About this file

This pre-solicitation notice seeks proposals for architect-engineering services for a pathology laboratory renovation project at the Grand Junction Veterans Affairs Medical Center in Colorado. Key services required include assessing laboratory needs, planning temporary accommodations, and designing a larger replacement laboratory with improved layout, storage, equipment support, and utilities. Proposals are due by November 30, 2020 and will be evaluated based on professional qualifications, specialized experience, capacity, past performance, location, use of service-disabled veteran-owned small businesses, and construction period experience. The project scope involves renovating 9,000 square feet with an estimated construction cost between $5-10 million. The contract will be set aside for service-disabled veteran-owned small businesses.

The purpose of this amendment is to provide answers to questions received.

Questions and Answers for AE Renovate Lab Design at Grand Junction, 36C25921R0007

Question 1:

The requirement to submit CPARS would mean approx. half the maximum pages for the SF330 are used for CPARS. This leaves no room for answering Evaluation Criteria 3, 5, 6, and 7. Will you please exclude CPARS and Part II forms from the maximum page count? If not, will you please increase the maximum page count to 45 in order to allow us to make the complete response you require?

CPARS are included with the past performance and do not count towards the maximum 30-page count.

Question 2:

Does the VA intend to evaluate only the resumes of the key disciplines listed, or is it anticipated that the Offerors will include additional disciplines (e.g., project manager, cost estimator, quality manager)?

All resumes will be evaluated if within the page count.

Question 3:

Under evaluation criterion 3 Capacity, the solicitation states that, “offerors will be evaluated on the volume of work awarded by the VA during the 12 months before the closing date;” however, there is nothing in the submission requirement to state this volume of work. Does this mean that your office will look up the award data, or is it presumed that the offeror will supply a summary of that information for the period?

The following statement will be removed from Criterion 3 – “Additionally, offerors will be evaluated on the volume of work awarded by the VA during the 12 months before the closing date.”

Question 4:

Would you consider extending the due date by 3 or 4 days?

The proposal due date will be extended to 30 November 2020 at 2:00PM MT.

Question 5:

We wanted some clarification of the geographic boundary set up in section 5 where you state Grand Junction. I am not aware of a lot of SDVOs in Grand Junction and like us most would be based in the Denver area.

The geographical area does not preclude firms from submitting SF330s. But firms within the geographical area will be evaluated higher.

Question 6:

Page 1/Cover says due date is November 30, page 2 has due date listed as November 25 – can you clarify due date?

The proposal due date will be extended to 30 November 2020 at 2:00PM MT.

Question 7:

In order to provide you with the most complete but concise qualifications that your project scope demands, we would like to respectfully request an overall page increase of at least 40 pages.

Page count will remain at 30 pages.
