A.3 Statement of Work
Modernization of Elevators P1-P6 Project 635-20-017 Oklahoma City VA Medical Center
OBJECTIVE:
The Oklahoma City Veterans Affairs Medical Center (VAMC) has a requirement to provide all necessary services, equipment, labor, materials, supervision and tools to perform construction services for the modernization of elevator’s P1 – P6. It is the intent to replace and upgrade, resulting in the modernization of the elevators. For the 6 listed elevators, the scope includes the primary equipment, controls, machinery, motors, doors, ropes, low voltage equipment, high voltage, and all associated equipment that makes up each entire elevator system.
SCOPE OF WORK:
All 6 elevators (P1 – P6) will be upgraded to the same overall specifications, except for elevator P5, which will be transformed from a freight elevator into a swing car qualifying it as a passenger car adding a swing door to the Main Lobby. Transforming P5 in this way will help with passenger output while the other elevators are under construction, helping maintain the best possible workload for the patients. See phasing below.
B. Phasing:
After reviewing the Scope of Work phasing with the VA COR, changes were made to improve visitor and staff use during construction. The intent is for visitors to have access to a minimum of four elevators and for staff to have access to at least one service elevator, at all times.
Phase 1: Elevator P5 is the first elevator to be modernized, transforming it from freight only to a swing car type, and returning the rear door to operation. This will allow VA patients access to four passenger elevators while the contractor modernizes the passenger elevators, P1 – P4. The Swing function of P5 will not be active until the completion of Phase 2.
Phase 2: Elevator P6 will be modernized next. While P6 is under construction, P5 will be available for staff use only. Upon completion of work on P6, the swing function of P5 will be initiated.
Phase 3: Elevator P3 will be the first passenger elevator to be modernized. The access hatch to the East side of the Penthouse and Machine Room is located in front of P3. While P3 is under construction, the General Contractor will have the opportunity to move additional materials and equipment to the Machine Room during normal working hours. After Elevator P3 and P5 are complete, the contractor may use them, after hours only, to move materials and equipment to the Machine Room.
Phasing from this point forward will continue with one elevator down at any one time, with P1 being the last car modernized. A more detailed phasing recommendation is provided in the Construction Drawings, Sheet GI003.
Architectural This project provides a design for the replacement of existing elevator components and elevator controllers with new, non-proprietary equipment. A phasing plan was developed jointly between the VA and A/E to keep the passenger elevators functioning to the maximum extent possible (working on one elevator at a time).
The design includes replacement of the elevator controller, door operators, deflector sheave (with relocation to machine room), elevator motors (to A/C regenerative), car guides, governor ropes, compensation chain, travel cable, car, and car doors. The car platforms and slings will be re-used. Elevator door jambs, car and landing door sills, toe guards, car and counterweight oil buffers, car governors, counterweights, and car rails will be replaced or refurbished as condition requires and budget allows. All cab interior finishes will be replaced. See “J. Equipment” below for additional information.
Below is an itemized list of work to be performed. Refer to specifications for additional work items.
· Elevator Machine Room:
· Provide new elevator motors, hoist machines, controllers, and associated equipment (A/C regenerative drive).
· Replace fluorescent lighting with LED light fixtures.
· Install elevator deflector sheaves in Machine Room.
· Replace fire alarm signaling devices.
· Elevator Hoist Way:
· Provide LED hoistway lighting.
· Elevator Lobby:
· Update lobby call buttons.
· Replace fire alarm signaling devices.
· Provide new finishes (paint, flooring, wall base, ceiling tiles) as required.
· Existing elevator entrances will be cleaned and are to remain in place.
· Elevator Car:
· Replace car’s operating panels, both Main and Auxiliary.
· Replace car (full replacement).
· Replace door operators.
· Replace car’s governor ropes.
· Retain platforms and slings.
Fire Protection Fire Alarm signaling devices in the Elevator Lobbies and the Elevator Machine room will be replaced in kind to meet the current edition of ASME 17.1.
