About this file

This is Amendment 0002 to a federal solicitation for water heater repair and replacement services at a Department of Veterans Affairs facility in Temple, Texas.

The solicitation number is 36C25726Q0654, issued by the Department of Veterans Affairs Network Contracting Office 17. The amendment extends the offer receipt deadline to July 16, 2026 at 10:00 AM CDT. The primary purpose of this amendment is to provide government responses to 29 vendor questions and clarify solicitation requirements. The work involves repair and replacement of water heaters in Buildings 163, 202, and 203, with key requirements including: maintaining domestic hot water availability during normal business hours (Monday-Friday, 8:00 AM to 4:00 PM CDT); reconnecting existing controls; meeting OSHA requirements with contractor responsibility for equipment disconnect/reconnect; providing three steam bundles for Buildings 163/203 units; delivering removed metals to VA recycling; and providing contractor-specific QA/QC and Safety Plans. Contractors must cover all warranty work with a 24-48 hour response time from notification, complete facility onboarding procedures following award, and may have one superintendent fulfill supervision, safety, and QAQC roles. The project is tax exempt, no drawings or as-built drawings will be released, and bonding is not required. All technical specifications, equipment details, pipe sizes, and piping diagrams must be field-verified during site visits, as the government did not provide existing documentation.
