About this file

This document is an Amendment (0002) to a Department of Veterans Affairs solicitation for remodeling an amphitheater at a VA medical facility. The amendment includes responses to 30 Request for Information (RFI) questions covering critical project details such as scope, warranties, hazardous materials, infection control, and project delivery method. Key clarifications include: the project is a design-bid-build contract with a Level 4 Infection Control Risk Assessment (ICRA), all work and systems are to be contractor-furnished and contractor-installed, the entire amphitheater and restroom project area can be taken out of service simultaneously, and a 24-hour fire watch is required during demolition. The project involves comprehensive renovations including audiovisual systems, access control, fire alarm integration, and interior finishes, with an estimated contract value over $2 million. Bidders are required to submit subcontractor quotes, electronic and one physical set of closeout documents, and past performance information for projects completed within the last three years.

RFIs | 36C25726R0011 | CTX 674-16-016 - Remodel Amphitheater

1. Will an asbestos report be provided?

VA Response: The VA will provide the asbestos report for the project.

2. Will the Planar Systems Stage Screen be carried by the GC or separate vendor?

VA Response: The GC is responsible for providing and installing audiovisual systems.

3. Who is the Fire Alarm contractor for the building, or what system will be integrating into?

VA Response: The building’s existing fire alarm system is Edwards.

4. Who is the BAS Controls Contractor for the building?

VA Response: The BAS for the building is Johnson Controls (Metasys).

5. Is GC responsible for Card readers and Access Control or will this be handled directly by VA’s security vendor?

VA Response: The GC is responsible for providing the card readers and access control systems.

6. T0.01 mentions an Audio Visual Scope Matrix to reference. Where can this be found, or will it be provided?

VA Response: Responsibility matrix to be provided on sheet T0.01.

7. Details 9 and 10 on sheet S-101 mention that concrete slab and metal decking to be by others, however I can not locate where these details are called for. Is this the stage expansion, or the seating area? Will the concrete and decking be by others?

VA Response: These are metal stud typical details that were used in an iteration of design for high ceiling framing that are no longer used. The detail should have said “existing concrete or steel deck” However there is no longer high stud framing. Disregard details 9&10 as high framing changed to Unistrut and Steel.

8. Detail 6C on page A-801 states for Wood Paneling on the front face of the stage to be WP1, WP1 is not listed in the finish schedule, please advise.

VA Response: L1 is the wood paneling finish at the front face of the stage, as shown on Detail 6C/A-801 and the A-810 Material Finish Schedule. Bidders shall include L1 in their bid in accordance with the drawings.

9. The solicitation states that the contractor shall provide a minimum three (3) year warranty from both manufacturer and installer, including parts and labor, unless specified otherwise in the specifications. Several specification sections reference a one‑year “Warranty of Construction” under FAR 52.246‑21, while others require longer manufacturer warranties. Please confirm: (a) whether the intent is a three‑year minimum warranty for all systems and trades (labor and material), except where a longer period is specified in the specs; or (b) whether any sections that reference a one‑year construction warranty are intended to be limited to one year despite the solicitation language.

VA Response: (B) – Sections that reference a one-year construction warranty are intended to remain one year, even though the solicitation includes a general three-year warranty statement. Longer warranties still apply where specifically required by the specifications.

10. The Scope of Work calls for multiple sets of submittals and closeout documents on physical CDs (three CDs in one section and four CDs in another), while the specifications (01 33 00 and related closeout sections) are written around electronic PDF submittals and electronic O&M manuals. Please confirm the required number of copies and whether the VA will accept all submittals, O&M manuals, and training videos in electronic format only (e.g., PDF/video files uploaded per VA procedures) in lieu of physical CDs/DVDs.

VA Response: All submittals and RFIs shall be submitted electronically, with the exception of physical material samples. For closeout documents, the VA requires one (1) physical hard-copy set, in addition to the electronic PDF copies.

11. GI‑003 indicates that the existing men’s and women’s restrooms (Rooms 1B166 and 1B167) are to remain with no work in the Base Bid and that restroom modifications occur under Add Alternate No. 1 and Add Alternate No. 2. However, certain demolition and site‑photo mark‑up sheets (e.g., AD‑104) show removal of fixtures and finishes in these same restroom areas without clearly labeling them as alternate‑only work. Please confirm, for each of Rooms 1B163, 1B164, 1B164A, 1B166, and 1B167, exactly which work is included in the Base Bid and which work is included in Add Alternate No. 1 and Add Alternate No. 2 (demolition, new partitions, fixtures, finishes, accessories, and any associated MEP/FA work).

VA Response: All items shown in the drawings and specifications, including those previously labeled as “Alternate,” shall be included in the Base Bid.

12. The VHA Pre‑Construction Risk Assessment characterizes the work as a large‑scale construction activity and lists specific infection control and safety requirements, while also stating that it is “for bidding purposes only” and will be re‑coordinated by the COR prior to construction. Please confirm whether bidders are to (a) fully include the controls shown in the current PCRA (e.g., negative air units running 24/7, anterooms, dust partitions, HEPA filtration, monitoring, etc.) as the basis of bid, with any reductions after re‑evaluation handled via modification; or (b) treat the PCRA as preliminary guidance only and price infection control measures based on a different assumed risk class.

VA Response: Confirmed. Bidders shall include and perform the infection control measures as shown in the current PCRA

13. The specifications include general requirements for hazardous materials (asbestos, lead‑based paint, and other contaminants), but the bid documents do not appear to include a project‑specific hazardous materials survey for the amphitheater and adjacent restroom areas. Please confirm whether: (a) a current asbestos/lead survey for the exact project area is available and will be provided to the contractor; and (b) bidders should assume that any hazardous materials abatement required within the identified work area is included in this contract, or will be handled by the VA under a separate contract.

