give acceptable locking devices allowed for retrofit.
A26: Current configuration to remain. No PACS application.
a. N/A
b. Current configuration.
Q27: Installing PACS on swinging doors
a. Are there any doors that would require delayed egress functioning? for NEW doors - typical PACS installation would have a storeroom function outside lock function. However, until the PACS is activated, the door would be locked 100% of the time.
b. Does the VA want to have a classroom function (unlockable) installed instead?
c. if the current mechanical locking hardware is classroom or entry function (unlockable) does the VA want locked (storeroom function) hardware to be installed even though the PACS system is non functional and would create a hassle of needing keys for every entry? or would this be handled AFTER the PACS is functioning?
d. Since Maglocks would technically meet the definition of a PACS locking device, does the VA want to specify for each door location what type of locking device and function they would want?
e. PACS clarification for the Request to Exit function of a PACS system. Does the VA want RX switches in hardware when it’s replaced, or are motion sensing REX devices preferred at all locations?
f. Often the Head-in-system PACS provides power through it’s own devices – do we need to provide power supplies for each device or assume the remaining parts of the PACS system to be installed at a later date will provide the power?
g. Is a Door position switch required part of this project for each door requiring PACS?
A27: PACS IS NOT BEING INSTALLED WITH THIS PROJECT. DOORS AS INDICATED NEED TO BE “PACS READY” PLEASE READ SOW.
a. N/A
b. N/A
c. N/A

Q28: If a fire door/frame is simply missing a label, is certified 3rd party fire door field labeling allowed? 10312003 is just one of the doors that would pass an inspection and abled to be field labeled.
A28: Yes. If all aspects of that rating are consistent.
Q29: Fire doors with large bottom gaps such as 10312000 and 10312005 swing open onto uneven “porch sloped” floors. The doors have large gaps shut, while open they have little gap under the door. There is no “door” solution to this problem unless a new door was installed out of level and plumb for it to swing UP over a heaved floor. Will the VA acknowledge the floor must be leveled to fix this issue? Or will these doors (and other old porch openings with sloped floor) be taken off the project to be handled on a flooring project?
A29: If no door correction possible, will be removed for flooring correction.
Q30: Please Confirm Deletion of Doors B64-2-C102, B64-105, B1-106, B8-235 from the project – these were discussed during the walk through - to be confirmed deletion.
a. 10312060 should pass inspection currently. Does not rub, has good gaps for a fire door. Doors also latch just fine – should this opening be deleted?
A30: Confirmed.
a. Contractor to submit justification for door passing in current state with specific reference to deficiency stated in SOW.
Q31: 10312067/10312068 are fire doors that shown on the plan pages to have major damage, with exposed mineral core “doors to be replaced”. We could not find any damage. Doors do not appear to need replacing. I believe this pair to be confused with another opening. Armor plates are without UL stamp is all we could find. If we can repair with installing proper parts will that be sufficient for this opening?
A31: Alternate correction is acceptable if final door rating is achieved.
Q32: 10312043 shows the walls/frame/door as having a N/A rating yet wants NFPA excessive clearances solved. Please clarify ratings required or deletion of the door from project

A33: Contractor to correct the deficiencies.
Q34: If we are just correcting the deficiencies, we will need direction on how to correct the deficiency. For example, are we adding labels and lubricating mechanisms, or replacing?
A34: Contractor is to have capability of correcting Fire deficiencies per NAICS code description.
Q35: Drawings are also unclear on the scope to be performed on this contract. Most notes state “install PACS”, but no information is given about the PACS system, and no details to price.
A35: NO PACS installation. Drawings are for reference, follow appendices in SOW.
Q36: No specifications were provided-If you can supply the specifications for the SOW, including the PACS, hardware, and any hollow metal frames needing to be replaced.
A36: No Specifications, only deficiencies to be corrected. NO PACS install.
Q37: Reference Drawing 2 of 60 A-601 Detail B1-106: B1-106 deficiencies state the door requires a push bar; However, the repair notes say install PACS? Does this mean the contractor is to install a new push bar?
A37: “install PACS “ is an indication of a future PACS location. There is NO PACS installed with this project at this time.
Q38: Reference all drawings with repair Notes: Install PACS
