Contractor Questions and Government Responses:
1. Revised PWS states that "Normal routine services will occur once a week on a day and time agreed upon by the COR and Contractor. It is expected that the Contractor be on site and perform work on these days and hours." Amendment 0001 further states that "Normal business hours for routine pest management services are 7:00 AM to 3:30 PM, Monday through Friday" and that "It is expected that the Contractor be on site and performing work during these hours."
Can the Government confirm whether the technician must remain on site for the full 7:00 AM to 3:30 PM window on the agreed weekly service day, or whether routine service may be completed at any time within that window?
Government Response: We will have an agreed upon time that the service will happen and the technician will sign in and out when they arrive and leave after all areas are treated or inspected. There is no required amount of time that the contractor must be on station.
2. Can the government confirm the number of exterior rodent bait stations that are present?
Government Response: Currently 120
3. Will the government require these exterior bait stations to be provided by the contractor upon award?
Government Response: Yes
4. Can the government confirm the number of insect light traps that are present?
Government Response: Currently 8 VA owned but more may be necessary at recommendation of the contractor. Could be seen at site visit.
5. Will the government require these insect light traps to be provided by the contractor upon award?
Government Response: If insect lights are installed it will be at the recommendation of the contractor or VA Pest Management Professionals. Currently no recommendations of installation.
6. How many wood-destroying organisms services (subterranean termites, dry wood termites, fungi, wood boring beetles, etc.) have occurred at Amarillo VAMC over the past 12 months?
Government Response: 1
7. Can the Government confirm whether fumigation and ULV/thermal fogging treatments will be priced separately, or handled as an emergency, no-cost action requiring individual approval?
Government Response: If agreed upon by the COR and Contractor and is necessary for the eradication of a pest it is not priced separately and will be handled as an emergency on a case by case scenario at no cost action requiring individual approval.
8. Can the government provide how many bird service requests have occurred in the past 12 months?
Government Response: None, this is a newer service that is being required.
9. Can the government clarify that exclusion and bird deterrent control measures are included in the all inclusive fixed pricing which is not within industry practices and/or government contracting for IPM Pest Management Services?
Government Response: This is correct and is part of government contracting PWS.
10. If exclusion and bird deterrent measures are to be included, then the government needs to provide the maximum square footage and linear footage to be required per the life of the contract so fair and reasonable pricing to be provided by all contractors?
Government Response: Please attend site visit to view areas.
11. Algae is regulated under Aquatic Waterways and not considered a structural pest. Can the government confirm that Algae is a covered pest under this solicitation as stated in lists aquatic pests (midge/mosquito larvae, algae)?
Government Response: Correct
12. Can the government provide the number of service requests that have been performed for “other vertebrate pests” over the past 12 months?
Government Response: 2
13. Can the government provide how many wild life trapping service requests have occurred in the past 12 months?
Government Response: 3
14. Can the government provide how many bat service requests have occurred in the past 12 months?
Government Response: 0
15. Can the government provide how many geese service requests have occurred in the past 12 months?
Government Response: 0
16. Can the Government confirm the expected frequency and seasonal period for mosquito surveillance and larval control?
Government Response: As needed or at recommendation of the Contractor or VA Pest Management Professionals
17. PWS states that “Control of mosquitoes includes identification of breeding habitat and larval control” This includes the surface area of retention ponds, drainage areas, catch basins, and other standing water sites on campus. Can the Government provide the approximate square footage or acreage of the areas requiring mosquito surveillance and larval control?
Government Response: Please attend site visit to view and make recommendations.
18. Can the government provide how many Bees or Wasp service requests have occurred in the past 12 months?
Government Response: 4 but when the contractor is doing there monthly exterior treatment they should be surveying knocking down any nest present as well.
19. Can the government confirm if there is a height limitation for removal of accessible bees and wasps attached to the building?
Government Response: No height limitation
20. If no height limit for bees and wasps, what is the maximum height of your tallest structure for services being requested?
Government Response: 5 floors but most areas can be reached with a device that can reach up to 2 floors height.
21. Can the government clarify how many emergency/unscheduled service requests there have been in the past 12 months?
Government Response: 20 to 25
22. Can the government provide how many bed bug service requests have occurred in the past 12 months?
Government Response: 15 to 20
23. Can the government clarify if the awarded contractor is responsible for purchasing and installing air curtains?
Government Response: As needed
24. If air screens are not currently installed, does the Government expect the contractor to select, purchase, and install new air screen units as part of this contract? If so, can the Government confirm the number and locations of openings requiring air screens, and the approximate door/opening dimensions? If air curtains are installed it will be at the recommendation of the contractor or VA Pest Management Professionals.
Government Response: Currently no recommendations of installation.
25. Attachment 1 of the Revised PWS lists elevator pits in Buildings 1, 28, 29, 44, 46, and 48.
Can the Government confirm the total number of elevator pits in each listed building?
Government Response: Bldg 1 – 3, Bldg 28 - 4, Bldg 44,46,48,53,7 – 1, Bldg 4,29 - 2
26. Revised PWS states that "the exterior of buildings and parking structures on campus will be inspected for pest activity no less than monthly." Attachment 1 does not list any parking structures. Can the Government identify which parking structures on campus are included in this monthly inspection requirement?
