About this file

This document is Amendment 003 to Solicitation 36C25726Q0529, consisting of Questions and Answers regarding a Patient Elopement/Wander Management System installation project for the Department of Veterans Affairs' North Texas Veterans Health Care Center. The amendment clarifies key requirements and vendor obligations across two VA facility locations: Dallas (Building 60 CLC, Buildings 5C400, 6C400, and 7C200) and Bonham (Building 29 CLC).

The Q&A addresses critical installation and product specifications including dust containment requirements (Class III with HEPA containment carts required for installation and de-installation near patient areas, but not in comms closets or electrical rooms), infrastructure removal obligations (legacy system cabling must be removed), and facility modifications (patching and paint required only in Bonham, not Dallas). Equipment quantities are specified: ID transmitters ranging from 6 to 140 units depending on location, and reusable banding material quantities of 2 to 20 units per facility. The government clarifies that vendors may propose solutions equal to or better than Code Alert rather than being limited to that specific vendor, that rack space is available for server and switch placement, that remote support capability is not permitted, and that expansion capability into asset tracking and staff duress functionality is desirable but not mandatory. The Place of Performance has been updated to include the Bonham VA facility. Old equipment cabling removal is required, and all written questions must be directed to the Contracting Officer at Francisco.mendoza@va.gov.
