About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 17 in San Antonio, Texas.

The solicitation amendment (36C25727Q0023, dated September 24, 2026, effective October 6, 2026) addresses diagnostic testing and repairs for Russelectric Automatic Transfer Switch (ATS) units at the South Texas Veterans facility. The procurement includes two line items: Item 0001 requires a flat-fee quote for diagnostic testing of the ATS units, which offerors must provide for evaluation; Item 0002 is a not-to-exceed (NTE) repair cost determined by the government at time of award, for which offerors will not provide pricing. The government confirmed acceptance of RPTCS controller upgrades as a viable repair solution, noting that legacy controller parts are no longer manufactured. After diagnostic testing is completed, the contractor must provide a repair quote; if costs are deemed unfair and unreasonable, the government reserves the right to pursue repairs from another source. The government may increase the NTE value post-award if additional funding is determined necessary. For Series 3299 switches that cannot be directly upgraded due to age, full replacement units are required with specifications of 480V 3-phase power, 600A amperage, 3-pole configuration, and NEMA 1 indoor enclosure type. The amendment provides updated pricing schedule information and responses to three vendor questions addressing controller upgrades, pricing structure modifications, and technical specifications for replacement units.

A.2 VENDOR QUESTIONS & RESPONSES

1. Following discussions with Russelectric/Siemens, we were advised that an RPTCS controller upgrade is needed to properly maintain the affected ATS units and provide a reliable preventive maintenance solution going forward. We were also advised that parts for the existing legacy controllers are no longer being manufactured, making continued repair increasingly difficult. For this reason, the RPTCS upgrade appears to be the most practical long-term solution.

- Would the Government accept the RPTCS controller upgrade as an acceptable method of completing the required ATS repairs under the Statement of Work?

o Yes, the Government will accept the RPTCS controller upgrade as an acceptable method of meeting the agency’s need.

2. It is difficult to accurately quote the repairs that are needed until the tests are performed, and the diagnostic tests must be performed prior to repairs being made. Will the contractor be allowed to make amend to their quoted price once it is determined what repairs are needed? Is it possible to change the price schedule, a CLIN for the diagnostic test and a CLIN for the repairs?

o A new Price/Cost Schedule is provided. One line-item is a flat fee for diagnostic’s which offerors will provide and be evaluated on. The other line-item is a not-to-exceed (NTE) that will be determined by the government at the time of award. Offerors will not provide pricing for that line-item. After the diagnostic test is completed, the contractor will provide a quote for repairs/upgrades. If the cost is not found fair and reasonable, the government will pursue repairs from another source.

The government may increase the NTE value post-award, if it is determined that additional funds are needed.

3. As we work on finalizing the upgrade path for the South Texas Veterans project, our team has noted that the existing switches under series 3299 cannot be upgraded directly due to their vintage and will need to be quoted as a full replacement.

- To ensure we configure the correct replacement units to match your system, could you please provide the following technical details?

• Voltage: 480V – 3-phase

• Amperage: 600A

• Pole Configuration: 3-pole

• Enclosure Type / NEMA Rating: NEMA 1 indoor

• Service Entrance requirement or any specific controller options: Not Applicable
