Amendment 3 Project 605-16-430 4 SW Bathroom Renovation 36C25818Q0273 6/05/18
1. Page 1 of the Solicitation Reference Section J attached to solicitation. Please provide Section J. ANSWER: Specifications attached.
2. RFI response to question 6 in Amendment 1 claims the VA will provide the hazmat results to the winning bidder. Please provide to all bidders to review and include any associated costs for any hazmat remediation. Bidders will not be able to include costs without the report.
ANSWER: VA will provide results from recent asbestos / LBP study to winning bidder. There is no expected ACM. If ACM is encountered, a CO may need to be generated.
3. New water supply line P.O.C. will be required for the Trap Primer installations. There are no Key Notes or Details showing the new water supply line, valves, or shutdown sequencing. The existing trap primer lines are shown to be connected to the toilet flush valves and will be demo'd. Please provide direction and/or detail.
ANSWER: See Sheet P-401 for trap primer line installation. Sheet PD-204 and PD-205 require contractor to remove existing WC and flush valve (trap primer included), taking care not to damage either (protect CW supply provisionally).
Sheet PL-204 and PL-205 Note #5 states, install new trap primer… Single line diagram sheet P- 401 shows new trap primer line connection intercepting existing main area controlled (E) CW line.
4. For the new Trap Primer installation above the floor and behind the access panel, can distribution units be installed for the trap primer? If so, is there a maximum number of traps that are allowed on distribution from a single trap primer supply?
ANSWER: See remarks for distribution units on sheets P-002 and P-401.
5. Is it expected that the new trap primers operate for one restroom only?
ANSWER: Riser diagram on sheet P-401 shows trap primers serving more than one plumbing fixture. It is expected that the trap primers operate according to sheet P-401.
6. There is no indication that the sinks and shower valves need to be removed from the walls. Is this correct?
ANSWER: The scope of work doesn’t require any work regarding lavatories and/or showers.
7. Sheet PD-204 and PD-205 Note #3 indicates a new vent line installed behind the toilet. These two Sheet Notes should match with PL-204 and PL-202. Please verify there is a new vent line with new floor penetration.
ANSWER: Reference sheets PL-204 and PL-205 for location of new vent piping. Sheet PD-204 and PD-205 show V pipe serving one plumbing fixture only (WC). On sheet PL-204 and PL-205 there is an additional 2” vent pipe to serve new “LD” plumbing fixtures (typical). Riser diagram on sheet P- 401 shows the new 2” venting pipe connected from main venting system to new LD fixture(s).
8. Please indicate if Note #4 on Sheet PD-204 and PD-205 requires a new shut off valve per restroom or if the hospital is able to shut down each restroom independent of others.
ANSWER: This note indicates that contractor must coordinate water shutdown for restrooms with Resident Engineer due to shared control valve. Restroom have shut off valve at ceiling cavity/interstitial space. Some valves control more than one restroom.
9. The Demolition sheets do not indicate existing waste pipe sizes. If the new 3" waste pipe size might be an increase to existing which will cause a shutdown on the main 4" waste lateral. See Note #3 on PL-201 and PL-202.
ANSWER: Typical Existing Waste Pipe Sizes are 2” Floor Drain and 4” Main Waste (slight exceptions may apply). As-Builts from recent renovation are attached. Note 1 on plans P-204 and P-205 requires disconnecting (from main waste) and removing existing floor drains. Now, riser diagram sheet P- 401 shows new 3” waste pipe (most cases) connecting into (E) main W pipe. Many cases, new waste 3” branch line connection to main will require coordination with facilities to shut down main waste line.
10. Sheet A5.3 Detail 2 shows a 2" waste line. Plumbing sheets show a 3” waste line. Please clarify.
ANSWER: Detail 2 on sheet A5.3 shows a typical installation detail from cut-sheet. Contractor must follow raiser diagram on sheet P-401
11. Sheet PD-204, Key Note #2 instructs the Contractor to remove the water closet and flush valve. It is unclear if each bathroom has individual shut-off valves for the plumbing fixtures. For bidding purposes, should the Contractor assume each bathroom has individual shut-off valves or should the installation of new valves for each bathroom become a part of this project’s scope of work?
ANSWER: As built drawing shows existing shut-off valves at ceiling cavity. These existing valves control CW supply into mirrored bathroom areas.
12. Sheet A5.3, Detail #2 appears to depict a continuous aluminum metal extrusion at the existing tile base. Is the Contractor directed to remove the first course of wall tile above this extrusion, or directed to take the new integral resinous flooring cove base to this metal extrusion?
ANSWER: A new metal extrusion will be installed and the first course of wall tile above this extrusion will be removed and replaced. Scope of work (Implementation of work) requires that the last course of tile on the walls will also need to be removed to accommodate the new sloping floor.
13. Where will the Contractor supplies storage area be in relation to the project?
ANSWER: The construction support area and temp laydown of large material areas are located on the south side of the campus. A detailed container plan for location of material and office spaces will be provided upon award.
14. What are the working hours?
ANSWER: Patients in 4SW remain overnight, therefore working hours will be during typical daytime working hours.
15. Is the project duration still 217 days? If so, can we do 2 restrooms at a time due to epoxy flooring installation.
ANSWER: The plan is one bathroom at a time. The project duration has not been extended to my knowledge.
16. Key-note 7 on page PL 204 directs to install new Sloane Flush valve after remodel has been completed. Are we to provide and install new Sloan Valves? The valves that were seen during the walk through were new. The Demo plans states that they are to be protected with the water closet and valve.
ANSWER: The flush valve will be replaced. The flush valves will be installed per PL-204. The trap primer will no longer be connected to the water closet.
17. The solicitations references stair well remodel. Is part of the scope of this project to include any work in the stair wells?
ANSWER: This is a typo, and should read the following, “Provide all labor, materials, tools, equipment, engineering, and services for renovation of the 4SW patient bathrooms in the main building at the VA Loma Linda Healthcare System, California.”
18. Is the floor tile and wall base tile in both the shower area and toilet/sink area to be removed and replaced with resinous flooring? Or only the toilet/sink area? Note on Detail 1 on A5.3 points to the toilet/sink areas. Please clarify scope of work.
Entire bathroom floor to be replaced with resinous flooring.
19. Page 3 of the Statement of Work has a section for Specifications. Paragraph b directs you to http://www.cfm.va.gov to view the specifications. However, the specifications at that site are generic templates. Please provide specifications specific to the project.
Specifications have been attached.
20. I did not located the FAR Section 52.212-2 Evaluation of Factors, and FAR Clause 52.212-1 Instructions to offerors.
ANSWER: This RFP has provision 52.215-1 Instructions to Offerors-Competitive Acquisition (JAN 2017) This RFP is intended to be awarded without discussions. FAR 52.212-1 and 52.212-2 are used for evaluation of commercial items not construction. That is why they are not in the RFP.
21. What are the evaluation Factors? Is this LPTA?
ANSWER: Lowest Price Technically Acceptable verbiage has been added to the RFP. This will explain the process the Government intends to use for evaluation of proposals.
