Request for Proposal Amendment 1 Project 605-16-430 4 SW Bathroom Renovation 36C25818Q0273 5/14/18

1. We are unable to determine the method for delivering the offer for this solicitation. Will email be acceptable? Will the VA provide the email address?

ANSWER: Email is the delivery method, please email to isela.loveless@va.gov AND Christina.kellytaylor.va.gov

2. Will the VA provide the meeting location at the VA Loma Linda Healthcare System for the May 25th site visit?

ANSWER: The Physical address is 11201 Benton Street Loma Linda CA 92357. Prospective bidders should assemble on the south side, opposite of the loading dock. Meet at the metal stair case.

3. Pages 6&7 of 45, TB Testing and Keys reference the VA Medical Center in Hampton, Virginia. Should this be changed to the VA Loma Linda Healthcare System?

ANSWER: Correct, this is a typo. Change to VA Loma Linda Healthcare System.

4. RFP, Scope of Work A(i) states to “provide all labor, materials, tools, equipment, engineering, and services for renovation of the 4SW patient bathrooms in the main building at the VA Loma Linda Healthcare System”. Will the VA specify in detail what “engineering” is required from the Contractor for this project? Does the VA consider this a Design-Build project?

ANSWER: VA does not consider this a Design-build project, the design has been completed any engineering required would be field engineering based on sound principals. For example, the dwgs depict linear drains at the door threshold to keep water from migrating into the adjacent room, however, they are depicted over a grid line. They would need to be relocated or field engineer the drain to meet current design.

5. RFP, SOW Page 2, F(iv) states that “A/E through a third party will support commissioning the project for design through USGBC.” This project does not seem a likely candidate for LEED Certification. Will the VA clarify that this project will not be registered for LEED certification?

ANSWER: This project will not be a candidate for LEED certification, however VA will apply LEED principals.

6. RFP, SOW, Page 3, (ii) Site Survey, #3 & #4 instruct the Contractor to provide a CIH to evaluate the impacted area for asbestos or lead-based paint. Will the Contractor be required to provide a Hazardous Material Survey for this project as stated or will the VA provide an asbestos / LBP survey for this project? If the Contractor is required to perform a survey, will the VA add an additional 45 days to the period of performance and agree that any discovered hazardous materials will be considered a “Differing Condition”?

ANSWER: VA will provide results from recent asbestos / LBP study to winning bidder.

7. Sheet P-002, Plumbing Fixture Schedule calls out 1-LD which is a linear trough drain. In a previous project at this facility, the drains were installed as round type drains. Will the VA be changing the specification for the drains currently depicted on the drawings?

ANSWER: No, current design intent is to keep water from migrating into adjacent room. The linear drain at the door threshold meets intent.

8. Sheet PL-205 (typ. Rooms 4D-48A & 4D-71A) depicts several new drains being installed directly on column lines. The Contractor cannot core drill through any steel beams for new drains. Will the A/E for this project review this condition and provide instruction / detail for the installation of drains on column lines?

ANSWER: Correct, contractor cannot drill through any steel beams for the drains, they can however, field engineer the drain to go around structure.

9. Sheet A5.3 Finish Floor Notes specify a Stonhard resinous floor product. Will the Va accept alternate resinous flooring products, or is this a sole source item? Will the VA provide a specification for resinous flooring?

ANSWER: VA recognizes there are other products, however they must meet the specifications 09 67 23.20.

10. The drawings are unclear regarding the repair or restoration of any wall or other finishes in these restrooms. Will the VA provide information/elevations depicting any other installation of new finishes and or bathroom accessories for this project?

ANSWER: Key notes 4, 5, 6, & 8 direct contractor replace/patch/paint/match/and repair all altered surfaces.

11. The plans call for Resinous Flooring, Stonhard by Stonetec in Mojave Beige. Are you accepting equals for the flooring? If so, does it need to be approved prior to bid submission?

Is there a form to complete and submit for a Substitution?

ANSWER: VA recognizes there are other products, however they must meet the specifications 09 67 23.20. VA will accept alternate products if they meet the specifications. This does not have to be approved prior to bid submission. No form to complete just detail in bid submission.

12. I noticed in the “Safety & Environment Record”, of the bid documents that there is an EMR of equal to or less than 1.0 specified. Our company has a 1.02 EMR, does this disqualify us from bidding on this project?

ANSWER: YES, all bidders must have a EMR rating of 1.0 or below.

13. I am contacting you about the project "Renovate 4SW Bathrooms", identified as project no. 605-16-430 in the specifications. Specifications, on pg. 5 of 45, say that to be eligible for consideration and award, "the contractor shall have .....an EMR equal to or less than 1.0" Does this standard apply to individual partners of a joint venture, or does this apply only to the JV entity? I ask because Pathfinder Construction/MTM Builders JV would like to bid this project, but MTM Builders' EMR is currently 1.02. Pathfinder has no EMR rating at this time.

ANSWER: EMR rating must be 1.0 or less. No exceptions will be considered.

NOTES: A subsequent amendment will also be posted after the site visit with any questions/answers that will result from the visit.

SITE VISIT PROTOCOL: Please submit questions in writing to the contract specialist (isela.loveless@va.gov) after the site visit to have them answered via an amendment. The purpose of the site visit is to visit the area only.

File details come from the government source that posted it.
