Questions and Answers below are referencing RFQ 36C25924Q0728:
Q. Is this a new or follow-on requirement? If a follow-on, who is the incumbent and what is the contract number?
A. This is a follow-on base plus four (4) option years requirement. This was previously awarded to Medical Air Testing & Service, Inc. under 36C25920P0531.
Q. Can you clarify what is meant by 'Base Year' and 'Option Year' in regards to when the contract has begun? Does that mean VA Salt Lake will decide year by year whether they would like to continue?
A. The intent is to continue the contract for the full 5 years but funds are obligated one fiscal year at a time by the VHA. Each year there is a review process to ensure needs are met, but our intent would be to continue utilizing the product for a full 5 years.
Q. 'Funding available for the procurement' is often mentioned. Would it be possible to know how much funding is available for this procurement?
A. Funds are obligated each fiscal year to meet the specified amount within the contract. We have to validate each fiscal year that the funds are provided and available and are tied to our budget.
Q. Are any additional documents besides the RFQ required to be submitted?
A. Yes, see E.3 52.212-2 EVALUATION regarding Special Standards of Responsibility (SSR).
Q. Is a site visit mandatory?
A. No, a site visit is not mandatory.
Q. Are there limitations to subcontracting?
A. Yes, please review sections: C.6 VAAR 85.219-14 Limitations On Subcontracting.
Q. How many inlets and outlets does this facility have?
A. Attached is the inventory from FY23. This inventory does not include the pumps and generation equipment that was listed on the SOW.
Q. Line Item: 0001: Annual Medical Gas & Vacuum System Inspection – Does this include the 30 patient terminal discrepancy repairs (Parts & Labor)?
A. Repair or Rebuild of 30 patient terminals identified from annual testing report identified as discrepancies that need to be corrected within 45 days from finding.
Q. Line Item: 0002: Semi Annual inspection and preventive maintenance – Does this include Semi-Annual inspection and preventive services (Labor) on all source equipment listed? Or does it include Parts to perform said services?
A. This should be 3 quarterly PM’’s on source equipment and 1 annual PM’s on source equipment.
Q. So just for clarity & so everyone bidding this project is on the same page, This line item (0002 : Semi Annual inspection and preventive maintenance) will include all labor & parts to perform three quarterly, as well as one annual, services on all source equipment listed in the bid docs.
A. Line item 0002 should include all labor to perform three quarterly and one annual service. Repair services and parts for issues discovered during these preventative inspections will be billed under line item 0003.
Q. Line Item: 0003 Repair Services and parts for issues discovered during preventive maintenance and annual inspection - $10,000 - What does this include? Does this apply to repairs found while performing the annual testing of the systems including all gas outlets, alarms, etc.. in all buildings? Does this apply to just preventive maintenance inspections on source equipment: semi-annual and annual? Does this apply to correcting Code discrepancies identified while performing the annual inspection of the medical gas systems?
A. Does this apply to just preventive maintenance inspections on source equipment: semi-annual and annual. This is what we should be referring to but the cost would be more like 40K and remove the annual inspections piece. Code correction not included as those are base by base findings.
Q. Clarification required with this answer due to the cost would be more like 40K, are we to assume we are limited to the $10K?
A. As line item 0003 states…. This pricing is able to be adjusted via modification as needed (and as many times as needed during the period of performance).
Q. Line Item: 0004 Emergency Diagnosis and repairs in accordance of SOW – Does this only include emergency call out labor & parts for emergency services & repairs? Or does this just include Labor for unscheduled emergency calls? (I broke out these different levels of emergency calls on my quote I built as per request). Does this include the repair of 30 patient outlet terminals (Parts & Labor) that have medical gas?
A. The bidder should bid this at daytime rates at 240 hours the VA will address anything after that at a different time.
Q. All bidders will place a dollar amount to cover 240 hours of “emergency diagnosis & repair labor?
A. The VA is asking all offerors to input their hourly rate which is capped at a maximum of 240 hours annually.
Q. What line item do you want me to place the costs associated with performing all the medical gas verification inspections for the facility listed in the S.O.W. - General Requirements (#5)? And how many verification inspections will be needed to be performed annually?
A. This should be a 5th Line item as this deals strictly with new construction testing (see revised PRICE COST SCHEDULE attached).
Q. Need a quantity on how many inspections we are bidding on.
A. The VA is asking all offerors to submit their pricing for this line item based on 1 job at this time. As the total number of times these services are needed will vary from year to year, this line item is able to be adjusted via modification as needed (and as many times as needed during the period of performance).
Q. Lastly, What line item do you want me to place the cost for the training listed in the S.O.W. General Requirements (#7)? There is no listing of training on the price cost schedule.
A. This should be a 6th line item as its not captured in the other line items (see revised PRICE COST SCHEDULE attached).
