About this file
This is an Amendment/Modification to a solicitation in the form of Questions and Answers (Q&A) for a patient elopement system installation project. The amendment (0005) was issued on June 16, 2026, by the Department of Veterans Affairs North Texas Healthcare System Regional Procurement Office West, with the contracting officer Frank Mendoza. The solicitation number is 36C25726Q0529, and the project involves installing a wander management/elopement detection system across two VA facilities: Dallas VA Medical Center and Sam Rayburn Memorial Veterans Center (Bonham CLC Building 29).
The Q&A document addresses 63 vendor questions regarding system specifications, installation requirements, and facility infrastructure. Key requirements include: Class III dust containment during installation and de-installation in patient areas; removal of legacy system cabling; installation of magnetic locks, keypads, and motion detectors on 27 single doors and 5 double doors across both facilities; procurement and installation of all network cabling and switching equipment by the vendor; a VA-furnished virtual server hosted in Dallas to serve both sites via VA WAN connectivity; 150 wristband patient tags for Dallas and 50 for Bonham; and compatibility with existing fire alarm (Notifier) and security systems. The vendor must provide 6 monitoring displays (24-inch monitors) for Dallas and 3 for Bonham, interface with existing access control systems where applicable, and ensure all contractor personnel obtain VA background clearance (estimated 4-6 weeks). The Period of Performance is approximately one year from the award effective date, with concurrent or sequential deployment acceptable. Site visits are not mandatory. Software upgrades and patches will be coordinated with Biomedical Engineering via email requests. The contract vehicle is not specified in this amendment document.

Will customer provide a 4-post rack or cabinet with space available for the Server? Some areas will have racks, but others may not.
There is plenty of rack space for any of the vendor’s servers and switches.
10
Is the vendor required to remove all cabling associated with “Old Equipment Removal
Yes
11
Is it a requirement for any proposed Patient Elopement System that it be “delivered on a platform capable of supporting future expansion into asset and equipment tracking and staff duress functionality
The ability to expand into asset and equipment tracking and staff duress functionality would be ideal, but not entirely necessary.
12
Will the Place of Performance be updated to include the Bonham VA
Yes.
13
To which requirement shall the vendor adhere?
Vendors will not have ability for remote support.
14
The Q9 response confirmed rack space availability. Please clarify whether "rack space" refers to (a) Dallas VAMC only, (b) Bonham CLC Building 29 only, or (c) both sites. Offerors proposing a single VA-furnished virtual server need to know the intended server host location in order to accurately scope network connectivity requirements.
Rack space is available in both locations. Host location is Dallas.
15
The Q9 response confirmed that a VA-furnished virtual server will be provided. Please confirm: (a) Is VA OIT aware that the single VM instance is intended to serve both the Dallas VAMC campus and Bonham CLC Building 29? (b) Has VA OIT assessed and approved the WAN connectivity requirements for RTLS data traffic between the Bonham site and the Dallas server?
A. Yes.
B. Yes.
16
Please describe the network path (e.g., VA WAN, MPLS, VPN tunnel) between the Dallas VAMC server room and Bonham CLC Building 29, including available bandwidth, expected latency, and whether an existing service level agreement (SLA) governs this inter-site connection. This information is necessary for offerors to evaluate system performance and reliability for a dual-site deployment.
Network path is VA WAN. Similar connections are currently in place between Dallas and Bonham. No issues are present.
17
Does an active local area network currently exist in Bonham CLC Building 29 capable of supporting IP-addressed RTLS infrastructure, including readers, exciters, and network switches? Additionally, please provide the OIT/network coordinator point of contact for Bonham Building 29.
If the vendor has an approved ERA and is FIPS compliant, then we can establish a LAN in Bonham and Dallas. The VA OIT point of contact for network coordination at Bonham Building 29 will be provided to the awarded contractor at the post-award kickoff meeting.
18
Solicitation Q&A response Q13 states that vendor remote access via the VA network is not permitted. To support remote diagnostics and maintenance, offerors intend to provide remote access capability via a vendor-owned 5G cellular modem operating independently of the VA network. Please confirm that this approach is acceptable and that vendor-owned 5G equipment may be installed in the server room.
