About this file
This amendment to a solicitation provides answers to contractor questions and extends the proposal submission date to November 14, 2022 at 1:00 PM Mountain Time. The solicitation is for the replacement of a cooling tower at a Department of Veterans Affairs clinic located in Colorado. The project involves removing an existing cooling tower and installing a new cooling tower with cells having independent operation and bottom equalizer pipes. Connections for hot and chilled water basins must be coordinated through shop drawings. Acceptable pump variable frequency drive enclosures are NEMA 3R. The basis of design equipment specifications are provided but equal products will be considered if performance standards are met.

CONTINUATION PAGE
This amendment is created to provide the following:
1. RFI answers for additional project questions.
2. An extension until November 14, 2022 at 1:00 PM for proposal submission.
RFI Q&As
1. Cooling Tower Schedule
0. Total nominal capacity lists 1300 Tons, but the flow rate per cell is listed as 1800GPM/Cell. Do we need to be sizing this based on GPM/Cell, or the nominal Tonnage? (3900GPM vs. 3600GPM total). Size should be based on the flow rate listed. This flow rate and the tonnage is based on the existing York chiller cut sheets, with a safety factor. The York chillers require 2.75 GPM/ton.
0. BOD or Approved Equal – There are no other manufacturers listed for the tower or the basin sweeping skid in the schedule or spec. I would like to request Marley/SPX to be listed as an acceptable equal for the tower, and PEP/Amiad as an acceptable equal to the EVOQUA sweeper skid. Tower, pump, and filter information provided for reference. BOD is as listed, however, this project is based on performance specifications. Contractor is responsible for changes to accommodate equal products, including Buy America Act requirements. Refer to specifications 01 33 23 for substitution procedures.
0. Note 5: What master disconnect would need to be provided? Does this require single point power? Disregard. Note 5 is in conflict with the electrical design. Refer to the electrical design for electrical requirements.
0. Note 6: Can the VFD with bypass enclosure be an outdoor NEMA3R, rather than the listed NEMA 4X? NEMA 3R is acceptable.
1. Pump Schedule
1. Note 1: Can the VFD with bypass enclosure be an outdoor NEMA3R, rather than the listed NEMA 4X? NEMA 3R is acceptable.
1. Note 3: No other manufacturer is listed as an acceptable equal. I would like to request Patterson Pumps to be listed as acceptable. BOD is as listed, however, this project is based on performance specifications. Contractor is responsible for changes to accommodate equal products, including Buy America Act requirements. Refer to specifications 01 33 23 for substitution procedures.
1. Specification Section 23 54 00 – 2.1 (Cooling Tower)
2. K - Specification appears to call for a direct drive fan. Can we bid our tower with a gearducer, rather than a direct drive motor? We cannot offer direct drive. Gearducer would be acceptable, as long as it meets the equivalent standards to a direct drive fan.
2. I – Specification appears to call for both a flume and equalizer connections. Does this tower setup require a basin interconnecting flume with weir plates, or a bottom equalizer pipe? Or both? Basis of design is a bottom equalizer pipe. Flume with Weir plates would be allowed so as to not restrict manufacturers. However, an acceptable option still requires independent operation of the cooling tower cells.
2.
1. Plans MS102
3. BOD Cooling tower appears to show a cased face side inlet per cell, with factory provided inlet piping to HW Basins and a cased face bypass connection on the CWB. Please confirm this is required, rather than a traditional dual top inlet with HC valves on each HWB. Connections shown are per the basis of design. Alternate connections would be acceptable but must be coordinated via shop drawings by the contractor. However, an acceptable option still requires independent operation of the cooling tower cells.
3. BOD Cooling tower appears to show a bottom outlet for the CWB. Please confirm bottom outlet is required. Connections shown are per the basis of design. Alternate connections would be acceptable but must be coordinated via shop drawings by the contractor. However, an acceptable option still requires independent operation of the cooling tower cells.
