Questions and Answers for Furniture Removal, Storage and Protection. 08/20/2019
1. What type of documentation is required or acceptable to meet this requirement? “All crew members shall have technical training in assembly and disassembly of all types of furniture, laboratory casework and specialized equipment before performing work”.
Answer: It is expected that contractors bidding on project meet minimum qualifications required to do this work as delineated in the solicitation. No documentation above what may be required in Solicitation is required for determination of minimum qualifications.
As provided for in Scope of Work: the awarded contactor is expected to provide, operate, manage and maintain a trained, uniformed moving services crew.
The contractor will need to be able to read/understand detailed printed rules, detailed orders, instructions, and furniture/casework drawing layouts. They must be familiar with a variety of commercial furniture/casework product disassembly and assembly parts and components.
2. Who is responsible for disconnecting, terminating, reconnecting any electrical, Air, and Water supplies? Other than unplugging from a wall outlet.
Answer: The awarded contractor will need to provide a work plan for removal of items called out in SOW. In doing so it will need noted if there are any utility disconnects needed prior to removal which would be standard part of any other contract of this nature and therefore all contractors that bid on project shall be able to reasonably determine if utility disconnect will be required in performing work plan. The contractor is to submit the work plan to the COR who will coordinate with the VA O&M staff to remove the utilities.
3. Will all items to be moved be emptied of their contents? Including but not limited to Cabinets, Files, desks, and test equipment?
Answer: The VA is required to remove all contents.
4. On the Solicitation Notice, Room 2A29 is listed as part of the scope. On the site walk this was marked as a “Bio-Hazard Cooler” Can you confirm if this is part of the scope?
Answer: It is correct to assume any cooler in Room 2A29 presents a bio-Hazard. The awarded contractor is to follow all instructions in the SOW and drawings. The awarded contractor does not need to remove/store/reinstall any cooler in Room 2A29.
5. On the “GENERAL REQUIREMENTS” doc page 5 item I & J states the following “when a building and/or construction site is turned over to Contractor, Contractor shall accept entire responsibility including upkeep and maintenance therefore: Can you clarify this statement regarding the Furniture/Casework Removal scope of work? What is required under Upkeep & Maintenance?
Answer: This statement indicates the general expectations of the awarded contractor to not cause any damage to flooring/ceiling/walls/appliance/other when providing for the measures under this contract. This also implies that when the contractor is away from the job-site in a specific area that they will not leave the area unsecured at any time during the day i.e. lunch break or when crews leave for the day. This also suggests that the awarded contractor will maintain a clean area and wipe clean and remove all debris at the end of each shift.
Existing condition documentation is required to be executed by contractor and submitted to VA prior to work commencing. See SOW.
6. Also due to the nature of this project was there any consideration of bidding this T&M?
Answer: No.
7. Can there be a better clarification of what furniture needs to be moved and if it needs to be moved completely out of the room? During the walk some of the furniture that was said that had to be moved could be moved within the room and not hauled off site.
Answer: The SOW/Drawings clearly define all furnishings/casework etc.. that are to be removed, stored offsite and reinstalled. See SOW and drawings. All furnishings must be removed from the VA property and stored off site until reinstalled (SEE SOW.)
8. Are there any concerns of any of the black tops that are in question containing asbestos?
Answer: There are two “black top counter tops with ACM contained in the sink portion of the counters. They are in Rooms GA18 and GA20. See drawings.
9. What is the phasing plan per floor? It has been suggested 1 phase per floor and 2 phases per floor?
Answer: As stated in SOW this initiative is in preparation for a construction contract to commence. The awarded contractor will have to work closely with the COR/VA End User/(Awarded contractor of the Energy Efficiency Project) to coordinate a phasing plan for each area.