The use of a vendor-owned 5G cellular modem operating independently of the VA network for remote diagnostics and maintenance support is not automatically approved under this contract. Any remote access solution, including vendor-owned cellular equipment installed on VA property, is subject to review and approval by the VA Office of Information and Technology (OIT) and Information Security prior to installation. Offerors may propose this approach in their technical submission, but implementation is contingent upon OIT and Information Security review and written approval. Offerors should not assume approval of this approach when developing their pricing or project schedules.
19
Please identify the VA OIT points of contact at (a) Dallas VAMC and (b) Bonham CLC who will coordinate with the contractor on matters including network access, switch installation, firewall rule configuration, and VM provisioning.
VA OIT points of contact for network coordination at each location will be provided to the awarded contractor at the post-award kickoff meeting. Offerors should not direct pre-award technical inquiries to VA OIT staff.
20
The SOW indicates that network cabling, switches, and related infrastructure may be provided by either the VA or the vendor. To allow offerors to accurately price this scope, please clarify: (a) Will the VA provide a dedicated network infrastructure — including cabling, switches, and VLAN — for the RTLS system? (b) Or is the vendor expected to procure and install all network cabling and switching equipment? (c) If vendor-provided, will VA OIT provision a dedicated VLAN and assign static IP addresses for RTLS devices?
The vendor is responsible for procuring and installing all network cabling and switching equipment required to make the system fully operational. VA will provision a dedicated VLAN and assign static IP addresses for all system devices. The facility will provide one network drop at each head-end location and at each client workstation as identified in the SOW. All other network infrastructure required beyond those provided drops is the responsibility of the vendor and should be included in offeror pricing.
21
SOW Page 7 requires all head-end equipment to be connected to a vendor-supplied UPS. During the Dallas VAMC site walk, it was indicated that the IT closets are in the process of being relocated. Please confirm whether the new or relocated Dallas VAMC IT closets will have access to emergency power outlets.
All new IT closets will have access to emergency power outlets. Some closets in Dallas have not been relocated and a UPS will be recommended for those sites.
22
At Bonham CLC Building 29, the IT closets are described as new installations with no emergency power circuits currently present. The site walk representative indicated that a rack-mounted APC UPS battery backup would be acceptable. Please confirm: (a) Will the VA provide emergency power circuits to the Bonham IT closets, or (b) Is a vendor-supplied rack-mounted UPS (battery backup only, without emergency generator tie-in) acceptable to satisfy the UPS requirement at Bonham?
All Bonham IT closets will have emergency power outlets, so rack-mounted UPSs will not be necessary in Bonham
23
Does the UPS scope at Bonham CLC Building 29 extend to network switches and RTLS field equipment located in the communications room or closet? Or is emergency power already available at that location for contractor-installed switching equipment?
Emergency power will be available in all Bonham IT closets.
24
The SOW door and zone control section states that each protected door with locking capability may include a keypad or touchscreen on both the protected and unprotected sides. At Bonham CLC, several doors opening into exterior courtyards have mag locks but lack a practical mounting location for a keypad on the exterior (courtyard-facing) side. Please clarify: is a keypad required on the exterior side of these courtyard doors, and if so, how should offerors address locations where exterior keypad placement is not physically feasible?
Other doors in Bonham have a keypad that is installed on the metal doorframe on the exterior side. That would be acceptable for new installs. If a keypad placement is not physically feasable, a one-for-one replacement would be acceptable or offerors should note those locations in their proposal and provide their recommended solution for maintaining emergency access capability. The Government will evaluate proposed alternatives on a case-by-case basis.
25
Similarly, at the Dallas CLC and Bonham CLC, several fire exit doors to stairwells and exterior exits do not have an existing keypad on the exterior side. Are offerors required to provide exterior keypads at all protected exits, or only on the interior (protected zone) side?
Stairwell doors should only be monitored with a loud audible. No maglocks. Keypads or touchscreen displays are required on both the protected and unprotected sides of each designated locked door.
26
At Bonham CLC, certain doors opening into exterior courtyards include mag locks. Please confirm the intended operational function of these doors under the elopement system: (a) Should the system alarm when a patient approaches and allow clinical staff to cancel the alarm prior to the patient exiting into the courtyard? (b) Should the system lock the door and require staff PIN or badge to release? (c) Or is another configuration intended? Please also clarify how offerors should price the courtyard mag lock scope based on the intended functionality.