Interior Design Not Applicable Structural Not Applicable Plumbing Not Applicable Sanitary Not Applicable
HVAC
The HVAC design replaces the existing split system AC units serving the elevator equipment room. The new units will heat and cool the space and will keep the equipment room between 55 and 90 degrees Fahrenheit, as required by the elevator equipment manufacturer. New units will be placed in the same location as the demolished units. Local controls will be provided by manufacturer (Trane was used as the basis of design). Alarms have been provided to the DDC system.
Electrical In the elevator equipment room, the main disconnect for the elevator motor will be replaced with a new shunt trip disconnect which will re-use the existing shunt trip fire recall device. Additionally, each disconnect serving the elevator cab lighting will be replaced with a lockable 20A disconnect mounted within, or to the side of, the control cabinet. The duplex receptacles in each room will be replaced with GFCI duplex receptacles. Further, the lighting in each elevator equipment room will be upgraded with new 4’ LED surface mounted fixtures. The existing lighting circuitry and switching will remain “as is” for reuse.
The DC elevator machines will be replaced with variable voltage, variable frequency (VVVF) drives. The gearless AC motors will have a reduced size and footprint, to include removal of the isolation transformers found throughout the machine room. The installation of these motors will also facilitate relocation of some elevator components, as needed.
In each hoistway, LED strip lighting will be added every 10 feet and controlled by a 3-way switch at both the top and bottom of the hoistway. Additionally, all the control’s conduit and wiring for the call buttons, floor indicators and emergency telephone call button will be replaced at each lobby area. All abandoned conduit and circuitry will be removed back to source. The new conduit will be 3/4" minimum to meet VA Design Manual requirements.
A new LED light fixture will be provided to replace the existing fixture in each elevator pit. The existing circuitry and switching will be maintained. Similarly, each duplex receptacle located in the pit, will be replaced with a GFCI duplex receptacle, utilizing the existing circuitry.
Equipment Most of the existing elevator equipment located in the Elevator Machine Room will be removed and replaced. Some components, such as the Governors and Secondary Sheaves, will be relocated from the "Penthouse Mezzanine Level" up to the Elevator Machine Room for better access and maintainability.
The existing obsolete DC Gearless Hoist Machines and SCR Motor Drive Units will be replaced with new high energy efficient Permanent Magnet AC Gearless Hoist Machines and new VVVF Regenerative Motor Drive Units. A new ASME A17.1 2019 edition microprocessor Elevator Control System will also be installed.
New Elevator Cab Interiors, new Car Operating Main and Auxiliary Push Button Panel, new Hall Push Button Stations and Position Indicators and Directional Signals will be installed.
Valhalla’s design revolves around two (2) separate elevator control systems:
Passenger Elevators P1 - P5 will form a five (5) Car Group Operating system. That is, when a Passenger Lobby up/down hall call demand is registered, any of the available five passenger elevators may respond to that demand. Having five active passenger elevators responding to Passenger Lobby demands, in addition to the improved Group Dispatch strategy, should contribute greatly toward reducing hall call waiting times.
Passenger/Service Elevator P5 will be equipped with a "swing car” feature. When Elevator P5 is in group operation, it will only respond to Passenger Lobby demands. However, if a new Service Lobby "inconspicuous riser" (card reader activated) hall push button is registered, the following will occur:
Once P5 responds to the last passenger car call, it will automatically remove itself from group operation and only respond to Service Lobby inconspicuous riser demands. Passengers entering from the Service Lobby may only exit at other Service Lobby floors. (NOTE: The VA may clarify if exiting on the Passenger Lobby side is acceptable.)
P5 will remain on swing car operation as long as inconspicuous riser demands are registered. However, if no inconspicuous riser demands are registered for a predetermined length of time (Programmable parameter - typically 60 to 120 seconds) P5 will automatically return to group operation.
Service Elevator P6 will function as a Simplex - Selective Collective Service Elevator. P6 will not respond to inconspicuous riser demands, it will respond to the existing Service Lobby up/down hall calls.
The contractor shall be solely responsible for the management, including all associated labor, equipment, materials, mailing costs, and inspection, to meet the requirements of this project.

Past performance will be evaluated on a basis of significantly more important than, cost or price.
