Question 1:

The Statement of Work states that the requirement is for healthcare furniture that meets VHA IDIQ specifications, and Section C.1 includes task/delivery order language referencing the terms and conditions of a contractor’s Indefinite Delivery Contract.

However, the SAM.gov posting and RFQ instructions identify the solicitation as an SDVOSB set-aside RFQ and direct interested vendors to submit quotes by email.

Response: Statement of work removed VHA IDIQ Specification and replaced with Salient Characteristics. Removed C.1 that includes task/delivery language and SDVOSB Set-aside is confirmed as correct for this procurement.

Question 2:

Confirm whether this RFQ is open to all eligible SDVOSB offerors, or whether quote submission is restricted only to current VA healthcare furniture IDIQ contract holders.

Question 3:

Does an SBA class or individual Nonmanufacturer Rule waiver apply to this acquisition and the specified Kimball workstation pods?

Response: An SBA class or individual Nonmanufacturer Rule (NMR) waiver does not apply to this acquisition. The specified Kimball workstation pods are being used only as a benchmark for required salient characteristics, and the procurement does not require the government to purchase the brand‑name item. SDVOSB offerors may therefore provide equivalent products that meet all listed salient characteristics without the need for an NMR waiver.

Question 4:

If a waiver applies, will the Government identify it through a written solicitation amendment?

Response: No waiver applies to this acquisition; therefore, the Government will not issue a written solicitation amendment identifying a waiver.

Question 5:

If no waiver applies, should offerors propose a technically equal product manufactured in the United States by a qualifying small-business manufacturer?

Response: Yes. If no waiver applies, offerors should propose a technically equal product that meets all salient characteristics and is manufactured in the United States by a qualifying small‑business manufacturer.
