About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs, Central Texas Veterans Healthcare System. The amendment modifies solicitation 36C25726Q0659 (originally issued August 3, 2026) and extends the offer receipt deadline to August 21, 2026 at 10:00 AM CDT. The amendment incorporates four key changes: (1) adds FAR Clause 52.223-2 regarding reporting of biobased products under service and construction contracts by reference; (2) provides vendor question and answer clarifications; (3) incorporates a revised Performance Work Statement; and (4) extends the solicitation close date as noted above.
The Questions and Answers section addresses 17 vendor inquiries across three facility areas: Buildings B116/B117, and ELP Canteen. Key clarifications include: floor waxing frequency and methodology per revised PWS section 5.2.4a; contractor responsibility for furnishing and replenishing restroom supplies including soap dispensers, paper towels, and toilet tissue; requirement to hang daily checklists in various locations; cleaning of TV and monitor backs; handling of documents during cleaning (dust or wipe in place without moving); use of regular water only for handicapped ramps to preserve historical integrity; light dusting of ceiling light fixtures without removing covers; and a critical requirement for continuous on-site janitorial coverage during facility operating hours (0700–1700) rather than scheduled visits. For the ELP Canteen, answers specify steam table cleaning, ceiling light fixture cleaning without cover removal, walk-in rack cleaning only (with VCS staff removing food items), EPA-approved food-grade sanitizers, light dusting of ceiling tiles, and coordination of 2–3 racks cleaned at a time. The amendment confirms this is a new requirement with no incumbent contractor and clarifies that CEH certification documentation is not required at proposal submission but may be requested from the successful offeror prior to performance.
