CONTINUATION PAGE

The purpose of this amendment is as follows:

1. Extend the solicitation

1. Provide responses to submitted questions below.

This amendment is hereby extended until 16 November 2018 @04:00pm AZT. In order to give all proposed offerors a fair chance at building a quote, this solicitation is being extended as a result of unanswered questions that were submitted before the deadline for Q&A, Q&A #3Virtual Pharmacy Services Q 1. RFP page 35 of 53 states: As such, the contractor shall submit certifications, more specifically a Universal CFC Certification to perform the work, or something which otherwise indicates that they are authorized to perform the replacement of a refrigerant cooling tower. Please confirm that this requirement is not relevant to this solicitation.

A: This is not relevant to this solicitation, this was clerical by contracting.

Q 2. What is the average number of orders currently being verified under this contract or in support of this VA facility?

A: 40-50 inpatient medication orders/evening Q 3. Will the Virtual Pharmacist be required to cross check medication for drug/disease interactions? Will the remote Pharmacist have access to labs, PMH, etc.?

A: VP should have access to the PMR to include relevant medical information. VISTA (hospital electronic verification system has order checks built into the system that the verifyer has to evaluate.

Q 4. Will the VA provide or assist in training the contractor’s Virtual Pharmacists regarding the expectations of the verification system?

A: It would be best if the vendor has experience with the verification platform to streamline any training necessary, however some type of informal training will be provided to help the users with the VA’s Systems.

Q 5. Are there outpatient requirements being used for the purpose of mail-order prescriptions? If so, will there be any insurance requirements? Will the Virtual Pharmacist be responsible for trouble-shooting issues with insurances?

A: NO, order verification is for inpatients only.

Q 6. Are inpatients orders included in the verification process?

A: Yes, they are the only thing included Q 7. How are these services currently being performed today? By a contractor or in-house employees?

A: Tucson VA is performing this duty remotely during off tour hours.

Q 8. Who is the incumbent Contractor? When does the contract expire? What is the current contract value?

A: There is currently no contract in-place. The Tucson VA has been assisting in filling orders for the Prescott area.

Q 9. Is the incumbent contractor a Service Disabled Veteran Owned Small Business?

A: There isn’t an incumbent contractor.

Q 10. How many Pharmacists are currently providing the need and at how many locations in Prescott?

A: One pharmacist, one location Q 11. What is average amount of time it takes a qualified VA pharmacist to process a prescription refill?

A: Normal verification standards is that a pharmacist should be able to verify 60-70 orders in one hour of time.

Q 12. What is the average amount of time it takes a qualified VA pharmacist to process a new prescription?

A: Depends on the nature and intent of the inpatient order. See above Q11.

Q 13. RFP p. states: “The Contractor shall only use Government IT equipment for purposes specifically tied to or authorized by the contract and in accordance with NAVAHCS policy.” What IT equipment does the Government plan to provide to support this contract?

A: I see no reason why we’d need to provide any IT equipment to the vendor, simply NAVAHCS would need to credential the pharmacist verifying the orders and give them remote access and framework of hours and sort groups to cover.

Secure access to the NAVAHCS medical record and VISTA applications will be given to the contractors.

Q: The solicitation lists the abbreviation MO does the mean months or Medical Official?

A: Months.

Q: The solicitation lists different quantities are they supposed to be 10 or 12?

A: Both quantities are listed correctly. This contract is for one 10-month base period and four 1-year (12 month) option periods.

Q: Is the unit price per hour, or per month, or per pharmacist?

A: Unit price is a monthly rate.

Q: Is this the amount per year or month?

A: The amount, in the price/cost schedule section, is the quantity x your unit price.

Q: How do we show acknowledgement of the amendments?

A: You can show acknowledgement by listing it in your proposal, and you should also sign a copy of each amendment in the contractor portion of the page at the bottom left.

Q: How do we show that we have licensed pharmacists, do we need to submit every pharmacist’s license, or just a few for the time being?

A: You do not need to send all of the pharmacist’s licenses just a for the time being proving that you do have licensed pharmacists on staff.
