QUESTION AND ANSWERS
IMPORTANT NOTE: Please review the all pages of the solicitation in its entirety, most questions are answered in the solicitation documents.
| Q: Please confirm if Date and time of submission of proposal is Thursday Feb. 1, 11am central time. |
| A: YES |
Q: Preferred Schedule of date and time of work A) Please provide the preferred start time and end time (example- Friday 9pm start to Saturday 7am end time and Saturday 9pm till Sunday 8m) for each shift.
B) Please provide the preferred days of the schedule (example - March 2, 3,4, 9, 10, 11, 16, 17, 18,… April 27, 28 and 29 etc).
A: The schedule will vary and date is TBD, but typically after 4:30 PM on weekdays and starts around 6 am on weekends and goes about 12 hours.
Q: Issuing switching orders of equipment and operation including opening and closing of breakers, operating the disconnect switch or opening the incoming line is by VA or others or contractor?. Please confirm.
A: All switching, opening and closing will be conducted by awardee
Q: For Oil filled Transformers - Does VA need TCA (Transformer Condition Analysis) as part of the scope of work or only submitting the oil lab report is sufficient? TCA would mean the oil report would be analyzed by a GE Transformer specialist and provide his recommendation on the status of the transformer.
A: TCA and oil lab report is needed.
Q: All existing protection settings for relays and trip units for testing is to be supplied by VA or others. Correct?
A: protection settings are performed by awardee if needed. No coordination study is available for settings.
Q: Can VA provide the “List of equipment’s” including equipment ID’s that would be shut down for preventative, testing work on each day or each weekend ? This would help us to better estimate and plan the manpower required to cover those equipment’s during each day of the outage. More equipment was shown during site walk thro than that was actually on the list.
Can you please provide a revised list of actual equipment that would be included in this scope of work?
A: There is a great deal of equipment to be tested, which is why the walk thru was provided is for the contractor to list anything they may need to. The list provided was just some of the original main switchgear equipment and provided as a courtesy to make bidding easier. It was never intended as the “sole source” of all equipment included. I told GE as well as everyone in the walk thru to go off of the “scope of work” (II. Project Scope) that shows “shall include the electrical distribution equipment in the following locations” (implying all) in each location to have preventive maintenance performed on them. GE asked me up front if that list was “It” and I stated this as well. They had the same opportunity as everyone else to take pictures and notes as others were doing.
Q: How many of VA electricians, maintenance personal would be available per each shift to support (to direct us around the facility, switching of equipment’s and general guidance) ?
A: There will be approx.. 5 to 6 VA staff during the times the contractor is performing work. However, the only POC is the Contracting Officer Representative (COR) which will be designate at time of Award. Direction should be on take from the COR.
Q: Is it typical to have pre-outage meeting(s) to go thro the upcoming outage plan (once the vendor was selected)?
A: Yes, an outage schedule will be written up and discussed, which can change at any time during the job since it is a hospital environment and patient care comes first.
Q: Is there a site specific safety training or LOTO (Lock Out Tag Out) training required?
A: No, but awardee will provide their own LOTO to accompany any the VA use as is standard practice to protect all parties involved.
Q: IR scan. List of equipment included/excluded from IR scan.
A: The items to have IR scan performed on them are listed in the scope of work, which is everything. All distribution will have at least an initial IR scan and items of concern will be included in report.
Q: Would you be able to provide an up to date Arc Flash study and one line diagrams for use during testing?
A: A one line can be given to awardee prior to commencement of the job.
Q: Please confirm as discussed during site walk, testing shall be performed using secondary current injection is acceptable, which is in contradiction to the bid document page 8, para B, note 3.
A: No, VA needs primary injection. Not sure where this was discussed, but I did not say secondary injection was acceptable at any point
Q: Please provide VA testing standards or procedures.
A: As the scope says, testing will be performed in compliance with NEMA, ANSI, ASTM, and NETA standards. THAT is the preferred VA standards adopted.
Type of schedule does the facility have for this project:
Q: single mobilization, multiple mobilizations?
A: We focus on one area at a time and move on.
Q: weekends or weeknights A: The work will take place after 4:30 PM on work days and all day on weekends. We try to work until a reasonable time on week nights as the support staff works the following day. Weekends are typically most of the day. The schedule is varying each day and night. Nothing set in stone until award and discussion with contractor. The last job took roughly 2 weeks, nights and weekends.
Q: hours available to work consecutively / cut off times.
A: See previous Q: Is the contractor responsible to coordinate shutdown with utility company as well as pay for those services provided by them.
A: If utility company is required for a part of a shutdown, yes, contractor is responsible for the costs incurred. I don’t think that was needed the last though.
Q: How much of the equipment can be de-energized at one time? would we be able to shutdown Sub 1 and Sub 3 at the same time? Do you all have a preference for what equipment is shut down at certain times or would you take recommendations from us?
A: One location is the focus at a time. The hospital can’t have multiple areas out at once. We will be open to suggestions form contractor awardee.
For the IR survey – Q: when is the peak load.
A: Generally midafternoon. IR’s can be done without affecting normal operations.
Q: will our technicians be escorted by your electricians and will they access – open/close the panels, bus, etc?
A: Our staff will always need to escort contractors and contractors will be responsible for all panel openings, tie ins, etc. to do testing.
Q:do you have a requirement that we provide 2 people around energized equipment while it is exposed?
A: Yes
Q: For all the MV equipment – I noticed that you do not have IR windows to access the bus – is this something that you all would like a proposal on or discuss the options at some point?
A: The Awardee of this contract can submit a quote for out of scope service for review. But the government reserve the right to seek other quotes if it is in the best interest to do so.
Q: Is this listed as a public bid?
A: This NOT a public bid or FAR 14 Sealed Biding. This is a Request for Quote (RFQ) solicitation under FAR part 13- Simplified Acquisition Procedures. Therefore, please follow the instructions as outline in Amendment A00004 to 36C25918Q0068 page 3 -an addendum to Section E.1 52.212-1 INSTRUCTIONS TO OFFERORS.
