RFI’S for Remodel B9 Police Service Rooms, Sheridan VA
1) Wood doors – spec notes to match existing. Need to know veneer type (oak, maple, etc.)
a) The veneer type that seems to most closely match is Birch. The sample we have that seems to most closely match is Eggers Industries Plain Sliced Natural Birch veneer, 02 Pecan finish, sample number SG-010118NB-NO2. Note that you are not limited to using Eggers Industries, it is just the sample that we had on hand that seemed to be a close match. Contractor will still be required to submit door finish sections to the VA for approval under the contract.
2) HW#3 calls for a 7000 series overhead stop. This could be surface mounted or concealed mount. Verify mounting type. Concealed mounting adds costs to the stop itself frame & door virtually tripling the cost to provide.
a) Provide concealed mount due to anti-ligature necessities.
3) Hardware Specification 2.6 locksets calls for 4000 series locksets. All Hardware groups have Best 9K series called out. Which is correct?
a) All hardware groups are to use Best 9K series and accept Best CORMAX cores or approved equal.
4) Lever types at locksets notes to match existing. Do the 9K series levers & Roses match existing?
a) All hardware groups are to use Best 9K series and accept Best CORMAX cores or approved equal.
5) Closer Specification 2.4 states closer arm stops shall not be used. All the hardware groups call for a HS (hold open stop arm) closer arm. Verify which is correct.
a) 2.4.10 states that closer arms shall not be used to stop the door from overswing, except in applications where a separate wall, floor, or overhead stop cannot be used.
6) Silencers are specified in all the hardware groups. Specification section 2.11 C notes “except at fire rated frames”. Three of the four frames are fire rated. Generally smoke seal is required in lieu of mutes to meet rating. Should it be bid with smoke seal instead of mutes?
a) Provide bids with smoke seals in lieu of mutes at rated locations.
7) Do you know who the access control provider is?
a) The campus access control system is a Software House C-Cure 9000 system. The building controller components of the system are also by Software House.
b) Electric Strikes & Card reader product information is not provided in hardware groups.
i) The card readers used throughout the campus are the HID iClass SE readers. Note that all police service rooms will require the card readers with the key pads for entering PIN numbers. Electric strikes should be compatible with these card readers.
c) Statement at bottom of hardware groups note coordination with access control provider but does not specifically direct who is to supply.
i) Stanley Security Solutions was the original installer of the system, but system is now maintained by Johnson Controls. You do not have to use Johnson Controls to do the required work on the system under this project. The VA Police Service manages the system for the VA.
ii) Anywhere where new or relocated card reader components are called for, it is expected that the contractor will supply all required system components, that the contractor will integrate any new or other components touched during the project into the campus C-CURE 9000 system and will ensure that all doors with card readers included within the project scope are able to be opened by a properly credentialed VA employee using their PIV card and PIN code. We had the card reader system building controller boxes, located in room 200, open during the walk through so you could determine if you believe there are sufficient open ports in them to allow for the addition of the new card readers, or if additional cards/modules might be required.
d) Access control may require specific card readers to work with system. -Verification required
i) The card readers used throughout the campus are the HID iClass SE readers. Note that all police service rooms will require the card readers with the key pads for entering PIN numbers.
8) ALL hardware groups note doors are NON-FIRE RATED. Door schedule shows 3 of the 4 openings in fact ARE Rated.
a) The heading of “NON-RATED” shall be omitted from hardware sets 1, 3, and 4. Hardware set 2 shall remain as “Non-Rated”.
9) Who is to provide Temporary Construction Fire rated doors & frames as noted on top left corner detail of Sheet G101 of the plans? Is Hardware & coordination with access control provider needed.
a) Any temporary construction walls, and associated doors and frames, are to be provided by the contractor. As detailed in question 11 below, alternates to hard construction walls may be acceptable, but any alternate containment strategies will need to pass a review by Infection Control and Physical Security. If a temporary hard construction wall is required, the card readers on any doors within the construction zone will NOT be required to be relocated to the construction wall or to interface with the temporary construction doors.
10) Hardware set #3 notes lock is always operable from holding cell side. Is this correct or do we need an institutional function lock (locks from both sides) with a fail-safe electric strike & card access from both sides of the room that will allow egress in case of a fire?
a) Provide and install an institutional function lock with a fail-safe electric strike and card access from both sides as suggested.
11) With the demo of brick in the Tram for the new door is the VA requesting a construction wall?
a) The tramway is an area used by patients and as such must be kept clean. Cutting of the brick is an inherently dusty/dirty operation. As such the contractor is expected to contain construction dust and debris throughout the project. Drawing GI101 shows the worst case of needing hard construction walls in all areas. Alternate methods such as negative air machines/filters, wet cutting, plastic zip walls may be authorized, but you will need to specify those alternate plans to Infection Control when you go for the Infection Control Risk Assessment permit. Infection control may specify that hard walls would be required in some areas if they do not believe that your alternate methods would adequately control dust and debris.
12) Is the VA responsible for removing all the furniture, electronics and supplies?
a) The VA will remove all non-permanently attached furniture, supplies, and electronics (such as computers, phones, printers, etc) from the rooms being remodeled. Any electronics bolted to the walls, such as the building door access controller wall boxes in room 200, will be the responsibility of the contractor to remove/relocate as required to meet the remodeling plans. The only exception to this will be the two large camera monitors, and associated equipment, which are attached to the walls of Ops room 201. Those monitors will be relocated by the VA.
