1. QUESTION 28: Reference section 4.9.1 page 82. Will the government please confirm if 8 data ports are required per room?
Government Response: The PWS does not identify number of data points required per room. As guidance, IT requires a minimum of three data ports. Some spaces may need more, depending on their purpose/how many pieces of equipment need connected to the network.
Follow-up Question: Is the VA requiring 3 data points per plate?
Government Response: VA requires that ALL data drops be terminated to the VA OIT closet patch panel. These are for phone and data.
Follow-up Question: Is the VA requesting any phone pre-wiring? If so, would the pre-wiring be provided in the VA IT closet or another location?
Government Response: Per the government’s previous response, a minimum of three data ports are needed. Some spaces may need more, depending on their purpose/how many pieces of equipment need connected to the network.
2. QUESTION 29: Reference section 4.9.1 page 83. Tele-health will require four (4) rooms. One (1) teleretinal imaging patient care room; one (1) telehealth patient care room; and two (2) counseling patient care rooms. Consult Rooms will be three spaces. Two (2) consult patient care rooms; and one interview patient care room.
Are the 3 spaces for consult rooms separate from the 4 tele-health rooms which includes two counseling patient care rooms?
Government Response: Yes, they are separate.
Follow-up Question: Does a primary care consultation room count as one of the three required telehealth consult rooms?
Government Response: A primary care consultation room can serve a dual purpose as a telehealth consultation room.
3. QUESTION 34: Reference section 4.11.2.6.7 page 93. Racks: infrastructure installer should install
Leviton CAT6 patch panels and connectors in the rack.
Could the government please confirm if a comparable brand to Leviton is suffice.
Government Response: Reference PWS para 4.1.2.6.7 updated to read “Infrastructure installer should install CAT6A patch panels and connectors in the rack”
Follow-up Question: Could the Government confirm if a comparable brand to Leviton is sufficient to fulfill the requirement?
Government Response: A comparable brand to Leviton is sufficient.
4. QUESTION 35: Reference section 6.1.2 page 106. The Contractor shall have 120 days from contract award to commencement of the provision of medical care to local Veterans.
Would the VA consider 180 days from contract award to commencement of the provision of medical care to local Veterans due to the national shortage of building supplies?
Government Response: PWS para 6.1.2. updated to reflect: The Contractor shall have 180 calendar days from contract award to commencement of the provision of medical care to local Veterans.
However, the Contractor must have all start-up requirements in place and ready to commence operation NLT 173 calendar days from contract award.
Follow-up Question: We respectfully note that both the scheduled provided in the amended Solicitation and the schedule provided in the excel with the questions and answers lists the period of performance starting on October 1, 2024. The timeframe as of today and October 1, 2024, is less than the number of days given for Contract start-up.
Will the Government provide an updated period of performance for the required services?
Government Response: The contract will have a twelve (12) month base period with Nine (9) twelve
(12) month option periods. The Schedule will be updated at award.
5. QUESTION 56: Please provide a Microsoft Word version of the solicitation document.
Government Response: An excel version of the schedule will be posted.
Follow-up Question: Is this excel required to be submitted with the proposal?
Government Response: The excel spreadsheet is not required to be submitted with proposal.
6. QUESTION 73: Please advise how many telehealth rooms (by type) the VA requires in this facility and if the VA would like exam tables in the rooms.
Government Response: Reference paragraph 4.9 Space Requirements: One tele retinal room; one patient care room; and two counseling patient care rooms. PWS section 4.9 updated to read (1) telehealth patient care room requires an exam table. “
Follow-up Question: Can you clarify whether the tele retinal room and counseling patient care rooms also require an exam table?
Government Response: Tele retinal and counseling patient care rooms do not require an exam table.
7. QUESTION 90: Does the government require CAT6 or CAT6A cabling?
Government Response: Reference PWS para 4.11.2.6.7 updated to read “Infrastructure installer should install CAT6A patch panels and connectors in the rack”.
