About this file

This is Amendment 0001 to Solicitation 36C25727Q0034, issued by the Department of Veterans Affairs Network Contracting Office 17 on October 8, 2026, with a solicitation closing date of October 13, 2026, at 10:00 a.m. Central Time. The amendment provides Government responses to vendor questions and technical clarifications regarding the procurement of a duplex oil-free scroll air compressor system for laboratory use.

The required system must deliver a minimum of 12.3 SCFM at 116 PSI and utilize a duplex configuration where one pump maintains required pressure and airflow while the second pump serves as backup. The system must include a comprehensive air-treatment module containing dual desiccant dryers, demand-based purge control, dew-point transducer, carbon monoxide transducer, prefilters, after-filters, activated-carbon filters, final-line pressure regulators, pressure gauges, and relief valves. Electrical service requirements are 30 amperes, 480 volts, three-phase, 60 hertz, supplied from an existing onsite motor-control center. The requirement is non-brand-specific; factory-new equipment from any manufacturer meeting all mandatory specifications is acceptable. The Government will position, install, and complete electrical and air-piping connections for the new equipment and remove the existing compressor. Contractors must provide a minimum of one onsite visit for startup, commissioning, operational verification, and training. Preferred delivery is eight weeks after receipt of order, with a maximum acceptable delivery period of 12 weeks after receipt of order. This is a total small-business set-aside for supplies, and the Nonmanufacturer Rule does not apply. Offerors must acknowledge receipt of this amendment and submit revised quotations addressing all clarified requirements by the solicitation closing date.

SOLICITATION AMENDMENT

Solicitation Number: 36C25727Q0034

Amendment Number: 0001

Subject: Questions and Answers and Technical Clarifications

Requirement: Duplex Oil-Free Scroll Air Compressor System

Date Issued: October 8, 2026

1. Purpose

The purpose of this amendment is to provide the Government’s responses to questions received concerning Solicitation 36C25727Q0034 and to clarify certain technical, delivery, startup, and training requirements.

The questions and Government responses below are incorporated into the solicitation. In the event of a conflict between this amendment and the original solicitation, this amendment controls.

The solicitation closing date and time remain unchanged unless modified by a separate written amendment.

2. Questions and Answers

Question 1 — Existing Equipment Identification

Please provide clear photographs of the existing compressor’s manufacturer data plate or nameplate, pump and motor data plates, and the complete unit. Please also confirm the manufacturer, full model number, and whether “AS500-T2-DD” is the manufacturer’s model number or a facility-specific reference.

Government Response:

The existing compressor is not relevant to the selection of the new system because the existing unit is not rated for the new laboratory equipment. Offerors shall propose a new system that satisfies all requirements of the solicitation, Statement of Work, and this amendment. The Government will not provide additional identification information or photographs of the existing compressor.

Question 2 — Required Airflow and Redundancy

What minimum delivered airflow, in CFM or SCFM, is required at 116 PSI? Must either pump independently supply the full laboratory demand with the other pump unavailable to satisfy the redundancy requirement? Please also clarify whether the existing unit is inadequate because of pressure, airflow, reliability, or another issue.

Government Response:

The system shall provide a minimum delivered airflow of 12.3 SCFM at 116 PSI.

One pump shall maintain the required pressure and airflow volume while the second pump serves as the backup.

The existing compressor is not rated for the new laboratory equipment and is not the basis for determining the acceptability of proposed equipment.

Question 3 — Air-Treatment Requirements

Must the supplied system include an air dryer, filters, and a pressure regulator? Please specify any required pressure dew point, filtration rating, or air-quality standard. Will any existing air-treatment equipment be reused?

Government Response:

The proposed system shall include an air-treatment module containing the following:

1. Dual desiccant dryers configured for energy-efficient operation.

2. A control arrangement that purges only as necessary based on the applicable dew-point setting.

3. A dew-point transducer.

4. A carbon monoxide transducer, preferably integrated with the electrical control panel.

5. Prefilters.

6. After-filters.

7. Activated-carbon filters.

8. Final-line pressure regulators.

9. Pressure gauges.

10. Relief valves.

Offerors shall include the required air-treatment components as part of the complete proposed system. Offerors shall not assume that existing air-treatment equipment will be reused unless expressly authorized by the Contracting Officer in writing.

Question 4 — Electrical and Physical Requirements

Can the required voltage—208 volts or 460 volts, three-phase—be confirmed before quotation?

Please provide any installation footprint, height, access, and facility air-connection-size requirements.