Courtyard doors should be priced and installed as alarm-only zones; however, offerors must include magnetic lock hardware on all courtyard doors to accommodate future lockdown capability if needed.
27
For exterior doors that exit directly to the outside — but do not lead into an enclosed courtyard — are those doors required to have keypads on the exterior side?
Exterior doors that exit directly to the outside require keypads or touchscreen displays on both the interior and exterior sides.
28
During the site walk, motion detectors were observed mounted in front of several protected doors. Please clarify the function of these devices: are they part of the existing access control system, part of an automatic door opener mechanism, or part of a mag lock release circuit? Are offerors required to integrate with or avoid these devices as part of the elopement system installation?
Motion detectors are part of the existing patient elopement system. These should be replaced if your system will need to use motion detectors or entirely removed if unnecessary.
29
At certain door locations, the mag lock mechanism is tied into an automatic door opener located above the door. Are offerors required to interface with the door opener to halt door movement when the mag lock is engaged? If so, please describe how this interface has been handled at other facilities under similar VA contracts.
Offerors are required to interface with the automatic door opener at locations where the magnetic lock is tied into the door opener mechanism. When a monitored patient triggers an alarm and the magnetic lock engages, the automatic door opener must also be disabled to prevent the door from opening while the lock is engaged. The vendor must provide the necessary relay or interface device to accomplish this at each affected location. Offerors should include the cost of this interface in their pricing for all door locations where an automatic door opener is present.
30
The SOW addresses conduit installation responsibilities. To allow for accurate pricing, please provide a more specific threshold or rule: for example, is the facility responsible for all conduit runs, or only those exceeding a certain length (e.g., runs of more than 10 linear feet)? Alternatively, please confirm whether the facility is responsible for all conduit procurement and installation, with the vendor providing drawings at no cost, as described in the SOW.
For simplicity, the vendor is responsible for all conduit procurement and installation required to make the system fully operational. Offerors should include all conduit procurement and installation costs in their pricing.
31
During the site walks, specific tie-in points where mag locks connect to the fire alarm system were not identified at either location. Please clarify: (a) Is the vendor responsible for procuring and installing fire alarm interface contacts or relays for the mag lock emergency release circuit? Or (b) Will the VA provide a pre-existing fire alarm dry contact output at each mag lock location for the vendor to wire to? In MGM Solutions' experience at other VA facilities, the VA has typically provided the fire alarm output contact and the vendor has run wiring to it — please confirm whether this is the expected arrangement for this project.
The VA will provide a pre-existing fire alarm dry contact output at each designated magnetic lock location. The vendor is responsible for running the wiring from the provided fire alarm contact to each magnetic lock as part of the base installation. Offerors should include the cost of this wiring in their pricing but should not include the cost of fire alarm interface contacts, relays, or any modifications to the fire alarm system itself, as those remain the responsibility of the facility.
32
Are offerors responsible for any fire alarm system equipment, programming, or inspection work as part of this contract? Or is fire alarm integration limited to connecting vendor-supplied mag lock wiring to VA-provided fire alarm contacts?
fire alarm integration limited to connecting vendor-supplied mag lock wiring to VA-provided fire alarm contacts
33
During the Dallas VAMC site walk, it was indicated that elevators are not to be included in this contract's scope. Please confirm: (a) Is elevator detection and alarming explicitly excluded from the base contract scope? (b) What is the VA's expectation regarding patient movement via elevators — are offerors expected to address elevator egress as part of this contract, or is that outside the contract scope and intended to be managed operationally by facility staff?
Elevator detection, alarming, and integration are explicitly excluded from this contract's scope. Elevator egress monitoring is outside the contract scope and will be managed operationally by facility staff. Offerors should not include any elevator-related hardware, wiring, programming, or integration in their pricing.
34
On floors 5, 6, and 7 at Dallas VAMC, several double doors leading to patient units were observed to be unlocked and in an open position during the site walk. These doors are intended to receive mag locks and keypads under this contract. Please confirm: (a) Will the VA maintain these doors in a normally-locked configuration following installation? (b) Are these fire-rated doors, and if so, has the VA coordinated fire door compliance requirements with the applicable authority having jurisdiction (AHJ)?
