Amendment of Solicitation/Modification of Contract

This is an Amendment No. 0001 to Solicitation 36C25726Q0804 issued by the Department of Veterans Affairs Network Contracting Office 17 in San Antonio, Texas, effective August 6, 2026. The amendment extends the deadline for receipt of offers to August 20, 2026 at 1:00 PM CDT and provides responses to vendor questions regarding Vehicle Entrance Gate Repairs.

Key clarifications from the vendor Q&A include: no drawings are currently available; vendors should reference the site visit conducted on August 11, 2026 and the Scope of Work for specifications, with a location map to be provided upon award; UL325-compliant gate operator equivalents are acceptable if they meet SOW requirements; one new slide gate leaf will be furnished and installed; the contractor must submit a detailed project timeline upon award (subject to government approval) and is responsible for securing gates during work using barricades or appropriate methods, while traffic control remains the government's responsibility; vegetation restoration requires Bermuda grass with minimum 2-inch topsoil and watering twice during the first week; operators will be battery and solar operated with no electricity installed; and the government will not approve relocating the concrete pad at Ave U or adding stiffener bars to all gates. Offerors must acknowledge receipt of this amendment prior to the extended deadline by completing and returning copies of the amendment, acknowledging it on each offer copy, or sending separate written communication referencing the solicitation and amendment numbers.

Responses to Vendor Questions - Vehicle Entrance Gate Repairs 36C25726Q0804

1. Drawings / specifications. No drawings, plans, or specifications were included. Will drawings or specifications (gate locations, retaining wall details, drainage, electrical) be provided for pricing? No drawings are available currently. Please refer to the information obtained during the site visit conducted on August 11, 2026, and the Scope of Work (SOW) for specifications. A map indicating the locations will be provided upon award. Each location was visited during the site inspection.

2. Gate operators make/model. The SOW requires removing seven LiftMaster HDSL24UL operators and supplying "vehicle gate controllers compatible with VA access control." Is a specific replacement operator make/model required, or is any UL325-compliant operator compatible with VA access control acceptable? Equivalents are acceptable that meet the requirements of SOW.

3. New slide gate scope. Please confirm the number of new gate leaves to be furnished and installed. The number of new gate leaves to be furnished and installed is One (1).

4. The SOW states that only one gate may be repaired at a time. Please provide the allowable outage duration for each gate and clarify whether each gate must be returned to full operation at the end of each workday. Please also identify any requirements for temporary gates, barricades, traffic control, security personnel, or temporary access while a gate is out of service. The contractor will provide a detailed project timeline upon award, which will be subject to government approval. The contractor is responsible for ensuring that the gates remain secure during any work, utilizing barricades or other appropriate methods. Traffic control responsibilities will remain with the government.

5. Please provide the required hydroseed mix, topsoil requirements, limits of restoration, watering/establishment requirements, and required establishment period for areas disturbed by the work. Bermuda / Topsoil Min 2inches / Watering twice the first week.

6. Is there going to be electricity at the operators when installed or are we just biding to set the conduit for future power to be run to the operators? No electricity will be going to the operators when installed. Operators are battery and solar operated.

7. The gate at Ave U, would the owner be open to removing the concrete pad and setting it back farther so the gate can be moved away from the columns? The owner would not be open to removing the concrete pad and setting it back farther so the gate can be moved away from the columns.

8. Would the owner be open to all the gates getting stiffener bars added to them? The owner will not be open to all the gates getting stiffener bars added to them.
