RFI #1

Replace Clinic Cooling Towers RFP 36C25922R0108

1. (RFI 1) On the Solicitation, A.3 Statement of Work, 2.3 (General Information & Requirements) states to provide a 1-year warranty. 3.3 (Specific Tasks) states to provide a 3-year warranty. Which is correct? As outlined in FAR 52.246-21, a one-year warranty is required.

2. (RFI 2) There are currently 2 temporary cooling towers in operation and the existing tower is not operational. Do these temporary towers need to stay operational, or do we go by Spec Section 01-00-00 page 6, G. 2? No temp. towers needed between October 1 and May 1. These will have to stay operational, when the spec was written it was while the tower was still operational. However, now with the cooling tower down, we would have no cooling capabilities without the rentals.

3. (RFI 3) Is the cooling tower water retention reservoir to be demolished? The drawings require the cooling tower retention reservoir to be demolished. If so, where is the temporary cooling tower getting its water from? The water will be sent from BF118.

4. (RFI 4) For the purposes of demolition, can we get as-builts or drawings of the existing cooling tower? See attached for as-builts.

5. (RFI 5) Where is the staging are going to be for the dumpster, office trailer, and on-site materials? Dumpsters are staged next to the cooling tower as shown during site walk. We will work out the staging area as we get closer to the project starting as we don’t have much space on our campus. There will be no office trailer allowed.

6. (RFI 6) Will we need portal restrooms, wash stations and other necessary resources for this project? We allow contractors to use our facility restrooms, until there is an issue of cleanliness or etc.

7. (RFI 7) If the existing underground cooling tower water retention reservoir is to remain, where will the new tower foundation and pier system be placed? Also, will it be the same footprint? Depending on the time of year, the VA can get by without the clinic cooling tower. If a third tower is needed, depending on the rental, water levels can be controlled with an internal basin.

8. (RFI 8) How long will the cooling tower be able to be down/offline during demolition and construction phase?

Here is an excerpt from 01 00 00, Phasing:

Cooling tower does not currently function. Change over that occurs during the cooling season shall be night work with return of service by the 8 AM the following day.

9. (RFI 9) What is the gallon capacity for the current tower? 3000 GPM

10. (RFI 10) Is there a chemical water treatment in the existing tower?

Chemical treatment is in the chiller plant. Drawings require replacement of solenoid valves serving the return and supply lines.

11. (RFI 11) Section 2.5 discusses the disposal of waste and debris being the contractor’s responsibility, does that also include the draining of the existing tower and disposal of existing water/chemical treatment? Yes

12. (RFI 12) Will the VA require a “crane lift plan” for the initial removal, as well as the placement of the new tower? Yes

13. (RFI 13) Will the removal of the existing and installation of the new tower require an FAA permit? No

14. (RFI 14) Will all work need to be done on weekends/nights due to adjacent dock location? We will attempt to do as much work during regular hours, but there will be work to be done during premium time.

15. (RFI 2) There are two rental cooling towers, one directly south of project area and one east. Are these cooling towers to remain in operation? Yes, see answer #2.

16. (RFI 15) Will the two rental cooling towers be relocated prior to NTP? No we will work through moving with awarded GC as each contractor might want them placed differently.

17. (RFI 16) Referencing Plan sheet ED101 Are we to remove conduit back to MCC4?

Yes, per note 2.

18. (RFI 17) Referencing Plan Sheet ES102 and E-601 Keynotes 1 are conflicting ES102 says to provide new breaker and E-601 says to adjust trip setting. Please advise.

It is acceptable to adjust existing 800 amp to 400 amp.

19. (RFI 18) Referencing 26 24 16 Panel Boards part 1 1.1 For this project there are no new panels. Please advise.

Drawings show new panels. See sheets ES101 and E-601

20. (RFI 19) Passivation (surface of steel treatment), will nitric acid need to be applied?

Refer to 23 65 00 for steel treatment requirements. Stainless steel casing and galvanized structural steel.

21. (RFI 20) Chemicals and Treatment, are these to be part of the quote?

Include solenoid valves as shown on drawings.

22. (RFI 21) Is there a chemical Feed system in place and will it stay as existing?

Chemical Feed system to remain. Include solenoid valves as shown on drawings.

23. (RFI 22) Will a wire/conduit be needed for the signal to fill-Who will supply and install? Refer to MS101, KN 10. Controls by DDC contractor per section 23 09 23 1.1.E.

24. (RFI 1) Please confirm whether a one or Three-year warranty is required? Refer to RFI 1.

25. (RFI 8) Will a temporary pump be necessary if the existing vertical pumps are pulled? Refer to RFI 8.

26. (RFI 23) Will the local AISC certified fabrication inspection be required on the structure steel? Yes, refer to 01 45 32 and its attachments for inspection requirements.
