003
SF1442, Block 10 states that the Site Visit will be held via a virtual video conference but is limited to two persons per GC. Since this will be a Virtual Site Visit, may the GC be allowed more than two persons to sign up for the teleconference?
Addressed in amendment #1
004
Will the Site Supt., if duly qualified, be allowed to also serve in the roles of SSHO & CQC or will a separate person be required for either of those two roles?
Yes, as long as Superintendent is qualified.
005
Is there a list of participating GC’s that I can contact to coordinate with for this project? (Numerous questions were received about this, they all fall under this 1)
See Attached Site Walk attendance
006
Are substitutes allowed for the light fixtures?
If so, what is the substitute submittal process, can it be evaluated before the bid due date?
Substitutes will be allowed but the contractor will need to provide a revised photometric plan showing the same calculation areas, summaries, and fixture schedule as is shown on the current plans so proper comparisons can be made by the VA and or EOR. Any substituted lighting controls from those shown on the plans will need to be coordinated with the proposed fixtures to ensure compatibility. The substituted lighting control will also need to provide the same capabilities as the currently specified lighting control system. The submittal will be evaluated after the award of bid and cost difference credited back to the VA.
007
The removal of existing light poles will result in appx. 150 old poles. Will the VA want to salvage these poles, or will the Contractor be responsible to dispose of these poles?
Poles that require replacement or are new are noted on the plans. There are 13 new poles as noted with fixture name callouts “A (N)”, ”B(N)”, “D (N)”, and “C2 (N)” as noted on the plans. There is on only 1 pole noted as “A (R)” that is being replaced. All others are existing poles with new lighting heads as noted on the plans.
008
Will the VA provide an adequate on-site contractor staging area for new poles and equipment as well as old poles and equipment, or will all staging be required to be off site?
Poles that require replacement or are new are noted on the plans. There are 13 various new poles as noted with fixture name callouts “A (N)”, “B (N)”, “D (N)”, and “C2 (N)” as noted on the plans. There is only one pole noted as (A (R) that is being replaced. All others are existing poles with new lighting heads as noted on the plans.
VA will assist with providing a staging area for the equipment. If space becomes an issue, off-site staging will then be required.
009
Has the VA performed any Hazardous Material Testing for any PCB’s or lead paint for this project? Will the Contractor be expected to encounter and HAZMAT for this project?
Contractor is not expected to encounter HAZMAT for this project.
010

Boring is not excluded by the plans or specifications.
012
Many of the existing light poles are in essentially the same locations as the new poles being installed. Will the VA provide their guidance on how the work will be phased and if any temporary lighting will be required for vehicular and pedestrian safety?
Poles that require replacement or are new are noted on the plans. There are 13 new poles as noted with fixture name callouts “A (N)”, “B (N)”, “D (N)”, and “C2 (N)” as noted on the plans. There is on only 1 pole noted as (A (R) that is being replaced. All others are existing poles with new lighting heads as noted on the plans.
013
Drawing Sheets E-2.01 -> E-2.04 has a block in the Keynotes that states “Existing conduit is to have the wire removed and the conduit abandoned”. Past experiences with long conductor runs have shown that long wire runs can sometimes be impossible to remove from the conduit. If this occurs on this project will the VA permit on a case by case basis that the wire can be abandoned in place?
This is understandable. The E.C. shall coordinate issues with the removal of existing wire on a case-by-case basis with the VA construction project manager during demolition.
014
Drawing Sheets E-3.01 -> E-3.04 have a Keynote #24 that describes a junction pull box to be installed within 3’ of each pole. Drawing Sheet E-7.02, Details #3 & #4 depict a detail for a junction pull box with gravel and bricks. It appears that the junction boxes are not depicted on the drawings. Will the Contractor follow the Drawings with no junction boxes depicted or follow Keynote #24 and install an in-ground junction box within 3’ of each pole?
Light poles are to have boxes within three feet as noted in keynote 24 and per detail 3 on sheet E-7.02 which is the VA standard for pull boxes. Pull boxes were omitted from the site plans for drawing clarity at such a small scale except for stand-alone pull boxes which are shown.
015
Can we provide a bid to the VA directly as a prime bidder or must we be a SBA?
This requirement is set-aside for SDVOSB’s only.
016
Will the VA please provide the footing details for the parking lot solar shades?
Yes, VA will provide these details upon request.
017
Will the VA accept all asphalt and concrete, be cut all at once and leave in place until excavation?
VA will not accept this method.
018
Will the VA accept backfilling of the trenches in the asphalt and concrete areas up to the top with dirt until a specific amount is excavated, to eliminate multiple mobilizations of the asphalt and concrete repair contractors?
In order to comply with patient safety, a phasing plan is to be followed. Therefore, this method is not acceptable.
019
This project will generate a large amount of removed Soil, Concrete, and Asphalt. Will the VA allocate an area large enough to stockpile the Soil, Concrete, and Asphalt to save on the overall expense of hauling short loads to the designated disposal site?
VA will not allocate an area for stockpiling.
020
For Bidding purposes and accuracy, please provide clarification what Note #9 implies in drawing E-2.03. Note #9 is being identified at fixtures C1 and D on drawing.

076
While cutting the asphalt trenches, we will cut over asphalt string stalls. Will the VA require the whole striping to be re-done or only the trenches sections?
VA will require all stripping to be re-done for uniformity.
077
I am hoping to get some clarification on the Solid State Breaker Panel and/or Breakers that are called out on E-3.01 Keynote #1. I am in direct contact with Atom Power Inc. and they advised me that they do not make a solid state breaker panel. When I asked them about the breakers Ryan B. Rizor of ATOM POWER said, "We do not have available at this time the products that were specified for this project."
I am looking to get some insight for the use of the solid state breakers/panel. Any information would be greatly appreciated.
There have been revisions made to the drawings in response to this RFI. See attached.
