RFI #1
1. To clarify, “5 recent and relevant construction projects”, Relevant – includes performance of efforts involving design and renovation of an active hospital area… Are construction projects required to be Design Build or will Design Bid Build projects be accepted as relevant?
0. Design Bid Build projects are accepted as relevant for construction.
1. “The offeror may utilize experience of a design subcontractor to demonstrate design experience…” please define design subcontractor. Would a design subcontractor be defined as a A/E firm?
1. A design subcontractor for this solicitation is defined as an A/E firm.
1. Will a second RFI period be implemented for all phase 2 teams?
2. Yes.
1. I.1B – Magnitude of Construction: Between $500,000 and $1,000,000. – Please confirm the correct magnitude of construction for this project.
3. Thank you for catching this error – Magnitude of the Project (not just construction) is between $5,000,000 and $10,000,000.
1. The offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. Please confirm would the design experience from the design subcontractor apply to both the 5 A/E projects and/or the 5 construction projects?
4. The design experience only applies to the A/E projects.
1. On the DB Construction Experience Sheet, it references solicitation number VA259-16-R-0048, Water Softener. This is not the same project number or project as the solicitation. Please clarify.
5. See updated DB Construction Experience Sheet.
1. On the DB Construction Experience Sheet, in the first block there are boxes to be checked for the Construction Experience, i.e., CON #1, CON #2, etc. But there is no box to check for the design firm experience. Does the VA have a Design Experience sheet they would like us to use for our proposal or would the VA like us to just modify this block to read DEN #1, DEN #2, etc. for the submission?
6. You may modify the block to differentiate the construction projects from the A/E projects.
1. In Block 11 of the SF1442 it states that the project (design and Construction) shall be completed in 670 calendar days, which is roughly 22 months. In schedule D of the RFP, we are directed to have design completed in 160 days, 90 days for long lead items and 420 days for construction. Given the nature of the project and the amount of phasing that will be required to complete the construction work, we believe that 420 Calendar days is extremely aggressive. We also feel that 90 days for long lead items is extremely aggressive as well. Would the VA consider extending the period of performance?
7. We will work with the DB team’s proposed schedule beyond the period of performance advertised and anticipated lead times with proper justification once award has been made.
1. In Factor 2 or the RFP document under subparagraph (a) the VA determined Recency as “a recent project is defined as being completed within seven years of the due date of this solicitation. With this being a sizable design build submission that is being procured via Service-Disabled Veteran Owned Small Business, would the VA please consider changing the Recency from 7 years to 8 or 10 years?
8. Recency will be accepted up to 10 years from the date of this solicitation.
1. In Factor 2 of the RFP the VA limits us to 1 page narrative to describe the offeror’s method to manage the project to achieve design and construction objectives as described in the RFP. Give the size and nature of this project it is nearly impossible to provide a description in 1 page. Normally on design build proposals we see a minimum 10 pages allotted for this. Would the VA at a minimum allow us 5 pages for our technical approach in Factor 2?
9. The page limit is increased to 5 pages for this section.
1. With the Cheyenne VAMC being listed as a historical site, I did not see any requirements for review by the State Historical Preservation (SHPO). Will the awardee be required to submit our design for approval to SHPO? And will we be compensated if they had any requirements that would differ from the RFP?
10. The exterior façade is not altered as part of this project; therefore, we have not identified the need for SHPO review. The interior has been modernized over the years and does not contain aesthetic historical elements requiring SHPO review.