Government Response:

The required electrical service is:

• 30 amperes

• 480 volts

• Three-phase

• 60 hertz

Electrical power will be supplied from an existing motor-control center at the site.

No other solicitation requirement is changed by this response. Offerors shall identify the proposed system’s dimensions, operating clearances, electrical requirements, air-connection sizes, and other site-interface requirements in their technical quotations.

Question 5 — Acceptable Equipment

The Statement of Work describes the requirement as non-brand-specific. Please confirm that a new system from an alternative manufacturer meeting or exceeding all stated specifications is acceptable rather than requiring an exact replacement of the referenced unit.

Government Response:

Yes. The requirement is non-brand-specific. A factory-new system from any manufacturer is acceptable if the proposed system meets or exceeds every mandatory requirement of the solicitation, Statement of Work, and this amendment.

The equipment proposed in the quotation will be evaluated for technical acceptability. After award, the contractor shall not substitute equipment, manufacturers, models, or major components without prior written approval from the Contracting Officer. The Contracting Officer may obtain the Contracting Officer’s Representative’s technical review before approving a proposed substitution. The Contracting Officer’s Representative is not authorized to modify the contract.

Question 6 — Installation and Startup Coordination

Please confirm that the Government will position and install the equipment and complete the necessary electrical and air-piping connections before factory startup. Please also clarify whether removal and disposal of the existing compressor are Government responsibilities.

Government Response:

Yes. The Government will:

1. Position and install the new equipment.

2. Complete the necessary electrical connections.

3. Complete the necessary air-piping connections before factory startup.

4. Remove the existing Government-owned compressor.

The contractor remains responsible for the factory startup, commissioning, operational verification, and training requirements identified in the solicitation.

Question 7 — Startup Quantity and Schedule

The pricing schedule lists factory startup and training as quantity one, with the unit of measure shown as “MO.” Please confirm whether this represents one onsite startup and training visit or one month of service.

Government Response:

The requirement is for a minimum of one onsite visit to perform startup, commissioning, and training. It is not a requirement for one month of service.

The Government will coordinate the date and time of the onsite visit after the Government completes equipment installation and the required electrical and air-piping connections.

The contractor shall include all labor, travel, tools, materials, and incidental expenses necessary to perform the required startup, commissioning, operational verification, and training.

Question 8 — Separate Compressors

The requirement states that a dual-motor scroll compressor is required for redundancy. Scroll compressors with multiple motors may operate in tandem to achieve specified airflow levels and may not provide redundancy if the overall machine fails. Does the Government require two separate compressor machines for true redundancy?

Government Response:

No. Two separate compressor machines are not required.

The proposed system shall use a duplex configuration in which one pump can maintain the required pressure and airflow volume while the second pump serves as the backup. The complete proposed system must satisfy all technical and performance requirements of the solicitation, Statement of Work, and this amendment.

Question 9 — Delivery Lead Time

What is the longest acceptable lead time for delivery of the equipment to the destination?

Government Response:

Delivery within eight weeks after receipt of order is preferred. The maximum acceptable delivery period is 12 weeks after receipt of order.

An offeror proposing delivery later than 12 weeks after receipt of order may be determined technically unacceptable.

Question 10

The solicitation closing date is October 13, 2026, at 10:00 a.m. Central Time. The date stated in the SAM.gov notice and solicitation cover page governs. October 19, 2026 date appearing in Addendum E.2, paragraph B, was an administrative error and is superseded by this clarification.

Question 11 – CLIN 0001 Description

Yes. “AS500-T2-DD, 5HP Scroll Duplex” is a reference description only and is not a brand-name requirement. The solicitation is non-brand specific.

A factory-new duplex oil-free scroll compressor system from any manufacturer will be considered technically acceptable if it meets all mandatory requirements of the solicitation, Statement of Work, and amendments, including the required minimum performance and configuration characteristics. The proposed product must be supported by sufficient technical literature and documentation to demonstrate compliance with all solicitation requirements.

Question 12 – Nonmanufacturer Rule

The Government confirms that this acquisition is a total small-business set-aside for supplies with an estimated value at or below the simplified acquisition threshold. The Government does not intend to apply the Nonmanufacturer Rule to this acquisition.

A small-business quoter may offer equipment manufactured by another concern, provided the quoter is eligible under the small-business set-aside, offers factory-new equipment from an authorized and traceable source, and complies with all applicable solicitation requirements, including domestic-preference and country-of-origin requirements. If the quoter is not the original equipment manufacturer, the quotation should include documentation demonstrating the quoter’s authority to furnish the proposed equipment and applicable manufacturer-supported warranty, startup, training, parts, and service
