The purpose of this amendment is to provide an answer to an RFI.
Per the specs the following is called out:
e. Fueling: Contractor shall maintain 96 hours of fuel in an on-site dual-containment fuel tank. The fuel tank shall be secured and protected within the access-controlled area and at the 50-foot standoff dimension.
At peak use the generator consumes 74 gallons of fuel per hour, to maintain 96 hours of fuel we would need to have 7,100+ gallons of fuel onsite at all times. No fueling contractor in the OKC area has a temp tank large enough to handle this request, furthermore, after 2,000 gallons a special permit is required by the state to set a tank onsite. The other option is to have a tanker truck on the ready onsite (typically holding 9,000-11,000 gallons) with fuel but there is no way to “unload” the fuel from the tanker to the generator. The generator tank is approximately 1,000 gallons which at peak use is approximately 13 hours of supply. If we have a tanker truck delivered with 7,100 gallons of fuel the cost for the fuel alone is over $35,000, that doesn’t include the rental of the tanker assuming one will be available, its still unclear if we need to pay for the fuel in full or only what we use. Also, the safety requirements to have a tanker onsite, at the ready will be astronomical.
Contractor to provide a unit cost on fuel wo the VA so the VA only pays for what is consumed rather than estimating a budget number to cover the cost of fuel. Contract shall have a fuel truck available to be onsite with in 13hrs.