Past Performance Evaluation For Factor 1, based on the evaluation of all recent and relevant past performance for an offeror, an overall performance confidence rating shall be assigned. The performance confidence ratings are defined below:
ASSESSMENT
DESCRIPTION
| Substantial Confidence | |
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral)
No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
Note: In the case of an offeror without a record of past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall receive an unknown confidence (neutral) performance confidence rating.
(a) Aspects of Past Performance Evaluation. The past performance evaluation is an assessment based on the offeror’s record of relevant and recent past performance information that pertain to the products and/or services outlined in the solicitation requirements. There are two aspects of the past performance evaluation.
| (1) The first is to evaluate whether the offeror’s present/past performance is relevant or not relevant to the effort to be acquired. The criteria to establish what is relevant is unique to each source selection. | |
| (2) The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts. The past performance evaluation performed in support of a current source selection does not establish, create, or change the existing record and history of the offeror’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts. In addition, the Government reserves the right to obtain information for use in the evaluation of past performance from all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of Contractors who are part of a partnership or joint venture identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror. | |
(b) Source Selection Evaluation Board (SSEB) members will review past performance information to determine the quality and usefulness as it applies to the performance confidence assessment.
Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system.
Factor 1-Past Performance
(a) Solicitation Submittal Requirements:
Offerors shall provide a maximum of five (5) recent and relevant projects (as defined below) to demonstrate their ability to perform the proposed work identified within the Specifications, drawings and Statement of Work. If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted. The Government will evaluate past performance based upon sources available to the contracting officer that may include Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS) and Electronic Subcontract Reporting System (eSRS). IF THERE IS NOT A PAST PERFORMANCE EVALUATION IN PPIRS or FAPPIIS, then the offeror shall submit Past Performance Questionnaires (PPQ) for each project. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Ilze Karklins-Powers, ilze.karklins-powers@va.gov
Recency – a recent project is defined as being completed within five years of the due date of this solicitation.
Relevant – includes performance of efforts in a project of renovations that include demolition and general construction in a radiology area at an active medical facility that are similar or greater in scope, magnitude, and complexity than the effort described in this solicitation.
Offerors are cautioned to submit enough information in the format specified in the solicitation. Offerors may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.
(b) – Basis of Evaluation:
The contracting officer shall review recent and relevant performance information on each offeror based on past efforts provided by the offeror and may obtain data independently from other government and commercial sources. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror. Offerors with no past performance history or the offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Unknown Confidence," meaning the rating is treated neither favorably nor unfavorably.
Initially offers shall be ranked according to price, including any option prices if applicable. The lowest price offer’s past performance shall be evaluated to determine its performance confidence rating.
If the lowest priced evaluated offer is judged to have a Substantial Confidence performance assessment, that offer represents the best value for the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.
If the lowest price offer does not receive a Substantial Confidence performance confidence rating, the past performance evaluation continues until an offeror’s past performance is judged to have a Substantial Confidence performance rating. The Government reserves the right to award a contract to other than the lowest priced offeror if the lowest priced offeror is judged to have a performance confidence assessment of "Satisfactory Confidence" or lower. In that event, the Source Selection Authority shall make an integrated assessment best value award decision.
Factor 2 – Price:
(a) Solicitation Submittal Requirements:
· Standard Form 1442, Solicitation Offer and Award
· All pages of the SF1442 Continuation Sheet
(b) Basis of Evaluation: The Government will evaluate price based on the total price. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
· Comparison of proposed prices received in response to the RFP
· Comparison of proposed prices with the IGCE.
· Comparison of proposed prices with available historical information.
Special Standard of Responsibility Solicitation Submittal Requirements:
The Offeror shall submit the following information: (For a partnership or joint venture, the following submittal requirements are required for each Contractor who is part of the partnership or joint venture and for the entity itself. EMR shall not be submitted for subcontractors.)
(1) OSHA or EPA Violation(s):
Offerors shall provide Summary of Work-Related Injuries and Illnesses, affirming that the Offeror has no more than three serious, or one repeat, or one willful OSHA or EPA violation(s) in the past 3 years.
(2) Experience Modification Rate (EMR):
Offerors shall provide documentation to show that the offeror has an Experience Modification Rate (EMR) of equal to or less than 1.0.
Offerors who fail to meet any special standard of responsibility will not be eligible to receive contract award.