The VA will maintain these doors in a normally-locked configuration following system installation. Regarding fire door compliance, the VA is responsible for coordinating all fire door requirements with the applicable Authority Having Jurisdiction (AHJ) prior to installation. Offerors should proceed with pricing magnetic locks and keypads at all identified double door locations on floors 5, 6, and 7 and should not include AHJ coordination, fire door compliance work, or associated permitting in their pricing.
35
At the Dallas CLC (Building 60), several doors were observed to already have access control hardware and mag locks installed. Please clarify: (a) Are offerors expected to include these doors within the elopement system scope, or are they excluded? (b) If they are in scope, should the elopement system interface with the existing card reader or access control panel to receive a door-open signal, or should offerors install independent ELPAS-compatible detection at these locations? (c) If they are excluded from scope, please identify the specific doors or locations that are excluded so that offerors can accurately price only the required work.
A. Yes.
B. the elopement system should interface with the existing card reader or access control panel to receive a door-open signal C. N/A
36
Section 14 of the SOW references a mandatory site visit as a condition of proposal eligibility. Prior to the site walk, offerors received verbal and written communication indicating that site attendance was not mandatory. To ensure our proposal is compliant, please confirm: (a) Is the site visit a mandatory requirement for proposal eligibility? (b) If yes, does MGM Solutions' participation in the June 4 (Dallas VAMC) and June 5 (Bonham CLC) walkthroughs satisfy this requirement?
A. The site visit was changed to not being mandatory.
B. Since the site visit is not mandatory, it does not positively or negatively affect a vendor that did or did not attend.
37
What is the estimated timeline for contractor personnel to complete the required VA background investigation and obtain site access credentials? Does this facility use a third-party credentialing or contractor management platform such as Symplr Access or a similar system?
The estimated timeline for contractor personnel to complete the required VA background investigation and obtain site access credentials is typically four to six weeks from the date of submission of all required documentation. The Dallas VA Medical Center and Sam Rayburn Memorial Veterans Center use Symplr Access for contractor credentialing and site access management. Offerors should account for this onboarding timeline when developing their proposed project schedules to ensure no delays to the installation period of performance.
38
The SOW specifies that ICRA Level 3 dust containment is required for contractor work in patient areas. To allow accurate scheduling and cost estimation, please clarify: (a) Does the ICRA Level 3 requirement apply uniformly to all contractor activities in patient areas, including brief above-ceiling inspections? (b) Is there a distinction between inspection-only access (e.g., opening a ceiling tile to visually assess conditions) and active construction work (e.g., pulling cable, drilling, mounting hardware)? If so, please identify the applicable ICRA level for each activity type.
Class III ICRA requirements apply uniformly to all contractor activities in active patient care areas. No distinction is made between inspection-only access and active construction work when in active patient areas. Any activity that involves opening ceiling tiles, accessing above-ceiling spaces, or performing work in patient care areas is subject to full Class III dust containment requirements regardless of duration or scope. Offerors should account for Class III containment measures for all work performed in patient areas when developing their pricing and project schedules.
39
Paragraph 4 of the SOW states that the Enterprise software must be virtualized onto a facility-supplied server. Could the Government provide the specific operating system version (e.g., Windows Server 2019/2022 or Linux variant) and virtual environment specifications (e.g., VMware vSphere version) required for hosting the platform?
Government maintains virtual technologies and operating systems available to facilitate software installation. Vendor shall supply recommended technical specifications to support enterprise software packages. Government can support Windows Server 2022, Nutanix, and VMware
40
Paragraph 7 of the SOW requires alarms to be displayed on a CAD drawing-based interface. Will the Government provide editable AutoCAD (.dwg) files for Building 60 (Dallas CLC), Building 29 (Bonham CLC), and the Dallas acute care floors (5C400, 6C400, 7C200) to the winning contractor upon award, or should the vendor quote engineering hours to manually recreate or convert the PDF drawings provided in 'D.2 36C25726Q0529_Drawings.pdf'?
The government can provide .dwg files if needed.