13) Plan Sheet AD102 P-6 states existing unit heater to remain. Plan Sheet MD101 D5 states existing unit heater to be removed complete. Please verify the VA’s directive.
a) Contractor to remove existing unit heater as directed on MD101.
14) Alternate 1 Deduct Pricing is related to the remodel of Rooms 302 & 306. This is also called out to be Phase 1 of the project. Please verify if this is the VA’s directive to start Phase 1 deduct before Phase 2 & 3 base bid.
a) Yes, if we have to drop something from the project due to high pricing, Phase 1, offices 302 & 306 are the lowest priority items within the project and would thus be removed. Under that scenario, Phase 1 would become the construction of the temporary armory in the basement, as this is necessary to be in place prior to remodeling of room 201 in Phase 2.
15) Specifications 22 04 00 – 5 2.7 Water Closets A. P-101 Stainless Steel Water Closet/Lavatory Combination Fixture.
ECW-1545-L/R-OF-BP-1.6 GPF ULF-PML2-PPB-EB-TWE-TWC4P-T4A-FV
a) L/R – Toilet Orientation needs to be decided??? Note: this toilet is designed to be installed on a 45 degree chase???
b) BP – Obsolete according to manufacturer.
c) PPB – Obsolete according to manufacturer.
d) TWC4P – Connecting to 4” PVC. The specifications call out cast iron pipe???
a) Contractor to use ECW-1846-FA-L-ON-BPH-1.6 GPF ULF-PSL1-PBH-RPT-TWE-TWC4P-RTHR – see attached cut sheet.
16) Plan Sheet PL100 Note I states: if area of construction has a post tension floor slab. Contractor shall use Ultra Sound or other approved method to survey the existing floor structure before making any and all floor penetrations. On previous projects we were allowed to drill a ¼ “ pilot hole to locate beams, is this acceptable?
a) Drilling of ¼” pilot holes would be an approved alternate method to survey the existing floor structure, to avoid coring through beams.
17) What is the ceiling condition below the storage room mop sink where we are to access the mop sink drain?
a) This was the break room that we looked at on the first floor during the walk through. The break room has a drop ceiling.
18) Regarding in-wall piping serving plumbing fixtures: are we to disconnect piping at mains above ceiling and abandon in wall?
a) Yes, they are to be capped and abandoned in wall.
19) Will the VA be relocating the Armory contents into and out of the temporary Armory in the IT Closet? If so, how much time will this take for each move?
a) The VA will be relocating the armory contents. You should plan on giving the VA two working days to accomplish that, providing you give us two weeks prior notice of the projected completion date of the temporary armory. Note that after you are done with construction of the temporary armory, the VA police will need to inspect it and certify it for use. Similar to a punch list, they may identify items that will need to be fixed prior to certification for use. In phase 3 the temporary armory is demo’d by the contractor and room 102 is returned to it’s original state.
20) Will the VA relocate & store the office furniture and contents prior to and after renovation?
a) The VA will remove all non-permanently attached furniture, supplies, and electronics (such as computers, phones, printers, etc) from the rooms being remodeled.
21) Can any of the phases be worked concurrently?
a) Since this project was designed the police service has found additional space on campus that they are using, which will allow us some additional flexibility on the phasing of this project. At the current time we can offer up the following alternate phasing plan:
i) Phase 1: Offices 302 & 306, construct temporary armory in room 102, remodel holding cell room 202 and storage closet 204.
ii) Phase 2: Remodel Ops room 201, Armory 203, and locker room 200.
iii) Phase 3: Demo temporary armory 102.
b) The current police chief’s office, 200, which becomes the locker room, may be able to be moved into Phase 1 too, but it depends on finding another office for the police chief to use during that time. We will not know if any alternate office space is available prior to bids being due, so for bidding purposes, the alternate phasing plan listed above would be acceptable.
22) Finish carpentry spec is listed on table of contents but not included in spec book.
a) That spec section should be omitted from the table of contents.
23) Please provide spec/basis of design for obscuring window film
a) Basis of design for the obscuring window film is SXWF-WF-CTS by Decorative Films, LLC. – see attached cut sheet.
24) Key cabinet is specified as Morse Watchman on sheet AQ101 and the applicable general note #6 on this page refers bidders to spec section 11 00 00. This spec section and applicable details for the Morse Watchman cabinet are not provided in the bidding documents.
a) Key cabinet to be a 120 key module with touch screen by Morse Watchman – see attached cut sheet.
25) Are window shades required? They are not indicated on the plans but both hunter douglas blinds and mecho shades are listed on the finish schedule.
a) Shades are required – WC-1 windows are in the rooms 201, 302, and 306. WC-2 are windows in rooms 200 and 202.
26) During the site walk we noticed copper sprinkler lines. Please confirm the construction of the existing fire protection system to be modified.
a) The current sprinkler lines in the area of the project are copper.
27) The plans sheets seem to be uploaded with incorrect scales. Please re-issue or advise as to how these can be printed in the correct scale. When we downloaded the plans off of the FBO sight they are in a very odd scale - It looks like they may have been formatted for 8 ½ x 11 and when you blow them up it gets out of whack.
a) For the scales to be correct, the drawings should be printed on 30x42 sheets.
28) It looks like the plans are only 8.5x11 (not to scale). Will the scaled plans be posted for download? Please see the attachments for scale information.
29) Are there any documents or further information for this project? Please see all uploaded documents and attachments.
