About this file
This document is an Amendment (0002) to a Department of Veterans Affairs solicitation for the renovation of Building 62 AC Shop at the Temple VA facility. The amendment addresses Request for Information (RFI) responses from potential contractors, clarifying critical project details including demolition risks, sprinkler system status, building controls, and site management requirements. Key clarifications include: 1) contractors are responsible for repairing any damage caused by their work methods, 2) the building does not have a sprinkler system, 3) building automation system (BAS) controls must match the existing Johnson Controls Metasys system, and 4) the site superintendent can simultaneously serve as quality control and safety officer. The project involves renovating an existing structure with complex demolition considerations, requiring careful planning for dust control, pollution prevention, and hazardous waste management.

1. Demolition of the roof structure will be a concern given the current condition of the roof structure and exterior walls. The roof structure is still attached to the exterior walls. It is not safe to walk under the collapsed portions to completely secure bracing. If the contractor 1) uses an engineered bracing plan to help stabilize the walls, and 2) uses careful work practices, and the walls collapse or are damaged due to their existing compromised condition:
0. Will the contractor be held responsible for repairing the walls?
· VA Response: The contractor is responsible for repairing any damage caused by their means and methods.
0. If the contractor must repair the walls, will the VA allow a change order to pay for the additional work or must the contractor bear the cost within their bided/awarded amount?
· VA Response: The contractor is responsible for repairing any damage caused by their means and methods.
1. Sprinkler Status Clarification (E001 vs Life Safety Plan) - Sheet E001 identifies the building as “FULLY SPRINKLERED,” while the Life Safety Plan indicates “SPRINKLERS: NOT REQUIRED.”
1. Please confirm whether the building is to have a fire sprinkler system or not.
1. Please confirm the basis of the electrical design based upon whether the building is fully sprinklered or not sprinklered.
· VA Response: The statement on the electrical sheet is in error. There is no sprinkler system, and the electrical design was not based on including sprinklers in the building.
1. BAS / Controls Sole Source Requirements - Specifications indicate VA-approved or sole-source BAS controls. Please confirm the following:
a. approved BAS manufacturer(s)
b. whether a VA-designated controls contractor is required
c. the responsibility split between mechanical and controls contractors.
· VA Response: The BAS controls for this project shall match the existing system at the facility which is Johnson Controls Metasys.
1. Can the Site Super act as the QC and SSHO if they posses the required qualifications or will this be a two-hat project?
· VA Response: These responsibilities can be combined under a singular person.
1. The condition of the building is much different in person that it is in the site pics. Under large scale construction activity it calls for dust control plan and pollution prevention plan. What exactly does that entail? Neg air? Full building envelope, etc.?
· VA Response: The design package was developed some time ago, so there may be some differences from the existing conditions. The pre-bid site visit was provided for the bidders to evaluate existing conditions vs the project scope.
As far as the requirements for pollution protection, the requirements for ICRA and pollution protection should be as required in the VA standard specifications.
1. Does Temple have a specific waste facility that accepts hazardous waste?
· VA Response: The Temple VA does not have a specific hazardous waste facility. The contractor is responsible for identifying a permitted waste facility within the vicinity for use it taking waste materials off-site.