VA Response: The VA will provide the hazardous materials survey for the project area.

14. The Scope of Work and risk assessment documents reference project phasing and maintaining hospital operations. Please clarify the intended phasing requirements for this project, including: (a) whether the entire amphitheater/restroom project area can be taken out of service at once, or if work must be phased to maintain partial use; (b) any required interim milestones or partial turnovers (e.g., restrooms or adjacent corridors reopened by a specific date); and (c) whether any work is specifically required to occur after normal hours or on weekends beyond the general requirement to request after‑hours work in advance.

VA Response: The entire amphitheater and restroom project area may be taken out of service at one time. No interim milestones or partial turnovers are required. Any work that is disruptive to hospital operations shall be performed during off-duty or after-hours periods, in coordination with the VA and with advance approval.

15. The structural drawings include a detailed Special Inspections matrix referencing IBC Chapter 17 requirements for concrete, masonry, steel, and post‑installed anchors. Please confirm whether the contractor is responsible for retaining and paying an independent testing and inspections laboratory to perform all required special inspections and tests, or whether any portion of these special inspections will be provided and paid for directly by the VA.

VA Response: All third-party inspection and testing shall be performed and paid for by the GC.

16. The Material Board and specifications identify specific manufacturers and finishes for the amphitheater seating and interior finishes, and the AV/low‑voltage drawings show audio/visual systems and cabling within the space. Please confirm: (a) that all fixed amphitheater seating, associated upholstery/laminate finishes, and any shown loose seating are to be fully furnished and installed by the contractor under this contract; and (b) whether all AV equipment (racks, processors, amplifiers, speakers, microphones, displays, control touch panels, programming, etc.), as shown on the drawings and in Division 27 specifications, is contractor‑furnished/contractor‑installed (CFCI), or if any items are owner‑furnished/contractor‑installed (OFCI) or by others.

VA Response: Bidders shall use the solicitation documents as the basis of bid. All work, equipment, seating, finishes, and AV systems shown in the drawings and specifications shall be included in the contractor’s bid.

17. Are we to dispose/abate of any asbestos, lead, mold or other hazardous material as part of this project? If so, provide appropriate hazardous material site survey report.

VA Response: Same as RFI #13—the VA will provide the hazardous materials survey for the project area.

18. What will the ICRA level be for this project?

VA Response: The required ICRA level for this project is Level 4.

19. Are there any required/proprietary subcontractors the general contractor is to hire associated with this project?

VA Response: None

20. Will all work associated with this project able to be performed during regular working hours?

VA Response: Any work that is disruptive to the medical center shall be performed during off-duty or after-hours periods.

21. It is our understanding that the Solicitation is a negotiated Bid (RFP) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government's AE. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct?

VA Response: This project is a design-bid-build delivery. The Government’s A/E is responsible for the design, and the successful offeror is responsible for construction in accordance with the provided drawings and specifications. No design-build services are required under this contract.

22. Are we required to provide a 24 hour/day on-site fire watch during demolition?

VA Response: Yes, this is required. A heat detection system shall also be installed during demolition.

23. Please confirm 1) Fire Suppression to be left in place as-is. 2) Parts of the fire suppression are to be replaced. If so, please specify what is to be replaced. 3) The entire fire suppression system is to be removed and replaced throughout the entire construction space.

VA Response: The existing fire sprinkler system shall be reused. Sprinkler piping and associated sprinkler heads shall be modified in accordance with NFPA 13 to accommodate the new ceiling and partition layouts.

24. Per Volume, Section C.3, supporting documents are required for quote/price breakdowns. Are we required to submit subcontractor quotes with our proposals?

VA Response: Yes.

25. Please provide details for FSKN#1. It is listed on the room finish schedule as a wall finish, but nowhere else that I can find that specifies it.

VA Response: FSKN #1 is identified on the A-810 Room Finish Schedule – Finish Schedule Key Notes (FSKN) #1.

26. Base finish for the 2nd floor lists C1, F2 & F6 yes these are not shown on the material finish schedule. Please clarify what is required.

VA Response: The base finishes are shown on the A-810 Second Floor Room Finish Schedule. Bidders shall include these finishes in their bid in accordance with the solicitation documents.

27. Is the fire alarm system currently Simplex or Edwards EST?

VA Response: The existing fire alarm system is Edwards. All new work shall match the Edwards system.

28. Vol II - Past Performance: The solicitation states "Offerors are encouraged to submit information relating to up to three projects, each with a minimum value of $2 million, that have been completed or is in the process of completing within the last three (3) years."

Is the Government willing to adjust the recency requirement from 3 years to 5 years?

VA Response: No.

29. We would like clarification on whether Page 20 (Self-Performed Calculations) should be included with Volume III – Price: Complete Price/Cost Schedule at the time of submittal, or if it should be placed in another section of the submittal package.

VA Response: All self-performed calculations shall be submitted as part of Volume III

30. Please confirm the minimum staffing requirements for the Superintendent, Site Safety and Health Officer (SSHO), and Contractor Quality Control (CQC) functions on this project. Specifically, may one qualified individual employed directly by the prime contractor serve in more than one role (e.g., Superintendent + SSHO + QC Manager) if they meet all training/experience requirements, or are any of these positions required to be separate, full time individuals?

VA Response: Yes, the Superintendent may serve in multiple roles (including SSHO and/or CQC Manager) if the individual is qualified and meets all training, experience, and certification requirements for each role being combined.
