Mixing Trailer Questions #2 (VA Responses in Blue)
1. Question 6 asks to confirm trailer location?
Answer: Ideally, and if feasible, the VA would like to have the trailer configured so the entry door into the trailer is facing plan West (facing the sliding glass door into building 141).
Can this trailer location be confirmed as it will affect ramp and enclosure layout shown on drawings?
Location of pharmacy trailer shown in the drawing below (in red).
Will the contractor be responsible for placing the trailer?
No, the trailer will be placed by Germfree.
1. Question 10 asks to confirm requirement for installing card reader PIV compliant.
Answer: See Part number: HID HU-920PHRNK7 PIV Class
b. https://www.hidglobal.com/products/readers/pivclass/pivclass-r40 Is the contractor responsible for providing the card reader and associated hardware?
Will the contractor be responsible for running wire to these devices along with the data requirement?
Will the door that comes with the pharmacy trailer be modified to accept hardware for the PIV card reader?
Will the contractor be responsible for modifying the door?
A cipher style lock shall be used in place of the PIV reader and associated mag lock door. Germfree pharmacy trailer door is already outfitted with a proper cipher style lock. No changes are required to the door by the site-prep contractor.
1. Question 11 asks to indicate location of canopy barrier?
Answer: Contactor to provide configurations with slopes for approval to the VA prior to installation.
This is not a design build contract; will the VA confirm the ramp layout and associated wall configuration for bidding purposes?
A canopy barrier will no longer be required as part of this project. However, the access ramp into the pharmacy trailer shall be fully enclosed.
1. Question 12 asks to clarify material for exterior of canopy and ramp barriers:
Answer: Please refer to line item “J” in the Scope of Work. VA would expect to see a rigid stud wall construction (wood, metal, etc.) to include wind and weather resistant material on the exterior that are also aesthetic, to some extent.
Please confirm specifically what weather resistant material the VA considers aesthetically pleasing.
Exterior canopy section and ramp barrier/enclosure shall be constructed from standard wood studs and OSB sheathing. Vinyl siding to be installed overtop the OSB to create a weatherproof system. Install standing seam metal roof on top of wood framing.
1. Question 13 asks to confirm skirting is a requirement and designate R-value requirement.
Answer. a. Please refer to line item “K” in the Scope of Work. It is not recommended; it is a requirement.
From the SOW – K. Vehicle rated security barricades shall be required for protection of the trailer. Barricades to include fencing that can be installed as part of a system onto the barricades for pedestrian access control.
J. Contractor to take all appropriate measures to ensure trailer undercarriage is protected from freezing from the cold weather environment. Installation of trailer skirting or similar insulating material recommended.
b. Typical trailer skirting is made from board with an R-value of R5 per inch of thickness. The best variety of this board is extruded polystyrene foam board, also called blue board. A framework could be built under the trailer using 2” x 2” lumber, or similar product, then attach the foam board to the constructed framework. Stopping air movement is more important than a high R-value for the skirting as there is no heat source under the trailer. For this reason, enough foamboard to create a rigid system that will hold up to the elements will be acceptable.
Please confirm if skirting is a requirement?
Pharmacy trailer skirting is required as part of this project.
What thickness of rigid insulation will the VA deem acceptable for holding up to the elements?
2-inch thick extruded polystyrene foam board.
1. Please show on drawings, locations of pedestrian/vehicle barriers or provide linear feet of barriers required.
Approximately 50 linear feet of barriers will be required. Also shown on drawing below (in yellow).
1. Four Foot chain link fencing is not a common dimension but can be custom made. Will a 6 foot chain link fence mounted on top of pedestrian barriers be acceptable?
Yes, the VA will accept six foot tall chain-link fencing.
1. The answer to question #17 indicates that an Administrative NTP will be issued in order for review of all preconstruction submittals. Can the VA provide specifications for submittals to be submitted to the government?
Specifications were not compiled as part of this project due to time constraints. During the administrative NTP, general material submittals, shop drawings, etc. prior to ordering are considered acceptable.
1. Is the contractor responsible for coordinating trailer delivery and set up?
The contractor will be responsible for all site preparations outlined in the SOW and clarified in the RFI questions. Germfree will coordinate delivery and subsequent placement of the trailer itself.
