Amendment 4 Project 605-16-430 4 SW Bathroom Renovation 36C25818Q0273 6/07/18

1. The RFP references Specifications for this solicitation and it would seem that they are necessary to complete an offer. Will the VA issue the requisite specifications for this solicitation?

ANSWER: Specifications attached in amendment 3.

2. Amendment 00001, VA response to RFI question #6 states that the HAZMAT Survey will be provided to the “Winning Bidder.” Since the VA will not supply the HAZMAT report during the solicitation process, the presence, or lack thereof, of asbestos or Lead-Based Paint cannot be determined or quantified. Will the VA confirm that after the provision of the HAZMAT Survey to the winning bidder, post-award, that any abatement or remediation of hazardous materials that may be required will then become a “Differing Condition” and subject to a Contract Modification?

ANSWER: Based upon further research, there is no expected ACM. If ACM is encountered, a CO may need to be generated. The applicable sheets from the Asbestos & Lead Survey report have been attached. One sheet for asbestos and one sheet for lead. They both show no asbestos or lead within the project limits. Sheet A1-4G depicts the area of 4SW that pertains to this bathroom remodel. This report is dated March 30, 2017, conducted by Mabbett & Associates, Inc. and titled Loma Linda VAMC Asbestos & Lead Survey Volume II – Building 1.

3. Amendment 00001, VA response to RFI question #10 did not respond to the intent of the original question. Will the VA provide the as-built elevations for the restrooms so that the restoration of impacted finishes can be quantified? Will the elevations and information requested to accurately provide pricing for this restoration of finishes include information / specifications for the existing finishes?

ANSWER: As-built elevations, sections, and finish schedule have been provided for the restrooms. See attachments to this amendment. Specification 09 30 13 in previously provided specs addresses Ceramic tiling.

4. The VA has scheduled four (4) bids for the same date (06/15/18) for new projects at the VA Loma Linda campus. These solicitations are 1) Solicitation 36C25818R0176 VA Loma Linda Renovate Three Stairwells; 2) Solicitation 36C25818Q0273 VA Loma Linda 4SW Bathroom Remodel; 3) Solicitation 36C25818R0178 VA Loma Linda Legionella Mitigation; & 4) Solicitation 36C25818R0181 VA Loma Linda Replace Main Stormwater Waste & Vent Piping. Three (3) of the solicitations are even due at the same exact time, on the same date. Many of these solicitations involve the same subcontractor trades. This will cause the resources of the Contractor, Subcontractors, and suppliers to be stretched beyond capacity to achieve these simultaneous bid submittals and may cause the VA to receive a diminished bid response over all. Will the VA consider staggering these solicitations by at least a day between each one?

ANSWER: At this time, the VA doesn’t intend to change the RFP due date for 4SW bathroom remodel as this is the first proposal due from the ones mentioned above.

5. The SF 1442, Block 11 states that the Period of Performance for this project will be 217 days. The supplied Project Location Map indicates that there are (18) Bathrooms to be renovated. Sheet GI001, Last Sentence of the Project Description, states that the Contractor can only work on one Bathroom at a time. Not even figuring the unanswered issue regarding any asbestos abatement required in these bathrooms, conservatively, the heavy demolition, concrete work, plumbing, epoxy flooring, and restoration of finishes will take a minimum of 30 days per room. At one room at a time, (18) Rooms X 30 Days equals 540 days for the Period of Performance once construction is approved to begin. Will the VA allow access to 3-4 Bathrooms at one time or extend the budget and Period of Performance to accommodate the required estimated 540 Calendar Days?

ANSWER: After careful consideration and research, the period of performance will be increased to 270 days and TWO bathrooms will be allowed access for renovation at a time.