41
Since this project is a complete replacement of an legacy system, does the Government require historical patient roaming records or system logs to be migrated to the new enterprise server platform, or is this considered a clean-slate system installation?
No
42
The SOW states that 'not all doors require locking capability' and that specific doors will be identified during walkthroughs. To ensure accurate and fair pricing within the itemized parts list (Attachment D.4), could the Government provide the exact count of single doors (Items 0010/0054) and double doors (Items 0011/0055) that require magnetic lock integration?
Sam Rayburn Memorial Veterans Center (CQ24722 - Bonham, TX)
Single doors: 20 Double doors: 3
Dallas VA Medical Center (CQ24721 - Dallas, TX) Single doors: 7 Double doors: 2
43
The SOW notes that procurement and installation of conduit is the facility's responsibility. Can the Government clarify if the contractor is permitted to reuse existing functional conduit pathways, backboxes, and penetrations for the replacement zones, or must the facility run completely new infrastructure for this deployment?
Contractors can reuse existing infrastructure
44
Paragraph 9 dictates that all designated locked doors must automatically unlock upon fire alarm activation, and that fire release integration costs are the facility's responsibility. Will the facility's fire alarm vendor provide drop-relays / dry contacts adjacent to our zone controllers, or is the contractor expected to run wiring and terminate directly into the main Fire Alarm Control Panel (FACP)?
Contractor is expected to run wiring and terminations.
45
There is a discrepancy regarding the performance timeline. Section B.2 (Price/Cost Schedule) lists the Period of Performance (POP) as July 1, 2026 – June 30, 2027. However, SOW Paragraph 17 lists the POP as August 1, 2026 – July 31, 2027. Could the Government confirm the official anticipated baseline start date for project kickoff and onboarding?
The dates are estimated dates, to avoid changing dates, it is anticipated that the POP will be one year from the effective date of award.
46
Because the installation work spans two separate geographical medical campuses (Dallas VAMC and Bonham CLC), does the Government prefer a concurrent deployment using separate concurrent field crews, or a sequential deployment timeline (e.g., full completion at Dallas followed by kickoff at Bonham)?
Either deployment type is acceptable as long the project is complete by the 1 year POP
47
Attachment D.4 (Parts List) includes itemized lines for Class III ICRA Tents and HEPA Filter Rentals (Items 0039/0082) with a description specifying '2 Tents/2 Week'. Are vendors strictly required to quote exactly '2 Tents/2 Weeks' as a fixed baseline quantity, or should vendors scale the quantities and durations based on their individual projected technical installation timelines across the acute care and CLC areas?
vendors should scale the quantities and durations based on their individual projected technical installation timelines across the acute care and CLC areas
48
Can you please confirm that the government is supplying the server? If government is providing server, can government provide details on redundancy and fault tolerance capabilities of the server, to be provided? Or is the government wanting the vendor to recommend fault tolerance and redundancy requirements?
Government can provide virtual servers through nutanix or Vmware.
49
What is the quantity of Client workstations & monitoring displays required?
Sam Rayburn Memorial Veterans Center
3 monitors Dallas VA Medical Center 6 monitors
50
What is the desired size of the monitoring displays?
24 inch monitors
51
Please provide a total count of nurse’s workstations?
Sam Rayburn Memorial Veterans Center
3 workstations Dallas VA Medical Center 6 workstations
52
As desk space at nurse’s workstations is at a premium, if the solution is displayed via web browser on existing workstations, would the vendor still need to provide separate workstations?
In this case, separate workstations would not be needed
53
Do new/replacement doors need to be provided under this RFP?
No
54
For vendors that were unable to attend walkthrough, please identify doors that need locking capability?
All doors need to have locking capability
55
Please clarify what is meant by “Virtual hallway door zones with motion control will also be monitored.“?
Virtual hallway door zones are monitored boundaries in open corridors or hallways that use motion detectors in place of physical doors to detect when a patient enters the area.
56
Does the following refer to wearable patient tags or something else –“Patient wander transmitters with patient ID and/or banding must be supplied for use across all monitored units. ?
This does refer to wearable patient tags
57
Can you please provide details on the Existing fire alarm system
Fire alarm system is Notifier