Follow-up Question: Can you clarify whether the VA requires CAT6 or CAT6A cabling throughout the McCurtain CBOC, or just as the patch panels?
Government Response: CAT6A should be used throughout the CBOC.
Follow-up Question: If the VA requires a separate phone wiring does the VA require the phone wiring to be CAT6 or CAT6A cabling?
Government Response: CAT6A
8. QUESTION: On what dates was the market research performed?
Government Response: The market research report is an internal document to the Government and is used to determine the acquisition strategy used for these services. The market research findings are exhibited in the Government’s determination to publish this solicitation as an SDVOSB set-side.
9. QUESTION: Would the government consider increasing the price maximum for this solicitation?
Government Response: The price maximum will be reviewed at contract award.
10. QUESTION: Does the current CBOC meet the government’s space requirements?
Government Response: All offers must meet the Government’s space requirements per the
Performance Work Statement in the RFP.
11. QUESTION: Please provide the number of billable enrollees on the most current invoice.
Government Response: 950
12. QUESTION: Being that all contracted staff must go through VA’s onboarding and credentialing, what is the attrition rate for this current contract for both providers and support staff?
Government Response: Please see the PWS for the credentialing process and qualifications for successful onboarding.
13. QUESTION: Would the government extend the due date for this solicitation by 30 days?
Government Response: Review amendment blocks 11 and 14 for offer Due Date and Time
14. QUESTION: We respectfully note that page 173 of the Amended Solicitation reads as follows:
“Please indicate the name of the business on the first page only in the redacted proposal. DO NOT place business name on every page of the proposal, use “our company” in place of business name after the first page.”
We assume that the redacted nature of the proposal is not applicable to the Section B component of the submission. Can you clarify whether this assumption is correct?
Government Response: One copy of the Technical Proposal, Past Performance Proposal and Price Proposal will be redacted.
15. QUESTION: We respectfully note that page 173 of the Amended Solicitation reads as follows:
“Please indicate the name of the business on the first page only in the redacted proposal. DO NOT place business name on every page of the proposal, use “our company” in place of business name after the first page.”
We assume that the redacted nature of the proposal is not applicable to past performance questionnaires and any letters, metrics, customer surveys, independent surveys, provided with the submission. Can you clarify whether this assumption is correct?
Government Response: Past Performance Questionnaires do not need redaction as they are sent directly to the contracting office. Any letters, metrics, customer surveys, independent surveys, provided with the submission will be redacted.
16. QUESTION: We respectfully note that the Acceptable Quality Level for the influenza immunization composite score is 29%, as shown in Section 4.13.12 of the PWS.
We respectfully note that the Acceptable Quality Level provided in the Quality Assurance Surveillance Plan for the influenza immunization composite score is 2%.
We assume that the correct Acceptable Quality Level is 29%, and the 2% Acceptable Quality Level in the Quality Assurance Surveillance Plan is a typo. Can you clarify whether this assumption is correct?
Government Response: The composite score on both the PWS and the QASP is 29%. The QASP will be updated to reflect 29%
17. QUESTION: We respectfully note that the Acceptable Quality Level for clinical reminders is 90%, as shown in Section 4.13.15 of the PWS.
We respectfully note that the Acceptable Quality Level provided in the Quality Assurance Surveillance Plan for clinical reminders is 95%.
Which is the correct clinical reminder Acceptable Quality Level for the McCurtain CBOC?
Government Response: The Acceptable Quality Level for clinical reminders is 90%. The QASP will be updated to reflect 90%.
18. QUESTION: According to the most recent version of VHA Directive 1406, panel capability can be adjusted by the number of exam rooms per PCP FTE.
We assume that the total number of examination rooms counted to make this adjustment includes Women’s Health Examination Rooms. Can you clarify whether this assumption is correct?
Government Response: Women's Health Examination rooms are included in the total number of examination rooms counted to make the adjustment.
